Land Ministry official arrested on bribery charge

An official from the Ministry of Land, Transport and Maritime Affairs has been arrested on suspicion of receiving bribes, including a handful of wild ginseng, from a real-estate investment trust (REIT) company last year, the Seoul Southern District Prosecutors’ Office said yesterday.

According to prosecutors, the Land Ministry official received a box of 20 million won ($18,400) in cash and several wild ginseng pieces worth about 5 million won in total, from the owner of the investment company at a restaurant near the government complex in Gwacheon, Gyeonggi, in return for the ministry to go easy on its audit of the company’s financial status.

Prosecutors said before they arrested the official that they had been investigating the REIT company’s owner, surnamed Choe, who was arrested on suspicion of cooperating with brokers to manipulate his company’s stock price from December to April. They determined during their investigation that Choe gave bribes to the official.

The prosecutors are now interrogating the official over whether he was aware of the company’s poor financial status before he allegedly received the bribes.

On Tuesday, the Office of Public Service Management under the Prime Minister’s Office, which is supervising investigations into bribery involving local government officials, said 17 Land Ministry officials were taken by local government officials and construction company officials working for the four-rivers restoration project to be entertained at a room salon on Jeju Island.

According to the office, the 17 officials attended a forum on “eco-friendly ways to manage rivers,” held by the Korea River Association of Jeju Island from March 30 to April 1. About 1,200 river experts, government officials and construction company officials participated.

A high-ranking government official said Tuesday, “After the forum finished, a group of officials working for the Prime Minister’s Office raided a room salon that night, and found the Land Ministry officials [were brought there] by local officials working for the river project.”

The Prime Minister’s Office has issued a warning to the Land Ministry officials. Lawmakers yesterday harshly criticized the ministry officials at a National Assembly Land, Transport and Maritime Affairs Committee meeting. Land Minister Kwon Do-yup attended the meeting.

“I sincerely apologize that some ministry officials committed inappropriate acts and made people anxious about this,” Kwon said at the meeting. Kwon said it is true that the 17 Land Ministry officials were treated to dinners by local governments and companies, but they didn’t receive any entertainment services at a room salon.

The Land Ministry has recently suffered from a series of alleged corruption. Police on Tuesday raided the ministry’s Korea Transportation Safety Authority (Kotsa) on allegations that two or three high-ranking officials there embezzled Kosta funds.

An executive of the Land and Housing Corp. (LH), which is also under the ministry, is also being questioned after billions of won was found in his office on June 7, when prosecutors raided his office on suspicion that he received bribes.

권력 커지며 부패도 커졌다

금피아 이어 국토부도 … 부패 냄새 진동하는 공직사회

국토해양부에서 하루가 멀다 하고 비리가 터져 나오고 있다. 저축은행 비리로 몸살을 앓은 금융감독원 저리 가라다. 국토부 부패는 직위 고하를 가리지 않고 다양한 수법으로 이뤄졌다. 15일 국회 상임위에서 민주당 유선호 의원은 “공무원과 업자 간의 부패 고리가 깊게 박힌 냄새가 진동한다”고 말했다.

서울남부지검은 이날 국토부 백기철(53) 부동산산업과장을 구속했다. 부동산투자신탁회사인 골든나래리츠로부터 수천만원 상당의 뇌물을 받은 혐의다. 하루 전에는 국토부 직원 15명이 용역 업체의 향응을 받은 사실이 드러났다. 이들은 지난 3월 하천협회가 주최한 제주도 연찬회에 참석한 뒤 용역 업체가 비용을 부담해 나이트클럽에 갔다가 현장에서 총리실 공직복무관리관실에 적발됐다. 국회 국토해양위원회의 장제원 한나라당 의원은 “총리실에 따르면 3월과 같은 향응 제공이 이번만이 아니라 지난 7년간 계속된 일이라고 한다”고 말했다. 장 의원은 “한국하천협회 등 건설사 이익단체로부터 지원을 받아 세미나를 열었고 한번 행사를 열 때마다 2억원 안팎의 돈이 들어갔으며 매번 공무원 수십 명이 향응을 제공받았다”며 “세미나라면서 나이트클럽과 룸살롱을 출입한 것”이라고 비판했다. 그는 “3월 향응과 연루된 (공무원) 40여 명 명단도 확보했다” 고 주장했다.

