[사설] 치솟는 미세먼지와 오보 … 환경부 장관은 뭐하나
주말 전국을 강타한 미세먼지로 국민이 큰 고통을 겪었다. 사흘 연속 계속된 미세먼지는 국민의 일상을 망가뜨리고 건강을 위협했다. 서울의 농도는 주의보 발령 기준인 2시간 이상 ㎥당 150㎍을 훨씬 넘는 241㎍까지 치솟았다. 본격적인 황사철을 맞아 불청객의 습격은 더 잦을 것으로 보인다. 미세먼지는 세계보건기구(WHO)가 1급 발암물질로 지정할 정도로 건강에 치명적이다. 초미세먼지는 숨을 쉴 때 폐나 심장에 침투해 각종 질환을 일으키는 ‘침묵의 살인자’로도 불린다. 디젤차 도심 진입 제한 등 선진국이 미세먼지 감축에 힘을 쏟는 이유다.
환경부의 대처는 실망을 넘어 공분을 자아내게 한다. 가뜩이나 예보 정확도가 62%에 그쳐 불신이 큰데 이번에는 사흘 내내 오보를 냈다. 예보를 맡은 환경부 국립환경과학원은 8일 농도를 ‘보통’으로 발표했지만 4시간도 안 돼 ‘주의보’ 수준으로 치솟았다. 상춘객이 많았던 토•일요일은 더 심했다. 수도권 농도를 ‘나쁨’ 수준이라고 했는데 실제론 숨이 턱턱 막히는 ‘매우 나쁨’ 수준까지 급상승했다. 올 초 대통령 업무보고 때 예보 정확도를 높이겠다고 한 환경부는 입이 열 개라도 할 말이 없게 됐다.

더 한심한 것은 인력·장비·예산 타령만 한다는 것이다. 예보 전담자가 12명뿐이고, 장비 개선 예산이 없으며, 기상청과의 통합 운영도 안 된다는 주장이다. 재임기간이 38개월로 현 정부 최장 국무위원인 윤성규 장관은 도대체 뭘 하고 있단 말인가. 효율적 조직 운영도, 예산 확보도 장관의 책임 아닌가.
윤 장관은 사즉생의 각오를 보여야 한다. 미세먼지는 발생 요인이 복합적인 만큼 중국과의 환경외교를 강화하고, 당장 예보의 선진화에 나서야 한다. 특히 경유 승용차 도입 허용에 따라 2005년 565만 대였던 경유차가 지난해 862만 대로 급증한 것에 대한 정책 재설계도 필요하다. 자동차 제조사의 배기가스 조작사건에서 봤듯 ‘클린 디젤’의 허구성이 드러나고 있다. ‘소극 행정’이 윤 장관의 장수 비결이란 소리가 들린다. 미세먼지에도 소극적인 장관은 더 이상 보고 싶지 않다.
