Chanel Korea has been fined for unfairly collecting personal information including birth dates, residence locations and contact numbers from customers who were in line to get inside an offline Chanel store.

샤넬 매장에 들어오기 위해 대기 중이던 고객들에게 생년월일, 거주지, 연락처 등 개인정보를 부당하게 수집한 샤넬 코리아에 과태료가 부과됐다.

The Personal Information Protection Commission has decided to impose a fine of 3.6 million won ($2,770) on the Korean unit of the French luxury fashion house for breaking the Personal Information Protection Act, the organization said on Thursday.

개인정보보호위원회는 목요일(11월 23일) 프랑스 패션 브랜드 샤넬의 한국 지사에 360만원의 과태료를 부과하기로 했다고 밝혔다.

It was reported in June that a Chanel boutique in a Seoul department store had asked waiting customers and their companions to provide their names, contact numbers, birthdays and residence locations.

지난 6월 서울 한 백화점에 있는 샤넬 매장이 대기중인 고객들과 동행들에게 이름, 연락처, 생년월일, 거주지 정보를 요구했다고 한다.

Onlookers felt that the store had crossed a line by asking customers for overly personal information.

이 매장이 적정 수준 이상의 과도한 개인정보를 요구한다는 여론이 커졌다.

Chanel Korea claimed that it had collected the details to prevent proxy purchasing, as customers were only allowed to purchase a limited number of items. The company nevertheless received widespread criticism, with people saying that it had treated customers as “prospective criminals.”

샤넬코리아는 손님들이 제한된 수량의 제품만 살 수 있도록 하고 있기 때문에 대리구매를 방지하기 위해 구체적인 정보를 수집한 것이라고 주장했다. 하지만 많은 사람들은 샤넬이 고객을 잠재적 범죄자로 취급하고 있다며 비난했다.

The commission ultimately determined that the store’s actions had violated the Personal Information Protection Act, and that the measures taken had been beyond the scope of their original purpose of managing waiting customers. Additionally, the act of denying services to customers who refused to comply with personal information collection was also seen as a violation of related laws.

정보보호위원회는 결국 샤넬이 개인정보보호법을 위반했다고 결론내렸다. 대기 고객을 관리하려던 원래 목적의 범위를 벗어난 조치였다는 것이다. 또 개인정보 수집을 거부한 고객에게는 서비스 제공을 거부한 것 역시 관련 법 위반으로 봤다.

“Businesses must only collect the minimum amount of personal information essential to the provided service. This case will serve as a reminder that businesses must not refuse services to customers on the grounds that they refused to agree to the collection of personal information unrelated to its purpose,” said the commission.

위원회는 “사업자들은 서비스에 꼭 필요한 최소한의 개인정보만 수집해야 하며, 수집 목적과 관계없는 개인정보 제공에 미동의한다는 이유로 고객에게 서비스 제공을 거부해서는 안된다”고 말했다.
