North Korea said Wednesday that an American soldier crossed into its territory last month because of “inhuman maltreatment and racial discrimination” in the U.S. Army.

북한은 수요일 (8월 16일) 미군병사가 미군 내 비인간적인 학대와 인종차별에 대한 반감으로 지난달 월북했다고 밝혔다.

The report by the state-controlled Korean Central News Agency (KCNA) marks the first public confirmation by Pyongyang that Pvt. 2nd Class Travis King, who bolted across the interKorean border during a group tour of the Joint Security Area (JSA) on July 18, was in the regime’s custody.

북한 국영 매체인 조선중앙통신이 지난 7월 18일 공동경비구역 단체 견학 중 북측으로 넘어간 주한미군 이등병 트래버스 킹의 신병을 확보하고 있다고 공식적으로 확인한 것은 이번이 처음이다.

According to the KCNA’s English-language report, King “expressed his willingness to seek refuge” in the North or another country during questioning.

통신에 따르면 킹 이등병은 해당 기관으로부터 조사를 받던 중 북한이나 제 3국에 망명할 의사를 밝혔다.

“During the investigation, Travis King confessed that he had decided to come over to the DPRK as he harbored ill feeling against inhuman maltreatment and racial discrimination within the [U.S.] Army,” the KCNA said, referring to the North by the acronym for its official name, Democratic People’s Republic of Korea. “He also expressed his willingness to seek refuge in the DPRK or a third country, saying that he was disillusioned at the unequal American society,” the KCNA said.

킹 이등병은 “미군 내에서의 비인간적인 학대와 인종차별에 대해 반감을 품고 북한으로 넘어올 결심을 했다고 자백했다”고 통신은 주장했다. 또 “트래비스 킹은 불평등한 미국 사회에 환멸을 느껴 우리나라나 제 3국에 망명할 의사를 밝혔다”고 덧붙였다.

The state media agency also said that King was “kept under control by soldiers of the Korean People’s Army” and that the North’s investigation into his “illegal” crossing is still ongoing.

북한 국영매체는 킹은 북측 군인들에 의해 구금됐으며 해당 기관은 “공화국 영내”에 불법침입한 사실에 대한 조사를 진행 중이라고 말했다.

The KCNA report comes just before the United Nations Security Council is due to meet on Thursday to discuss the human rights situation in North Korea for the first time since 2017 and could represent an effort by Pyongyang to deflect attention from its abuses to race-based discrimination in the United States.

북한의 이번 발표는 2017년 이후 처음으로 북한 내 인권문제에 대해 논의하기 위한 유엔안전보장이사회(안보리)가 지난 목요일 소집되기 직전에 이뤄졌다. 북한 당국이 미국 내 인종차별 문제를 언급함으로써 자국에 대한 관심을 돌리기 위한 것은 아닌지 의심되는 대목이다.

While the Pentagon could not confirm King’s intentions as relayed by Pyongyang’s state media, a spokesperson said the department’s priority “is to bring Private King home, and that we are working through all available channels to achieve that outcome.”

미 국방부는 북한 매체에서 주장하는 킹의 망명 의도에 대해 확인되지 않았다고 밝혔다. 하지만 대변인은 미 국방부의 우선순위는 킹 이등병의 귀환이며 이를 위해 모든 수단을 동원하고 있다고 밝혔다.

The United Nations Command (UNC), which is responsible for maintaining the armistice that ended the 1950-53 Korean War, has engaged in talks with the North Korean military through an official channel at the JSA to try to secure King’s release, according to the force’s British deputy commander last month.

한국전쟁(1950~1953년) 정전을 담당하고 있는 유엔군사령부의 영국인 부사령관은 킹 이등병의 석방을 위해 공동경비구역의 공식 채널을 통해 북한과 접촉하고 있다고 지난달 발표했다.

Prior to his apparent defection, King was accused of committing assault against a Korean national on Sept. 25 and also fined 5 million won ($3,940) for repeatedly kicking and damaging a back door of a police patrol vehicle in Seoul on Oct. 8.

킹 이등병은 월북하기 전인 지난해 9월 25일 한국인 남성을 폭행한 혐의를 받고 있으며, 10월 8일에는 순찰차의 뒷문을 여러차례 걷어차 파손함으로써 벌금 500만원을 선고받았다.