이뿐 아니다. 산하기관인 도로교통공단과 한국토지주택공사(LH) 고위 임원들도 줄줄이 공금 횡령과 뇌물 수수 혐의로 수사를 받고 있다. 얼마 전엔 민간기구에 없던 자리를 새로 만들어서까지 낙하산 인사를 내려보냈다가 이 사실이 알려지자 포기하기도 했다.

공무원 비리는 금감원이 국토부에만 국한된 일은 아니다. 국무총리실은 이날 이례적으로 축산 관련 업체들로부터 부인 명의 통장에 생활비 명목으로 수천 만원을 받은 농촌진흥청 A과장(4급)의 사례를 비롯해 지난 1∼5월 적발한 60여 건의 공직비리 사례 중 11건을 공개했다. 이어 김황식 국무총리는 38개 정부 중앙부처 감사관들과의 오찬에서 “이명박 대통령이 14일 국무회의에서 ‘이제 한계가 왔다. 이대론 안 된다는 인식이 필요하다’고 말했는데 이제는 정말 범국가적으로 (공직 부패) 문제를 정리할 때가 왔다”고 강조했다.

국토부가 비리·부패 천국이 된 데는 이유가 있다. 우선 업무 특성이 부패 고리와 연결돼 있다. 한 부동산 업계 관계자는 “국토부가 관할하는 건설업계는 공사 수주를 위해 향응과 접대, 뇌물의 유혹이 많은 곳”이라고 말했다. 이런 경향은 금융위기 이후 더 심해졌다고 한다. 정부가 경기를 살리기 위해 공공 사업 발주를 대폭 늘렸기 때문이다. 대부분 사회간접자본(SOC) 건설 공사에 투입되는 국토부의 올해 예산은 21조5300억원(일반회계 기준)이나 된다. 교육과학기술부·행정안전부·국방부에 이어 넷째로 많은 부처다.

한 건설업체 관계자는 “건설경기 불황으로 민간 부문의 공사가 자취를 감추면서 건설업체들은 생존을 위해 정부 관급공사에 필사적으로 매달릴 수밖에 없었다”고 말했다.

비대해진 조직도 문제다. 서울대 행정대학원 김광웅 명예교수는 “작은 정부를 위해 부처를 합친 결과 한 부처가 너무 커져 독점이 생기고 부패도 커졌다”고 지적했다.

국토부는 옛 건설부와 교통부를 합친 건설교통부가 모체다. 현 정부가 출범하면서 해양수산부까지 인수합병했다. 본부에만 1400명, 각 지방 국토관리청 등 소속 기관까지 합치면 6100여 명이다. 이들이 관할하는 현장은 전국에 널려 있다. 감사 담당 인력이 40명이나 되고 복무기강을 점검하는 감찰팀까지 두고 있지만 역부족이다. 국토부 윤왕로 감사담당관은 “다른 부처에 비해 감사 인력이 적지는 않지만 소속 기관과 산하 기관이 워낙 많아 완벽히 점검하기는 어렵다”고 말했다.

정종환 전 장관이 3년 재임 기간 동안 4대 강 사업에 올인했던 게 내부감시 소홀로 이어졌다는 지적도 나온다. 반대가 많은 사업을 강행하다 보니 외부에서 문제점을 지적해도 “그런 일 없다”고 덮거나 “모르고 하는 소리”라고 항변하는 경우가 잦아진 것이다. 숭실대 행정학과 오철호 교수는 “외부의 공격에 뭉쳐 대응하다 보니 상대적으로 내부 단속에 소홀했고, 최근 사정이 강화되자 문제가 터져 나오는 것”이라고 분석했다.

이 때문에 정권 후반기 국토부 수장을 맡게 된 권도엽 장관이 흐트러진 조직을 다잡는 리더십을 발휘할지 주목된다. 이날 국회 상임위에 출석한 권 장관은 의원들의 질책에 “이번 사건이 국토부 전 직원의 뼈를 깎는 자성의 계기가 되도록 특단의 대책을 추진해 나가겠다”고 말했다. 그러면서 ＂(향응을 받은) 해당 공무원들의 징계 수위를 재검토하라고 감사관실에 지시했다”고 밝혔다.
