Don’t corner Trump

“China will do anything they can to have me lose this race,” said U.S. President Donald Trump. He involved China in the November presidential election by claiming that China would do everything to make him lose.
“중국은 내가 이번 선거에 지게 하기 위해 할 수 있는 모든 것을 할 것이다.”
He argues that China wants democratic presidential candidate Joe Biden to win, as he is easier to deal with. He backed the argument with China’s attitude handling Covid-19. He wants to hold China accountable for failing to transparently handle and intervene in the Covid-19 outbreak.
도널드 트럼프 미국 대통령이 오는 11월 대통령 선거에 느닷없이 중국을 끌어들였다. 중국이 상대하기 쉬운 조 바이든 민주당 대선 후보가 이기길 원한다는 주장이다. 신종 코로나바이러스 감염증(코로나19)을 다루는 중국의 태도가 그 증거라고 했다. 중국이 코로나19 발병을 투명하게 알리고 조기 차단하지 않은 데 대해 책임을 묻겠다고 했다.
The Trump administration is eager to deliver the message. Secretary of State Mike Pompeo appeared on television and said that there was “enormous evidence” that Covid-19 originated in a laboratory in Wuhan, China. The Department of Homeland Security published a report that China intentionally concealed the seriousness of Covid-19 to stock up on medical supplies. “Retaliation” and “punishment” on China are mentioned in and out of China.
트럼프 행정부는 일사불란하게 메시지를 실어나르고 있다. 마이크 폼페이오 국무장관은 방송에 출연해 “바이러스가 우한연구소에서 시작했다는 거대한 증거가 있다”고 거들었다. 국토안보부는 중국이 의료 물자를 비축하기 위해 코로나19의 심각성을 의도적으로 은폐했다는 보고서를 냈다. 백악관 안팎에서는 중국에 대한 ‘복수’ ‘처벌’ 같은 말이 흘러나온다.

It threatens the resumption of the U.S.-China trade war, which has been in a truce for four months after signing the first-stage trade agreement. The next day, the New York stock market plummeted. Why is he beating China, even at the cost of the stock market drop that he fears?
중국을 벌주는 방법의 하나로 트럼프는 “관세 부과”를 꼽았다. 1단계 무역합의 서명으로 넉 달째 휴전 중인 미ㆍ중 무역전쟁을 다시 일으킬 수도 있다는 위협이다. 다음날 뉴욕증시는 곤두박질했다. 그토록 꺼리는 주가 하락까지 감수하면서 중국 때리기에 나선 이유는 뭘까.
One thing that Trump counted on for reelection was a thriving economy. Before Covid-19, the United States enjoyed an unemployment rate of 3.5 percent, the lowest in half a century, and the longest economic boom in 113 consecutive months. And when 30 million people lost jobs and more than 67,000 people died, he needed to divert the public’s anger. At first, he criticized the World Health Organization, and now the target is China. At the beginning of the outbreak, Trump praised Chinese President Xi Jinping, but he has changed suddenly.
트럼프가 대선 가도에서 유일하게 믿는 구석은 잘나가는 경제였다. 코로나19 전까지 미국은 반세기 만에 가장 낮은 실업률(3.5%)과 113개월 연속 최장기 호황을 누렸다. 그러다 하루아침에 3000만 명이 일자리를 잃고, 6만7000명 넘게 숨지자 대중의 분노를 돌릴 곳이 필요했다. 처음엔 세계보건기구(WHO)를 비판하다가 지금은 화살이 중국을 향했다. 발병 초기 시진핑 중국 국가주석에게 "어려운 상황에 잘 대처하고 있다"고 추켜세운 트럼프가 돌변했다.
Labeling Biden pro-Chinese has the effect of integrating his supporters. Trump supporters are propagating the nickname, “Beijing Biden.” He is once again using the tactic of beating China after he benefited from the same move for the 2016 presidential election. The interpretation becomes more convincing as criticism about Trump’s Covid-19 response grows.
바이든 후보를 친중(親中)으로 몰아세워 지지층을 결집하는 효과도 있다. 트럼프 지지자들은 ‘베이징 바이든’이란 별명을 만들어 입소문을 내고 있다. 2016년 대선 때 톡톡히 재미를 본 중국 때리기 카드를 다시 꺼낸 것이다. 마침 트럼프의 코로나19 대응에 대한 비판이 커지면서 이 같은 해석이 힘을 얻고 있다.
Trump may not start the trade war right away. At the height of the Covid-19 crisis in the United States, having a trade discord with China would be a serious blow as masks and personal protective equipment are mostly imported from China. But some worry that he would do anything if he is cornered. Polls show that Trump is behind Biden in swing states such as Florida and Michigan. If the U.S.-China dispute returns, the global economy could collapse completely. More homework has been assigned to the fight against the virus.
트럼프가 당장 무역전쟁을 하지 않을 수도 있다. 미국 내 코로나19 사태가 한창인데 마스크 등 개인보호 장비 수입을 의존하는 중국과 마찰을 빚을 경우 타격이 불가피하다. 하지만 다급해지면 무엇이든 할 거라는 우려도 있다. 플로리다·미시간 등 경합주에서 트럼프가 바이든에게 밀린다는 여론조사가 속속 나오고 있다. 미·중 갈등이 재연되면 코로나19에 무릎 꿇은 세계 경제는 아예 엎어질 수 있다. 바이러스와의 싸움에 숙제가 하나 더 얹어졌다.
