[글로벌 아이] 신뢰는 쌓고 의심은 푼다더니
“시진핑(習近平) 주석의 방미 소식은 미국 언론에선 뒷전이에요.” 지난달 25일의 미•중 정상회담 관련 기사를 준비하느라 통화한 워싱턴 특파원에게서 뜻밖의 말을 들었다. 교황의 미국 방문과 시기가 겹치는 바람에 뉴스의 우선순위에서 밀려났다는 얘기였다.
중국 정부는 시 주석의 방미가 시작되기 전부터 “덩샤오핑(鄧小平)의 1979년 방미와 버금가는 것”이라며 큰 의미를 부여했다. 덩의 방미가 죽의 장막을 걷고 서방 세계에 데뷔한 것이었다면, 이번 시 주석의 국빈 방문은 중국이 미국과 대등하게 국제사회의 주역으로 올라선 뒤의 새로운 질서, 즉 신형 대국관계를 공식화하는 방문으로 자리매김하고 싶었던 것이다.
그랬던 중국으로선 아무리 교황 방문과 겹쳤다고는 해도 기대에 못 미치는 환영 열기가 서운했을 것이다. 2013년 취임 후 첫 방미에 나선 시 주석은 뜨거운 환영을 받았다. 이번엔 국빈 방문이란 격식을 갖췄음에도 그때만 못했다. 정상회담 후의 기자회견장에서 오바마 대통령의 표정은 내내 굳어 있었다. 회견을 마치고 나갈 때에도 시 주석과 눈길 한 번 마주치지 않았다. 회담장의 분위기가 어땠는지 TV를 보면서 짐작이 갔다.
발표 내용도 마찬가지였다. 남중국해 문제는 줄곧 평행선을 달렸고, 오바마 대통령은 인권•티베트 문제 등 중국이 부담스러워 할 모든 현안을 거론했다. 산업스파이 예방을 위한 정례회의 출범이나 탄소배출량 합의 등의 성과는 팽팽한 기싸움에 묻혀 빛이 바랬다.
중국은 시 주석의 방미를 ‘신의는 쌓고 의심은 푸는(增信釋疑) 여행’으로 규정했다. 하지만 성과는 만족스럽지 못했다. 오히려 두 대국 사이엔 아직 신의보다는 의심이 더 크다는 게 드러나고 말았다. 오바마 대통령은 사이버 안보에 관한 합의를 얘기하면서도 “말보다 행동이 더 중요하다”고 단서를 붙이는 걸 잊지 않았다.
미국은 중국을 기존 질서에 대한 도전자로 보는 경향이 여전히 강하다. 어쩌면 세계 질서를 혼자 주물러 온 유일 강대국의 위치를 쉽게 내줄 수 없다는 방어 본능 같은 게 작용하고 있는지도 모른다. 그러니 시 주석이 아무리 평화를 강조하고 “영원히 패권을 추구하지 않겠다”고 해도 미국엔 곧이곧대로 들리지 않는다. 지난달 3일 천안문 열병식을 취재한 외신기자가 “첨단무기를 과시하는 자리에서 ‘평화’를 얘기하는 걸 어떻게 받아들여야 하나. 미국 사람을 너무 순진하게 보는 것 아닌가”라고 말한 게 미국인의 진심일 것이다.
신뢰를 얻기란 말처럼 쉬운 일은 아닐 것이다. 시 주석의 입장에선 믿어주지 않는 국제사회가 야속할지도 모른다. 그래도 노력은 계속해야 한다. 그러고 보니 기자회견에서 두 정상이 약속이나 한 듯 이구동성으로 한 말도 있었다. “투키디데스의 함정에 빠지진 않겠다”는 말이었다. 스파르타와 아테네가 그랬던 것처럼 신흥 강대국의 부상은 반드시 기존 강대국의 무력 충돌로 이어진다는 경험칙을 두 나라는 답습하지 않겠다는 다짐이었다. 아마 이번 회담에서의 가장 중요한 성과 아니었나 싶다.
