FSS suicide linked to Busan 2 bank

The Financial Supervisory Service (FSS) official found dead outside his apartment building yesterday was distressed by his wife’s withdrawal of money from Busan 2 Savings Bank, an affiliated bank of the Busan Savings Bank, which was suspended on Feb. 17, according to the state-run service.

The Busan Savings Bank scandal has put the FSS under the microscope, as investigators try to find officials who may have leaked inside information of the impending suspension to customers so they could get their money out.

The official surnamed Kim, 43, who worked at the FSS’ Busan branch since 2007, allegedly jumped out of a stairwell between the 23rd and 24th floors of his apartment Tuesday at around 4:50 p.m. after leaving his workplace. A suicide note wasn’t found. Police obtained CCTV footage Tuesday showing Kim getting out of the elevator on the 23rd floor that day.

Kim’s wife reported to the Busan Nambu Police Station, southern Busan, yesterday. According to the FSS, her husband had agonized over her withdrawal on Feb. 17 of 59 million won ($54,888) from the Busan 2 Savings Bank. Busan 2 was suspended on Feb. 19.

“An hour after the Busan Savings Bank was suspended at 9 a.m. on Feb. 17, Kim’s wife, who was working at a radio station as a producer, got the news and ran to the Busan 2 Savings Bank, which was still operating, and withdrew 59 million won at around 10 a.m.,” Kim Chi-bung, deputy general manager of the FSS’ Busan branch, said in a phone interview with the Korea JoongAng Daily yesterday. “Her withdrawal is not a controversial matter because she withdrew her money after the Busan Savings Bank’s suspension. We don’t understand why Kim felt stressed by her acts.”

According to an FSS official on condition of anonymity, when Kim’s wife arrived at the Busan 2 Savings Bank, Namcheon-dong, southern Busan, other customers had already lined up, fearing the bank would be suspended.

But in the aftermath of massive withdrawals of money from the Busan Savings Bank by VIPs with inside information, the FSS ordered on April 28 that all officials report whether they or their families had withdrawn money from one of seven suspended banks, including Busan 2 Savings Bank, within two days of the banks’ suspensions. Kim reported his wife’s withdrawal.

“Since he reported my withdrawal to the FSS, he had really been in distress,” Kim’s wife told police, according to an FSS official who was with her at the station.

The FSS said it never questioned Kim about his wife’s withdrawal. Police said it will investigate why he committed suicide.

부산2저축은행 돈 인출한 금감원 직원 자살

영업정지 하루 전 5700만원 빼내
유족 “최근 조사받고 괴로워해”

영업정지된 부산저축은행에 대한 금융감독원의 부실감독 문제가 제기된 가운데 3일 금감원 부산지원 수석조사역(3급) 김모(43)씨가 아파트 입구 쪽에서 숨진 채로 발견돼 경찰이 조사에 나섰다. 숨진 김씨는 부산저축은행이 영업정지된 다음날인 2월 18일 부인이 계열사인 부산2저축은행(2월 19일 영업정지)으로 찾아가 예금을 인출한 것을 놓고 고민한 것으로 알려졌다.

경찰에 따르면 이날 오후 부산시 남구 대연3동의 한 아파트 경비원이 피를 흘린 채 쓰러져 있는 김씨를 발견해 경찰에 신고했다. 경찰이 아파트에 설치된 폐쇄회로TV(CCTV)를 확인한 결과 김씨는 이날 오후 4시48분 주민 3명과 함께 아파트 승강기를 탔고 혼자 23층에 내려 23~24층의 계단 창문으로 투신한 것으로 조사됐다. 경찰은 유족 중 한 명이 “최근 금감원에서 조사를 받고 괴로워했다”고 진술함에 따라 김씨의 죽음이 부산저축은행 영업정지 사태와 관련이 있는 것으로 보고 구체적인 사고 경위를 파악하고 있다. 김씨는 이날 오후 4시까지 금감원 부산지원 사무실에서 근무했으며 이후 집으로 와 투신한 것으로 나타났다. 그러나 김씨의 집과 소지품에선 유서가 발견되지 않았다. 국내 유명 대학 출신의 김씨는 공인회계사로 1996년 금감원에 입사했다. 김씨는 입사 이후부터 지금까지 저축은행 관련 업무는 한번도 담당한 적이 없었다. 부산지원으로 발령받기 전엔 금감원 회계감독국에서 근무했다.

금감원에 따르면 김씨는 부인과 자녀 명의로 부산2저축은행에 5300만원을 예금했고 19일 이자를 포함해 5700만원을 모두 인출했다. 금감원은 최근 감찰 차원에서 전 직원을 대상으로 영업정지된 7개 저축은행에서 영업정지 이틀 전(D-2) 이내에 예금을 찾은 직원(동거가족 포함)은 자진 신고하라는 지시를 내렸다. 이에 따라 숨진 김씨는 “정상적으로 인출한 사실이 있다”는 신고를 했다. 금감원 관계자는 “예금 불법인출 여부를 조사하기 위해 영업정지 이틀 전부터 예금을 인출한 금감원 직원이 있는지를 파악하고 있었지만 김씨를 직접 조사하거나 감찰한 적은 없다”고 말했다. 금감원 부산지원 직원들은 “김씨가 유능하고 업무 스트레스가 많은 일을 하지도 않았는데 왜 이런 일이 벌어졌는지 모르겠다”는 반응을 보였다. 경찰은 김씨가 정상적으로 예금 인출을 했다고 신고를 해놓고서도 자살을 택한 경위를 조사할 방침이다. 저축은행 사건과 관련해 금감원 직원이 자살한 것은 이번이 처음이 아니다. 2000년 동방금고에 대한 특별검사를 막아 달라는 부탁과 함께 벤처기업 주식을 넘겨받았다는 의혹이 제기된 장내찬 전 금감원 국장은 수배 도중 서울 시내 여관에서 숨진 채로 발견됐다.

한편 광주 보해저축은행 부실 사태를 조사 중인 광주지검은 금감원 부국장 출신으로 A자산운용사 감사로 재직하고 있는 이모씨를 뇌물수수 혐의로 수배했다. 검찰은 이날 오후 이씨가 근무하는 서울 여의도 사무실로 수사관을 보내 압수수색을 실시했다. 검찰에 따르면 이씨는 2009년 보해저축은행 오문철 대표이사로부터 수차례에 걸쳐 수억원을 받은 정황이 포착됐다. 검찰은 이미 보해저축은행 검사과정에서 4000만원을 받은 혐의로 금감원 2급 검사역 정모씨를 구속하는 등 금감원 직원에 대한 수사를 확대하고 있다.
