Truth prevail over rumors

It was right after the international investigation team concluded that the corvette was attacked by a North Korean torpedo. However, just as Kim had worried, rumors over the Cheonan sinking continued that the corvette went aground and the torpedo that the defense ministry presented as evidence was a setup. There were lawsuits as well. The rumors over the incident are still circulating.
The military authorities contributed to the situation considerably. Right after the incident, when the corvette had already sunk, the military briefing falsely stated that the crewmembers were being rescued. the defense ministry released the blueprint of the torpedo CHT-02D that attacked Cheonan. But it was also a wrong one.. While the Ministry of National Defense said that it was a mistake, it only escalated the rumors.
Six years have passed, and the ministry is fighting another battle. After the official announcement that the U.S. Forces Korea’s Terminal High Altitude Area Defense (Thaad) antimissile system would be deployed in Seongju County, North Gyeongsang, local residents are writing messages in blood and stage protests. There is even a rumor that the electromagnetic waves from Thaad would affect the melons, famous produce in the county.
However, the defense ministry’s response to wild rumors hasn’t changed in six years. As Seongju was announced as the Thaad site at 3 pm, July 13, Yoo Jeh-seung, a high official in charge of military policy in the ministry, said that more than 10 sites were reviewed. Six hours later, Defense Minister Han Min-koo met with local residents of Seongju and said that the authorities reviewed five sites. At a presentation to the reporters on the potential effects of Thaad earlier this month, a reporter pointed out that the safe range in the U.S. Army manual is different from the data presented by the defense ministry (2015 Guam Environmental Impact Report). The defense ministry claimed that the U.S. Army manual was not right, only to retract the remark immediately.
Moreover, the military’s position was inconsistent, as it said to maintain strict security until the announcement, while promising to explain the issue to the residents sufficiently before the announcement. When the residents protested that there had been no prior explanation, the defense ministry made an excuse that the media had revealed it first. The government had cancelled the announcement only 14 minutes before the schedule, only to reverse it again. The inconsistency and discrepancy lead to suspicions.
Rumors feed on lies and flip-flops. Lies lead to suspicions, and suspicions trigger rumors. The defense ministry must face the public with 100 percent truth and facts rather than making up stories here and there. Only truth can triumph over rumors.

JEONG YONG-SOO 2010년 3월 26일 대한민국 해군의 초계함인 PCC-772 천안함이 침몰했다. 그로부터 두 달 뒤 김태영 당시 국방부장관은 사석에서 이렇게 토로했다. “감사원의 조사 결과도, 국제조사단의 조사 결과도 믿지 않는다. 그렇다면 대체 어떻게 해야 우리를 믿을 수 있는 건가.” 국제조사단이 북한의 어뢰 공격을 받아 침몰했다고 결론 낸 직후였다. 하지만 김 장관이 걱정한 대로 ‘천안함은 좌초됐다’, ‘국방부가 증거로 내놓은 어뢰는 (국방부가) 던져 놓은 것이다’는 등 천안함 괴담은 끊이지 않았고, 소송으로도 이어졌다. 지금도 천안함을 둘러싼 괴담은 살아 있다. 이런 상황은 당시 군 당국이 자초한 측면도 적지않다. 사건 직후 천안함이 이미 침몰했는데도 군의 “파공이 생겨 승조원들을 구조중”는 브리핑은 ‘거짓말’이 되고 말았다. 천안함을 공격한 어뢰(CHT-02D)의 설계도라고 국방부가 공개했던 건 엉뚱한 설계도였다. 국방부는 ‘실수’라고 했지만 바로 그런 실수를 먹고 괴담은 커졌다. 6년이 흘렀다. 국방부는 지금 또 다른 전쟁을 치르고 있다. 주한미군의 고고도미사일방어(THAADㆍ사드) 체계를 경북 성주에 배치하겠다고 공식 발표를 한 뒤 분노한 성주 시민들은 혈서를 쓰고, 집단 시위를 하고 있다. “사드 전자파가 성주 참외를 망쳐놓는다”는 폭발성 강한 참외 괴담까지 등장했다. 하지만 국방부가 괴담과 맞서는 모습은 6년동안 전혀 개선된 게 없다. 13일 오후 3시 사드 배치지로 성주가 결정됐다고 발표하는 자리에서 류제승 국방부 정책실장은 “후보지로 10여 곳을 검토했다”고 설명했다. 6시간 뒤 성주군민을 만난 한민구 국방장관은 “5곳을 검토했다”고 다른 얘기를 했다. 올 초 사드의 유해성과 관련해 기자들에게 한 설명회에선 ‘미국 육군 교범과 국방부가 제시한 자료(2015년 괌 환경영향평가서)의 안전거리가 다르다’는 지적에 “미 육군 교범이 잘못됐다”고 말했다가 곧바로 취소한 일도 있었다. 뿐만이 아니다. “발표 때까지 철저히 보안을 유지하겠다”고 했던 군은 “발표 전 주민들께 충분히 설명하겠다”는 앞뒤가 안 맞는 얘기를 했다. 그래놓고는 사전설명을 왜 하지 않았느냐고 주민들이 항의하자 “언론이 먼저 공개하는 바람에”라고 변명했다. 정부 발표 때도 14분 전에 갑자기 취소했다가 번복하는 바람에 엉뚱한 의심을 낳았다. 괴담이 좋아하는 먹이는 거짓말과 말 바꾸기다. 거짓말은 의심을 낳고, 의심은 괴담을 키운다. 국방부는 자꾸 밀려서 사실을 찔끔찔끔 보태지 말고, 순도 100%의 진실로만 민심과 맞서야 한다. 그래야 괴담을 이길 수 있다. 정용수 정치부문 기자
