No more cigs for Seoulites hanging out at plazas

Smokers will need to give a second thought to lighting up a cigarette in public places in Seoul because a puff of cigarette could cost them 100,000 won ($89.19) in fines.

Starting yesterday, Seoul’s three landmark plazas - Seoul, Cheonggye and Gwanghwamun - officially became nonsmoking zones to prevent secondhand smoke in crowded areas.

The measure is based on a revised ordinance that - in addition to public plazas - also designated public parks, bus stations, school zones and gas stations as nonsmoking areas beginning yesterday.

The revised ordinance was passed by the Seoul Metropolitan Council last November.

To minimize confusion, the Seoul Metropolitan Government will start a public campaign to raise awareness of the three nonsmoking plazas.

The campaign will last until May 31, World No Smoking Day, and people caught smoking in the plazas beginning June 1 will be fined up to 100,000 won, the Seoul Metropolitan Government said.

Twenty-three public parks, including Namsan and Yongsan, managed by the city government and 295 bus stations along central lanes will be smoke-free from September and December, respectively.

The city plans to expand nonsmoking areas gradually.

서울ㆍ청계ㆍ광화문광장 1일부터 금연구역

3개월간 계도기간 거쳐 6월부터 과태료 부과

서울ㆍ청계ㆍ광화문광장에서 담배를 피우다 적발되면 벌금 10만원을 내게 된다.

서울시는 1일 서울ㆍ청계ㆍ광화문광장 전역을 금연구역으로 지정하고 이들 구역에서 흡연 시 과태료 10만원을 부과하는 내용을 골자로 한 '서울시 간접흡연 피해방지조례'가 이날부터 발효됐다고 밝혔다.

작년 제정된 '서울시 간접흡연 피해방지조례'는 시민의 건강보호를 위해 시장이 도시공원, 학교정화구역, 버스정류소, 가스충전소 등을 금연구역으로 지정할 수 있도록 하고 있다.

서울시는 시민 혼란을 최소화하고자 세계 금연의 날인 5월31일까지 3개월간 홍보ㆍ계도 활동을 벌이며, 6월부터 금연구역에서 담배를 피우다 적발될 경우 실제로 과태료를 부과할 계획이다.

또 6월부터는 서울시 관리공원 23곳을, 12월부터는 중앙차로 버스정류소 295곳을 금연구역으로 확대 지정한다.

서울시는 내년부터는 25개 전 자치구별로 금연구역을 확대 지정토록 할 예정이다.

이와 함께 서울시는 오는 2일 오후 4시 청계광장에서 '간접흡연 제로(Zero) 서울 선포식'을 개최한다.

이날 행사에서는 오세훈 시장과 조규영 서울시의회 보건복지위원장, 서울시 홍보대사인 가수 김종서 등이 이번 조례 시행의 취지를 알린다.

또 시민들이 서울ㆍ청계ㆍ광화문광장에 설치된 '금연맹세탑'에 금연 서약서를 넣으면 금연 상담과 건강상태 측정 등 도움을 받을 수 있는 등 다양한 이벤트가 마련된다.
