Gov’t to cut off funding to corrupt universities
The Ministry of Education has made new guidelines to limit universities that have been involved in corruption scandals from receiving government support.According to the second plan on higher education financial support recently proposed by the ministry, the government will increase the budget up to 1 percent of GDP to support colleges and junior colleges by 2017.
In order to enable this plan, the government will increase the size of support from 15.2 trillion won ($12.4 billion) in 2016 to 16.1 trillion won in 2017.
Korea’s ratio of public education expenditure in higher education to GDP is fourth-highest among the members of the Orgnaization for Economic Coopeation and Development. However, excluding the private expenditure, the rate of governmental support is below average.
Thus, there have been calls to increase government support for universities.
The Education Ministry is working to improve transparency and fairness in financial support for colleges. It is planning to make a management manual that will include limiting support for corrupt institutions.
“Supervision and monitoring of colleges that are involved in corruption will be strengthened,” said Lee Joon-sik, the deputy prime minister for social affairs and education minister.
