최근 워싱턴의 보수 싱크탱크 헤리티지재단에서 ‘아베 담화 이후의 한•일 관계’ 토론회가 열렸다. 패널로 전략국제문제연구소(CSIS)의 마이클 그린 일본 석좌, 실라 스미스 미 외교협회(CFR) 일본담당 선임연구원, 에번스리비어브루킹스연구소 연구원이 나섰다. 코리아소사이어티 회장을 지내고 부인이 한국 출신인 에번스리비어 선임연구원이 “(아베 담화에서) 좀 더 한국을 배려했으면 좋았겠다”는 주장을 간간이 펼쳤지만 ‘대세’는 “그 정도면 됐다”였다. 그들의 관전 포인트는 아베 담화의 문구 한 구절 한 구절이 아니었다. “자, 이제 어디에서 한•일 정상회담이 열릴까” 하는 거였다. 이들은 한발 더 나아가 다음달 3일 전승절 행사가 열리는 중국 베이징에서의 극적인 3국 정상회담을 점치기도 했다. 한•일의 ‘역사 공방’에 더 이상 발목 잡히기 싫다는 미국의 실용적 속내가 그대로 드러났다.
이런 분위기를 여실히 보여준 게 미 정부와 의회에 막강한 영향력을 갖는 워싱턴의 주요 싱크탱크, 학계의 동북아 전문가를 대상으로 한 설문조사 결과였다(본지 8월 17일자 8면, 19일자 14면). 한국 입맛에 맞는 한쪽 이야기가 아닌 ‘현실’을 보고자 친한•친일•중립 인사를 고루 대상으로 했다. 담화 발표 후 짧은 기간 안에 이들에게 답을 얻는 건 어려운 작업이긴 했다. 결과적으로 아베 담화에 부정적 평가를 내린 이는 19%에 불과했다. 역사 문제를 둘러싼 한•일 갈등의 책임이 일본뿐 아니라 한국에도 있다고 응답한 이는 73%에 달했다.
두 달 전 워싱턴에 부임해 외교 당국자들로부터 “역사적 정당성은 미국도 100% 한국에 공감한다. 워싱턴이 ‘한국 피로증’을 느낀다는 말은 한국에서만 하는 소리”란 장담을 많이 들었다. 설문조사 결과를 보면 이들은 잘못 생각한 것이다. “역사적으로는 90% 일본에 책임이 있지만 정치적으로는 일본에 60%, 한국에 40%의 책임이 있다. 이게 미국 주류의 생각”이란 마이클 그린의 지적은 아프다. “미국은 동북아의 역사를 잘 모른다는 걸 우리가 간과한 측면이 있다”(신각수 전 주일대사)는 지적이 나오는 이유다. 미국에 중요한 건 ‘역사’보다 ‘정치’였다. 시간이 지날수록 ‘정치’를 외치는 일본에 근접할 수밖에 없는 구도였다.
새삼스럽게 양과 질에서 앞선 일본과의 격차를 탓하고 싶지 않다. 중요한 건 확연한 현실로 드러난 한국과 미국의 온도차다. 이를 인정하고 극복하는 쪽으로 선회해야 한다. 마침 박근혜 대통령이 ‘실리외교’로 방향을 튼 듯하다. 그렇다면 한•일 정상회담은 노출된 한•미 간 온도차를 교묘하고 단번에 덮고 넘어갈 중화제(中和劑)가 될 수 있어 보인다.
