Under the guise of innovation
The mention of “innovation” goes a long way at the Seoul Metropolitan Office of Education. On Thursday, the Seoul Office of Education School Innovation Team presented a set of policies for the next year that is ambitiously titled the 2015 Seoul Innovative Education District Plan. Among the 25 districts in Seoul, 11 will be designated an Innovative Education District; 2 billion won ($1.82 million) will be provided to seven districts and 300 million won to four districts.It sounds like a Christmas present for the underdeveloped elementary, middle and high schools with not even enough funds to fix a leaking toilet. If selected as an Innovative Education District, schools will be able to hire substitute teachers and receive funding for after-school programs and career and vocational training programs. Moreover, schools with extra classrooms can refurbish old spaces and reduce the seats per class to less than 25 students. Guro-gu was selected in 2012 during the tenure of former Superintendent Kwak No-hyun and received 1.78 billion won in funding last year. District head Lee Seong said that public libraries were built and more scholarships were provided, significantly improving the educational conditions in the district.
But the problem is that only the districts that fit the “purpose and intent of the Innovative Education District” will be eligible for such perks. The criteria include “universal educational welfare and the resolution of the education gap,” as well as “greater educational challenges with a stronger aim to promote the project.” So districts are drafting their project plans according to what the Office of Education requires. “We need to apply in order to get grants,” and “the office is urging districts to compete to follow its agenda when it promotes public education reform,” one district official said.
The districts that are not chosen will surely suffer. Those districts won’t get any funding and will have no means to reduce the number of students per class. The schools that get funding from the Office of Education can also keep the number of students under 25 per class.
The aim to resolve the education gap among districts is a great one. But it is detrimental to draw a line based on the concept of innovation defined by the Office of Education. Innovation is a conceptual value and should not be used to define education. It is based on the idea that existing education is outdated and too conservative. Superintendent Cho Hee-yeon explained that innovative education is “a creative educational path that has never been taken.” But the path that has never been taken may be a road we should avoid.

‘혁신’이란 이름이면 다 통하는 곳, 서울시교육청이다. 25일 시교육청 학교혁신팀은 새해 추진할 정책을 내놨다. 이름은 ‘2015년 서울형 혁신교육지구 운영 공모계획’. 서울시내 25개 자치구 중 11개 혁신교육지구를 선정해 7곳엔 20억원씩, 4곳엔 3억원씩의 예산을 각각 지원하는 게 골자다. 돈이 없어 물 새는 화장실도 손을 못 대고 있는 초ㆍ중ㆍ고에겐 크리스마스 선물로 들렸을 터다. 혁신교육지구로 선정되면 계약직 교사를 추가로 채용해 가르칠 수 있다. 방과후학교나 진로ㆍ직업 교육프로그램 운영비도 받는다. 게다가 교실에 여유가 있는 학교는 낡은 교실을 고쳐 학급당 학생수를 25명 이하로 줄일 수 있다. 곽노현 전 교육감 시절인 2012년 혁신지구로 지정돼 지난해 17억 8000만원을 지원받은 구로구 이성 구청장은 “도서관을 만들고 장학금을 늘리는 등 교육 여건이 많이 개선됐다”고 설명했다. 하지만 문제는 교육청이 강조하는 대로 ‘혁신교육지구 운영 목적과 취지’에 맞는 자치구만 수혜 대상이란 점이다. 선정기준은 ‘보편적 교육복지, 교육격차 해소에 대한 의지가 있고 교육 여건이 어려울수록, 사업 추진 의지가 강할수록’이다. 자치구 사이에선 시교육청이 요구하는대로 사업계획서를 내지 않으면 탈락할 거란 얘기가 나온다. 한 자치구 관계자는 “돈을 따내려면 일단 지원해야하는 것 아니냐”며 “공교육 혁신을 얘기하는 시교육청이 자신의 구미에 맞게 자치구를 줄세우고 있다”고 지적했다. 더 큰 문제는 탈락한 곳에 있다. 탈락한 자치구의 학교에선 해당 예산을 한 푼도 못 받는다. 학급당 학생수를 25명 이하로 줄이기도 어렵다. 교육청의 지원을 받는 열악한 학교는 학생수를 25명 이하로 운영할 수 있으나 지원에서 제외된 학교는 더 열악해질 수 있다. 기초생활수급 대상 학생이 많은 강남구의 한 초등학교 교장은 “결국 시교육청이 2018년까지 200개로 늘리겠다는 혁신학교처럼 학교를 운영하라고 가이드라인을 준 것 아니냐”며 불만을 털어놨다. 지역간 교육 격차를 해소하겠다는 취지는 좋다. 하지만 시교육청이 생각하는 혁신 개념을 잣대로 편을 갈라 지원하는 정책은 비교육적이다. 더이상 ‘혁신’처럼 가치가 담긴 용어를 교육에 끌어다 붙여 낙인을 찍지 않았으면 한다. 지금 하는 교육은 낡은 ‘구태’고, 보수적이라 버려야 한다는 부정적 인식이 깔려 있어서다. 조희연 교육감은 혁신교육에 대해 “아무도 가본 적이 없는 창의적 교육의 길”이라고 설명했다. 아무도 가본 적 없는 길은 가지 말아야 할 길일 수도 있다. 김기환 사회부문 기자
