A calm reaction is key

A strong reaction is not always in a country’s best interest. That’s why we have consistently urged the government to respond to Japan’s irrational claims to the Dokdo islets as calmly - and resolutely - as possible. Rather than becoming entangled in Japan’s calculations, it would be better for us to take practical measures such as constructing a heliport on the islets and building seawall around them. Dokdo is irrefutably our territory not only in terms of history and geography but also international law.

Defying our government’s stern warnings, three Japanese lawmakers from the Liberal Democratic Party arrived at Incheon International Airport yesterday to visit Ulleung Island in an effort to promote their claims to Dokdo. But they decided to return to Japan after the Korean government gave them an ultimatum. The Japanese may smile at the trophies they have collected this time around: the outrage expressed by Korean politicians and the public over their visit, an escalation of anti-Korean sentiment among Japanese netizens in particular and deepening interest in the Dokdo issue among the Japanese.

Yoshitaka Shindo, the leader of the visiting group, vehemently argued that the Joseon Dynasty royal protocols looted by imperial Japan should not be returned to Korea. At a political event in Japan February, he demanded that a governmental organization be set up to handle the Dokdo matter. In an embodiment of chauvinistic nationalism and militarism, he even stormed out of a meeting in April - when Japan’s House of Representatives adopted a declaration to commemorate 150 years of exchanges between Japan and Germany - on the grounds that the document contained regret over World War II atrocities further exacerbated by the 1940 Axis Pact. It is totally absurd for us to sit with Japan, as he desires, and let them turn Dokdo into a “territory in dispute.”

We suggested that our government guide the visiting Japanese lawmakers to Dokdo because their visit there would require permission from Ulleung authorities and that would amount to an admission of the islets as our territory. Our government did not have to make a fuss over their planned visit to Ulleung Island because we cannot avert their plans to visit the islets. Our emotional overreaction will only backfire.

A cold wind will blow through the two countries. But populist reactions from the political community will not be good for our national interests. The government must approach the issue calmly and firmly, including some measures to prove our effective control of Dokdo.

급랭 한일관계, 차분·단호히 관리해야

큰 목소리가 반드시 국익(國益)과 정비례하는 것은 아니다. 우리가 일본의 독도 영유권 시비에 냉정하고 차분하면서도 단호히 대응하라고 당부하는 것도 그 때문이다. 계산된 도발에 휘말리지 않고 헬기장·방파제 건설 등 독도 실효지배를 강화하는 조치를 실천하는 것이 국익을 위해 더 바람직하다. 독도는 역사적·지리적·국제법적으로 엄연한 우리 땅이므로 공연히 소음을 증폭시킬 필요는 없다.

그런 점에서 어제 우리 정부의 경고에도 불구하고 인천공항에 내려 몇 시간 동안 울릉도에 가겠다고 뻗대다 자국에 돌아간 일본의원 3명은 나름의 정치적 목적을 거의 달성했다. 마치 자해공갈단 같은 행동에 한국 정계와 국민 여론이 온통 들끓었고, 이에 맞서 일본 네티즌 사이에서도 반한(反韓)감정과 독도에 대한 관심이 확산되고 있다. 졸지에 유명인사가 된 신도 요시타카(新藤義孝) 등 일본의원들은 아마 회심의 미소를 지을 것이다.

방문단 단장격인 신도가 어떤 사람인가. 조선왕실의궤 등 약탈 문화재를 반환하지 말자 했고, 지난 2월 열린 ‘다케시마(독도의 일본이름)의 날’ 행사에 참석해 “정부 내에 다케시마 문제 전담 조직을 신설해야 한다”고 외친 인물이다. 4월에 일본 중의원이 ‘일본·독일 교류 150주년 기념 결의’를 채택할 때는 결의문에 일본·독일·이탈리아가 1940년 삼국동맹을 맺고 전세계를 전란(戰亂)에 빠뜨린 사실을 반성하는 내용이 있다는 이유로 찬성을 거부하고 회의장을 박차고 나갔다. 한마디로 말해 국수주의·군국주의 색채가 다분하다. 그의 목적은 독도를 ‘분쟁지역’으로 만들어 한·일 정부를 협상 테이블에 앉히는 것이다. 어림도 없는 짓이다.

본란은 신도 의원 등이 을릉도 방문 계획을 밝혔을 때 ‘아예 독도까지 안내하라’고 제안했다. 한국 행정기관인 울릉군으로부터 신고필증을 받아 독도에 들어가는 게 우리에게 유리하기 때문이다. 입국 자체를 금지해 공연히 소동 피울 자리를 만들어줄 이유가 없지 않은가. 일본 정치인의 의도된 도발에 한두 번은 입국 금지로 대응한다 해도 계속 막기는 어렵다는 점, 일본이 우리 측 조치를 구실 삼아 한국인에게도 똑같은 제재를 가하겠다고 나설 가능성도 생각했어야 했다. 대응과 맞대응이 상승작용을 일으키면 독도의 분쟁지역화(化)라는 일본의 노림수만 효과를 보게 된다. 일본 정치인이 입국 후 함부로 망언을 늘어놓는다면 외국인의 정치활동, 체류목적 위배 등 국내법으로 얼마든지 제재를 가할 수 있는 것이다.

이제 한·일간에 찬바람이 불어 닥칠 것이다. 정부는 사태의 전말을 냉정히 분석해 앞으로의 상황에 다각도로 대비해야 한다. 특히 이번에는 정치권 일부에서 무조건적인 강경대응을 부추기는 ‘독도 포퓰리즘’이 두드러졌다. 아무리 인기가 중요해도 신중할 필요가 있다. 외교부도 정치권의 기세에 눌린 게 사실 아닌가. 이래서는 안 된다. 정부가 중심을 잡고 차분하되 단호하게 대응하라. 독도 실효지배 강화 조치도 더 늦출 이유가 없다.
