전국민 고용보험ㆍ토지공개념ㆍ이익공유제…국민적 합의가 먼저다

The ruling Democratic Party (DP) under the intoxication of its sweeping win in the April elections in which it secured it a supermajority with 180 seats in the 300-member National Assembly has been trotting out half-backed policy ideas. Members have been floating socialist ideas of imposing curbs in housing ownership or nationalizing companies in trouble. On May 1, Labor Day, the governing front has proposed to extend employment insurance in all workplaces. The suggestions are issues that directly affect the public’s lives.

총선에서 180석을 차지한 거대 여당이 설익고 논쟁적인 정책을 끊임없이 쏟아내 우려를 자아내고 있다. 선거 직후 토지공개념과 이익공유제에 이어 최근 노동절에는 전 국민 고용보험까지 꺼내들었다. 이들 사안은 모두 국민 생활의 근간과 국가 정체성까지 뒤흔들 수 있는 민감한 제도들이다.


The ruling party has been heedless about issues that can shake the country’s constitutional foundations. The suggestions now can become election regulars.

특히 헌법정신의 뼈대를 건드리는 사안을 충분한 검토 없이 즉흥적으로 불쑥 꺼내드는 것은 책임 있는 집권 여당의 자세라고 볼 수 없다. 더구나 이들 정책은 선거 때마다 포퓰리즘의 불씨를 지필 수 있다는 점에서 과연 국가의 백년대계를 위해 신중하게 다듬고 정제한 뒤 내놓는 최선의 방안인지도 의심을 받을 만하다.

The timing is also very poor. Exports have slumped and the number of unemployed soared amid the ongoing pandemic crisis. Such ideas will only further dampen corporate investment sentiment and raise economic uncertainties as they threaten the foundation of free market principles. Moreover, they lack feasibility.

시기적으로도 이런 논의는 불필요하다. 지금은 코로나 사태로 수출이 폭락하고 실업자가 쏟아지는 비상사태다. 이런 마당에 기업의 투자심리를 살리기는커녕 자본주의 시장경제의 근간을 건들어 경제의 불확실성을 높이는 것은 경제 활성화에도 역행하는 흐름이 될 수 있다. 더구나 현실성이 떨어지면 정책이라고 할 수 없다.


Kang Ki-jung, senior presidential secretary for political affairs, suggested that the entire working population should have insurance coverage for employment like national health insurance. But whether he is aware of the reality raises questions. Contract-based workers choose not to subscribe to employment insurance even when half of the sum is subsidized by employers because of the deductions in their monthly paychecks. The self-employed also cannot handle the extra cost as they would have to pay for the premiums.

지난 1일 강기정 청와대 정무수석이 “전 국민 건강보험처럼 전 국민 고용보험을 갖추는 것이 ‘포스트 코로나’의 과제”라고 한 것은 현실을 제대로 고려했는지 의문이 든다. 고용보험료의 절반을 회사로부터 지원받는 근로자조차도 기간제 및 특수고용종사자 상당수는 손에 쥐는 임금이 줄어들기 때문에 고용보험 가입을 꺼리는 실정이다. 전 국민에게 확대할 경우 자영업자는 고용보험료 전액을 자신이 부담하므로 이 정책이 말처럼 쉽지 않다는 얘기다.

DP lawmakers Song Young-gil and Lee Yong-sun, a former presidential secretary who won a legislative seat in the latest elections, have also added to confusion by suggesting nationalization of land ownership. Land ownership under state control is a concept the public cannot accept even if it is designed to curtail real estate speculation. The idea was scrapped after it was concluded that it was unconstitutional under the Roh Tae-woo government 30 years ago. The ruling party must not think it can push ahead with dangerous policies because it now commands a majority in the legislative.

더불어민주당 송영길 의원과 청와대 비서관 출신 이용선 당선인이 최근 거론한 토지공개념도 신중하지 못했다. 아무리 ‘부동산과의 전쟁’을 벌인다고 해도 사유재산을 부정하는 취지의 토지공개념은 국민이 받아들기 어렵다는 것은 역사적으로도 판명난 일이다. 토지공개념은 이보다 30여 년 전인 과거 노태우 정부에서도 위헌 및 헌법불합치 판정을 받고 역사 속으로 폐기됐던 사안이다. 그런데도 거듭 토지공개념이 집권 여당에서 거론되는 이유는 무엇인가. 거대 권력을 가졌다고 일방적으로 밀어붙이겠다는 것인지 우려스럽다.

The government also must be prudent with the idea of nationalizing state companies through bailouts amid virus woes. Owning stakes in key industry companies can raise the danger of government meddling in corporate affairs.

코로나 사태를 계기로 정부가 기간산업을 지원하되 정상화 뒤 이익을 공유한다는 이익공유제 역시 신중해야 한다. 정부가 지원을 구실로 기업 지분을 확보해 경영개입 여지를 만들 가능성 때문이다. 자칫 ‘관치금융’의 망령이 살아나 기업의 자율성을 훼손하면 경제에 오히려 독이 될 수 있다.

Even if the purposes are to stabilize the real estate market and ease wealth polarization, reforms should be made within the capitalist free market boundaries and through incremental support from the public to not cause unnecessary side effects.

어떤 경우든 본말이 전도될 수는 없다. 부동산을 안정시키고 양극화를 해소하겠다는 데 반대할 사람은 없다. 하지만 모든 개혁은 자본주의 시장경제의 틀에서 국민적 공감대를 이루는 선에서 점진적으로 이뤄지는 게 마땅하다. 그래야 부작용을 줄이면서 안정적 경제 질서가 유지될 수 있다.
