군사기술까지 유출되는 군 기강 해이, 근본적 보완책 필요

Military discipline has hit rock bottom. The range of misconduct is too varied to mention it all ? ranging from a professor of the Air Force Academy assaulting a student cadet to an army senior who beat a female officer with a shovel. Mutiny, sexual assaults, violations of safety rules and leaks in military information are just some of them. Retirees of the Agency of Defense Development (ADD) are under questioning for allegedly removing information on national defense technology developments. National defense technology is the key to national security. If the suspicion proves to be true, they have committed a serious crime and put national security in jeopardy.

최근 군 기강이 극도로 문란해져 국민 걱정이 이만저만 아니다. 공군사관학교 교수의 학생 폭행에다 병사가 비밀인 암구호를 카톡방에 올리는가 하면, 육군 상병이 면담 중에 야전삽으로 여군 대위에 폭행하는 등 사고가 끊이지 않고 있다. 하극상, 성추행, 안전수칙 위반, 군 기밀 유출 등 헤아릴 수 없다. 이런 가운데 국방과학연구소(ADD) 퇴직자가 68만 건에 달하는 국방과학기술 정보를 유출했다고 한다. 국방과학기술은 우리 안보를 보증하는 핵심이다. 그런데 이런 중요한 기술정보 유출이 사실이라면 걱정을 넘어 안보기반이 무너지는 배신감마저 든다.

According to the allegations, a senior researcher at ADD downloaded documents pertaining to artificial intelligence, robotics and other areas onto his personal USB drive and took it home before retirement. Over 20 researchers who recently retired are also under investigation. Most of them found jobs in local defense companies, and some were recruited in the Middle East. They have taken their 30 years of work at ADD to private companies at home and abroad.

ADD의 기술 유출은 수사를 해봐야 확인하겠지만, ADD 고위직을 지낸 연구원이 퇴직 전에 인공지능(AI)과 로봇 등 첨단자료를 USB 저장장치에 넣어 빼갔다는 것이다. 수사기관은 최근 퇴직한 연구원 20여 명도 수사하고 있다고 한다. 이들 가운데 대부분은 국내 방산업체에 취직했으나, 일부는 중동지역 국가에도 채용된 것으로 알려졌다. 30여년간 ADD에서 연구한 자료를 가지고 국내외 업체에 들어갔다는 것이다.

The investigation must first focus on how the theft occurred. As in the Ministry of Defense, ADD offices use security USB flash drives that cannot be accessed by unauthorized users or common computers. They should be reported if they are taken outside. Common USB drives do not work in internal computers at ADD’s offices. It is therefore difficult to extricate internal files in heaps. Either it is the result of a sophisticated hacking scheme or the system had a structural flaw.

수사기관은 국방기술 유출을 철저하게 수사하는 게 우선이다. 국방부도 그렇지만 ADD 또한 부서마다 등록된 '보안 USB'를 1∼2개씩 사용한다. 보안 USB는 암호화돼 있어 일반 컴퓨터에선 작동이 안 된다. 외부에 가지고 갈 땐 일일이 신고한다. 반대로 일반 USB는 ADD 내부 컴퓨터에 끼워도 인식이 되지 않는다. 따라서 ADD 기술정보를 대규모로 외부에 유출하기는 어렵다. 그런데도 ADD 내부기술을 반출했다면 매우 심각하다. 고도의 해킹기술을 활용했거나, 구조적인 문제가 있는 것이다.

Why ADD retirees chose to sell off information also should be addressed. The researchers are not public employees. After they retire, they can hardly find a job. Since they have devoted their lifetime to weaponry development, their skills have limited application. They have been recently wooed by countries in the Middle East and elsewhere. The leaks of our national defense technology to foreign countries are a serious matter.

국방기술 유출 배경에도 관심을 둬야 한다. ADD 연구원들에 대한 신분보장이다. 공무원 신분이 아닌 이들은 만 61세에 퇴직한 뒤 대부분 일자리가 없다. 방산업체 취직은 극소수다. 평생 무기만 연구해 일반산업에 활용할 수도 없다. 그렇다 보니 최근엔 중동 등의 일부 국가에서 고액의 스카우트 제의가 들어온다고 한다. 우리 국방기술이 국내 방산업체로 흘러가는 것은 그나마 다행이지만, 해외로 빠져나가면 보통 일이 아니다.

U.S. and European countries do not set a retirement age for defense scientists. In North Korea, over 20,000 are engaged in missile development without a retirement age. ADD has only 2,500 researchers. The research hub on military science turns 50 this year. The technology theft case must be thoroughly investigated, but more fundamental problems must be addressed.

이런 문제로 미국이나 유럽에선 국방과학에 종사하는 연구원엔 정년을 따로 두지 않고 있다. 북한만 해도 핵과 미사일 개발에 2만여 명이나 투입하고 있고, 정년도 없다고 한다. ADD 연구원 2500여 명의 10배에 가깝다. 한때 우리나라 과학기술의 산실이었던 ADD는 올해로 창설 50년을 맞는다. 그런 만큼 ADD 국방과학기술 유출에 대한 철저한 수사로 재발을 방지하되, 보다 근본적인 보완대책을 세우기 바란다.
