The thorny issue between Korea and Japan of sex slaves during World War II was settled at Monday’s meeting in Seoul between foreign ministers./ 한·일 관계의 최대 현안인 2차 세계대전 동안의 위안부 문제가 월요일 서울에서의 외교장관회담에서 타결됐다/ It is fortunate that both nations have addressed the long-standing issue within 2015, the 50th anniversary of the Treaty on Basic Relations and 70th anniversary of Korea’s liberation from colonial rule./ 광복 70주년이자 한일협정 체결 50주년인 2015년을 넘기지 않고 양국 간의 해묵은 난제가 처리되어 다행이다/Given the level of Tokyo’s apology for the enslavement of Korean women during the war and the way Japan expressed it, that’s a step forward./ 2차 대전 동안의 한국 여성의 노예화에 대한 일본 정부의 사과 수준이나 표현 방식을 감안하면 진일보했다고 볼 수 있다/ Though Japan’s Foreign Minister Fumio Kishida stopped short of accepting Japan’s legal responsibility over the issue, he said the Japanese government thoroughly regrets the deep scars on the honor and integrity of many Korean women with the involvement of Japan’s Army./ 비록 위안부 문제에 대한 일본의 법적 책임까지 인정하진 않았지만 기시다 후미오 외무상은 일본군의 관여 하에 다수 한국 여성의 명예와 존엄에 깊은 상처를 입힌 문제에 대해 일본 정부는 책임을 통감한다고 말했다/ That translates into Japan’s first official recognition of its responsibility for the tragedy./ 처음으로 비극적인 위안부 문제가 일본 정부의 책임임을 일본이 공식 인정한 셈이다/ Regarding the apology, the foreign minister clearly stated that Japan’s Cabinet Prime Minister Shinzo Abe expresses deep remorse for the mobilization of “comfort women.”/ 사죄와 관련해서도 일본 외무상은 아베 내각총리대신은 일본 내각총리대신으로서 위안부의 동원에 대해 사죄와 반성의 마음을 표명한다고 분명하게 말했다/ That signals a step forward compared to remarks by Japan’s past governments./ 과거 일본 정부가 표명한 것과 비교하면 한 걸음 나아간 것이라 할 수 있다/What worries us is Korean people’s reaction to the deal, as it mentions highly volatile words like “the declaration of a final and irreversible settlement” and “restraining from mutual criticism and denunciation.”/ 다만 우려되는 건 이 협상에 대한 한국 국민의 반응인데, “최종적·불가역적 해결 선언”과 “상호 비난과 비판 자제”와 같은 매우 휘발성 높은 표현 때문이다/Even if both countries declare an end to the dispute, what if individual victims or civic groups lodge lawsuits on the international stage?/ 설령 양국이 이번 회담으로 이 문제를 완전히 끝냈다고 선언한다 하더라도 위안부 할머니 개인이나 시민단체가 이에 불복해 국제무대에서 법적 소송 등을 제기하면 어떻게 할 것인가?/ The same applies to the statue of a comfort woman across from the Japanese Embassy in Seoul./ 주한 일본대사관 건너편에 있는 위안부 소녀상에 대한 문제도 마찬가지다/ Despite our government’s promise to “consider relocation of the statue,” the civic groups set it up, not the government./ 우리 정부가 소녀상 이전을 고려해 보겠다고 약속했지만 소녀상을 설치한 주체가 정부가 아니라 시민단체라는 것이 문제다/ It’s not easy to know what will happen down the road./ 앞으로 어떤 일이 일어날 것인지 알 수 없다/ The government must find effective ways to persuade comfort women and the public to accept the results of the talks./ 한국 정부는 위안부 할머니를 설득할 수 있는 효과적인 방법을 찾아야 하고 국민들이 회담 결과를 받아들일 수 있도록 설득해야 한다/Japan’s attitudes are critical here./ 이런 점에서 일본의 태도가 그 무엇보다 중요하다/ If Abe’s cabinet continues to deny Japan’s past crimes, it will only invite the outrage of Koreans for Japan’s endless rewriting of history./ 만약 아베 내각이 계속해서 일본의 과거 범죄를 부정할 경우 일본의 끊임없는 역사 조작에 대한 한국 국민의 분노만 초래하게 될 것이다/ Yet, a complete victory is not possible in diplomacy./ 그리고, 외교에서 완전한 승리란 불가능하다/ Despite some unsatisfactory results, we need to recognize both governments’ efforts to resolve the issue./ 일부 불만족스러운 결과에도 불구하고 우리는 이 문제를 해결하기 위한 양국 정부의 노력을 인정할 필요가 있다/ It would be wise for us to regard Japan’s expression - albeit indirect - of legal responsibility and seek practical gains from it./ 비록 일본이 법적 책임을 비켜가는 간접적인 표현을 했지만 그것을 인정하고 실익을 챙기는 것이 더 현명할 수 있다/Though the sex slave issue has been a stumbling block in Seoul-Tokyo relations, we cannot live without Japan./ 비록 위안부 문제가 한일관계에 있어서 장애물이긴 하지만 우리는 일본 없이는 살 수 없다/ It is pivotal to the Korea-U.S.-Japan alliance./ 한미일 동맹의 한 축이기 때문이다/ You can choose your friends, but not your neighbors./ 친구를 선택할 수는 있지만 이웃을 선택할 수는 없는 노릇이다/ Both nations must move forward./ 양국은 앞을 향해 나아가야 한다/
