U.S. beer lovers may not get suds from Pyongyang

The new U.S. Executive Order 13570 put into effect against North Korea on Tuesday may foil the plan of a Korean-American businessman to import North Korean beer to the U.S., Radio Free Asia reported yesterday.

Steve Park, who runs a U.S.-based trading firm called Korea Pyongyang Trading U.S., told RFA that he has been preparing to sell Taedonggang beer, a famous brand named after a North Korean river, in the U.S. this summer. RFA said Park received approval from the U.S. government last September to import the beer and was planning to import 420,000 bottles.

But the new executive order restricts all direct and indirect importation of North Korean goods and services into the U.S.

Section 1 of Executive Order 13570 said any contract entered into or any license or permit granted prior to the date of the order will also be affected by the import ban.

Park told RFA that he would contact U.S. Treasury officials to determine whether last year’s approval is still effective under the order.

Park told RFA that he hopes to get a swift answer because his business is at stake. “I think they will give me an answer in two or three months,” he told RFA.

RFA said it asked the U.S. Treasury about Park’s plan to import the beer, but it declined to comment, saying it cannot give an answer regarding the licensing of a specific business plan, such as the Taedonggang beer project.

RFA said Park received approval from the Office of Foreign Assets Control under the U.S. Treasury Department on Sept. 30. In 2008, Park imported Pyongyang soju, marking the first introduction of a North Korean liquor in the U.S. Soju is traditional Korean distilled liquor, usually made from rice.

북한, 대동강맥주 미국 수출하려다…오바마, “어딜”

올해부터 미국에 수출될 예정이던 북한의 대동강맥주가 미국 시장에 진출하지 못할 전망이다.

19일 미국 자유아시아방송(RFA)에 따르면 이날 버락 오바마 미국 대통령이 '행정명령 제1조(Section 1)'를 발효하면서 북한의 상품이나 서비스, 기술이 미국에 직간접적으로 들어오는 것이 금지됐다.

이에 따라 올 여름쯤 미국에 수출될 예정이던 대동강맥주도 직격탄을 맞게 됐다. 행정명령 제1조(Section 1)는 발효 이전에 승인한 계약과 면허, 허가에 대해서도 직간접 수입을 금하는 내용을 담고 있다.

대동강맥주를 미국으로 들여올 예정이던 뉴욕 출신의 재미 사업가 스티브 박씨는 “미국 내 해당 부서에 연락해 이 문제를 문의하겠다. 개인적으로는 상업적 손실이 예상돼 답변을 빨리 요구할 수 밖에 없다”고 전했다.

뉴욕에서 미주조선평양무역회사를 운영하는 그는 지난해 9월 미국 재무부 외국자산통제국(OFAC)으로부터 대동강맥주의 미국 수입을 승인 받고 북한에서 약 42만 병(1만7460 박스)을 들여 올 계획이었다.

박씨는 지난 2008년엔 북한의 ‘평양소주’를 미국에 처음으로 수입, 유통시키기도 했다.
