Debating promises
Grand National Party candidates vying for the presidential primary are to hold their first official debate on Tuesday. As will all presidential candidates, the five participating members of the country’s biggest opposition party must prove their worth in terms of character and campaign pledges. The character of each candidate has already come under close scrutiny by the party, and its evaluation committee will soon begin to probe the issue in earnest. Since this debate is to be aired live, it should provide a good opportunity for the voters to see what the candidates have to offer. As for campaign pledges, all there have been so far are vague promises and one-sided contentions.
대통령 예비선거에서 우열을 다투어보고자 하는 한나라당 대선 후보들이 그들의 첫 공식 정책토론회를 화요일(29일) 개최할 예정이다. 모든 대선 주자들이 그럴 것인 바, 우리나라 제1야당의 (경선에) 참여하는 5인들은 자질과 공약 면에서 자신들의 가치를 입증해야 한다. 각 후보의 자질은 이미 당의 면밀한 검증을 받았으며 당내 검증위원회가 곧 이 문제를 본격적으로 조사하기 시작할 것이다. (그러나) 공약 부분에선 지금까지 있었던 모든 것들이 모호한 공약들이며 일방적인 주장들이다. 이번 토론회가 생중계된다고 하니, 이번 토론회는 유권자들로 하여금 후보들이 제시할 내용을 볼 수 있는 좋은 기회를 제공해야 한다.

Campaign pledges often play a big role in campaigns, even if they are not honored later. In 1992, Hyundai founder Chung Ju-young promised to supply low-income households with “half-price apartments.” Had Mr. Chung been elected his promise could have had a drastic effect on the construction industry and economy. In the 1997 presidential race, Kim Dae-jung joined forces with long-time political rival Kim Jong-pil and pledged to establish a parliamentary system. Kim Dae-jung won the presidential election but did not fulfill his pledge. In 2002, President Roh’s pledge to transfer the capital to South Chungcheong was ruled unconstitutional by the Constitutional Court after he took office. Would history have been different if the promise was ruled unconstitutional before the election?
대선 공약은 나중에 가서는 그것들이 지켜지지 않는다 할지라도 흔히 (선거)운동에 큰 역할을 한다. 1992년 대선 때 현대 창업자인 정주영 후보는 '반값 아파트'를 저소득 가구에 공급하겠다고 공약했다. 그가 당선되었더라면 그의 공약은 건설시장과 국민경제에 심각한 영향을 미칠 수 있었을 것이다. 1997년 대선에서, 김대중 후보는 오랫동안의 정치라이벌이었던 김종필씨를 끌어들이면서 의원내각제개헌 공약을 했다. 김대중 후보는 대선에서 승리했으나 자신의 공약은 지키지 않았다. 2002년 노무현 후보의 충청남도로 행정수도 이전 공약은 취임 후 헌법재판소의 위헌 판정을 받았다. 수도이전 공약이 선거 전에 위헌 판결이 났다면 역사는 달라졌을까?

This year’s election has its share of grand promises. One of the GNP’s front-runners, Lee Myung-bak, proposes to build a giant canal across the country. His counterpart Park Geun-hye opposes the idea, and claims that a train-ferry between Korea and China would be a better idea. Both candidates have also promised 7 percent annual growth if they are elected. Legislator Hong Joon-pyo, who officially announced on Sunday that he will run in the primary, has returned to Chung Ju-young’s 1992 promise to supply “half-price apartments.” He also proposes to introduce a French-style presidential government to replace the current American-style system. All these campaign pledges are bound to have a tremendous impact on the country’s economy and the lives of the people if they are implemented.
이번 대선에서도 유권자의 눈앞에는 시끌벅적한 공약들이 등장했다. 한나당의 선두 주자의 한 사람인 이명박 후보는 한반도 대운하 건설을 제안하고 있다. 그의 경쟁 후보인 박근혜 후보는 이런 구상에 반대하면서 한중간의 열차 페리가 더 나은 아이디어일 것이라고 주장하고 있다. 양 후보는 또한 그들이 선출되면 연 7%의 (경제)성장을 하겠다고 약속했다. 일요일(어제) 경선 출마를 공식 선언한 홍준표 의원은 정주영 후보의 1992년 반값 아파트 공급 공약으로 회귀했다. 그는 또한 현행의 미국식 제도를 대체하기 위해 프랑스식 대통령제를 도입하자고 제안하고 있다. 이 모든 공약들은 그것들이 실행되게 되면 나라의 경제와 국민의 삶에 엄청난 영향을 줄 수밖에 없다.

The primary debate on Tuesday should be an important test for the candidates as they must each try to prove they are right. The voters will judge, evaluating each candidate based on their logic and reason. The debate will be a valuable chance to decide which candidates are telling the truth, which ones are exaggerating and which ones haven’t done their homework.
화요일의 있을 이번 1차 토론회는 대선 주자들 각자가 자신이 옳다는 것을 증명하도록 노력해야 하므로 후보자들에 대한 중요한 시험이 되어야 한다. 유권자들은 나름의 논리와 이유에 근거하여 각 후보를 평가하면서 판단해 볼 것이다. 이번 토론회는 어느 후보가 진실을 말하고 있으며, 과장을 하고 있는지, 사전준비를 하지 않았는지를 정해볼 수 있는 소중한 기회가 될 것이다.
