Questions for medical exam posted on Internet

The Seoul Metropolitan Police Agency launched an investigation yesterday of medical students who helped their peers pass the National Medical Licensing Examination by posting lab test questions from the exam online.

The police zeroed in on 10 interns who opened a Web site in 2010 that posted the questions.

In 2010, the 10 people were in their final year in medical school. They were also leaders of an association of graduating medical school students that was founded in 2001 specifically to help members pass the licensing test. Only final year students were allowed into the association.

Police said the ten interns launched the Web site in 2010 and encouraged classmates who had taken the exam to post questions they remembered. They posted the questions anonymously or using pseudonyms.

The National Medical Licensing Examination consists of a written test with 500 questions and a lab test with 12 assignments. The written test is held over two days in July, which gives little scope for cheating.

But the lab test is held over two months from September to November. About 60 students take the lab test in any given day and about 3,000 annually.

The Web site posted the lab test questions for students who were taking the lab test later than their classmates.

Police said the ten current interns visited medical colleges in 2010 to encourage students to join the site. About 2,700 students who took the exam in 2010 joined it.

“The ex-leaders of the association knew their acts were illegal, but didn’t feel any remorse,” a police official said.

More than 90 percent of applicants pass the written and lab tests.

The police said they will cooperate with the Ministry of Health and Welfare to prevent further leaking of questions for this year’s exam.

The police also said they were investigating five medical professors who were examiners of the lab test in 2010 and told students test questions in advance.

서울지방경찰청 사이버범죄수사대는 31일 인터넷 홈페이지를 이용해 의사 국가시험 문제를 유출한 혐의(위계에 의한 공무집행방해)로 ‘전국 의대 4학년 협의회(전사협)’ 전 회장 강모(25)씨 등 전임 집행부 10명을 불구속 입건했다. 실기시험 채점위원으로 선정된 뒤 자신이 근무하는 학교 학생들에게 시험문제와 채점기준을 알려준 김모(49)씨 등 의대 교수 5명도 같은 혐의로 입건됐다.

　경찰에 따르면 강씨 등은 지난해 9월 실기시험 문제 유출을 위한 홈페이지를 만든 뒤 먼저 시험을 치른 학생이 후기 형식의 글을 올리는 방법으로 문제를 유출했다는 것이다. 경찰은 이들이 2011년도 실기 부문 112개 문항 가운데 103문항을 유출했다고 보고 있다. 의사 국가시험 실기 부문은 응시자를 하루 60~70명씩으로 나눠 매년 9월부터 두 달여에 걸쳐 진행된다. 심의위원회가 결정한 합격점수 이상을 득점한 사람을 합격 처리한다. 지난해 9~11월 치러진 2011년도 실기시험의 경우 3304명이 응시해 3171명이 합격했다.

　전사협은 의사 국가시험 준비를 위해 10여 년 전부터 운영된 조직으로 2011년도의 경우 전국 41개 의대 실기시험 응시자 3304명 가운데 2700여 명이 회원이라고 경찰은 밝혔다. 특히 지난해 2월 꾸려진 집행부는 응시자가 전사협 홈페이지에 가입할 때 학교 대표가 본인 여부를 확인하도록 하고, 여러 차례 각 대학을 돌며 회의를 하는 등 부정행위를 치밀하게 계획했다고 경찰은 전했다.

경찰은 지난달 새 집행부가 선출돼 전임 집행부와 ‘대면식’을 한 사실을 파악하고 부정행위가 재발하지 않도록 계도하기로 했다. 또 합격취소 등 필요한 행정조치를 위해 시험을 주관하는 한국보건의료인국가시험원과 보건복지부에 관련 자료를 넘겼다. 시험원 관계자는 “입건된 학생 10명이 기소될 경우 합격을 무효 처리할 가능성이 크다”고 말했다.

　경찰 관계자는 “문제를 유출하지 않겠다는 각서까지 받는데도 해당 학생들은 죄의식 없이 부정행위를 저질렀다”며 “한 해 응시생이 3000명이 넘는데도 한 시험장에서 두 달 넘게 치르는 의사면허 시험제도의 전반적인 개선이 필요하다”고 말했다.
