NIS holds would-be assassin of balloon activist

A North Korean defector was arrested by the National Intelligence Service earlier this month for trying to kill a human rights activist in Seoul who is known for sending anti-North propaganda on giant balloons across the DMZ.

The investigation is ongoing and the arrested man will soon be handed over to the Seoul Central Prosecutors’ Office.

According to intelligence officials, the accused is in his forties and defected from North Korea in the late 1990s.

He was arrested on Sept. 3 by NIS officials for breaking the national security law after a poisoned needle and other deadly weapons were found on his person.

Park Sang-hak, the activist who was the supposed target of the man’s attack, told the JoongAng Ilbo he first met the defector “sometime in the 1990s” at a meeting with other North Korean defectors. Park is also a North Korean defector.

“I hadn’t heard from him in five years when he suddenly called me in May,” Park said. “I asked him where he had been and he just said, ‘Far away.’”

The defector asked to meet Park, saying he would introduce someone from Japan who wanted to fund Park’s balloon propaganda campaign. Park said the defector cancelled on him twice and was arrested on the third occasion they arranged to meet.

On Sept. 3, Park was preparing to go to Sinnonhyeon Station in southern Seoul to meet the defector and two of his acquaintances. When Park asked who the two people were, the defector was elusive and said, “You’ll know once you see them.”

The NIS warned Park not to attend the rendezvous because he might be attacked.

“I don’t know whether the other people were arrested along with him,” Park told the JoongAng Ilbo.

Due to his propaganda campaign, Park has been the target of death threats and he is constantly accompanied by police for security.

The North Korean media published threats against the leaders of the propaganda campaign in February and April.

Park’s last office was in Songpa District in eastern Seoul, but he had to move after the NIS said there was an attempt to blow up the building. His current whereabouts are confidential.

Park has also been questioned by the NIS and he said an official statement on the case will be released soon.

국정원, 탈북자 검거 … 북 테러 전략 ‘요인 암살’로 바뀌나

대북전단 보내기 운동을 벌여온 민간단체의 대표를 독침으로 살해하려던 탈북자 출신 A씨가 국가정보원에 체포됐다. 16일 정부 당국에 따르면 40대 탈북자 출신인 A씨는 지난 3일 독침을 소지한 채 박상학 자유북한운동연합 대표와 만나려다 테러 관련 첩보를 입수하고 잠복 중이던 국정원 수사관들에 의해 붙잡혔다. 박상학 대표는 본지와의 통화에서 “안면이 있던 A씨가 ‘일본 쪽에서 대북전단 살포를 도우려는 사람이 있다’며 만나자고 했다”며 “서울 지하철 신논현역 3번 출구에서 접촉하려 했으나 국정원 측의 사전통보로 현장에 가지는 않았다”고 말했다. 박 대표는 “자신을 특수부대 출신 탈북자라고 밝힌 A씨와는 1990년대 말부터 알고 지냈다”며 “5년 전쯤 행적을 감춘 뒤 올 2월 나타나 전화 등으로 접촉을 해왔다”고 설명했다.

　국정원은 국가보안법 위반 혐의(잠입·탈출)로 A씨를 6일 구속 수감했으며 테러를 지시한 북한의 공작기관과 지령을 받게 된 경위 등에 대해 수사를 벌이고 있다. 또 북한이 김정일과 3대 세습에 대한 비판활동을 벌여온 북한 민주화 운동 단체를 위축시키기 위해 관계자들에 대한 위해를 가해올 가능성이 높다고 보고 신변보호와 관련 첩보 수집을 강화한 것으로 알려졌다. 박상학 대표는 지난 9일 북한 정권수립 기념일에 대북비판 전단을 날려보내는 등 적극적인 활동을 벌여와 북한의 테러 표적으로 지목돼왔다. 북한은 대북 강경 태도를 보여온 김관진(62) 국방부 장관에 대한 암살 움직임도 보여 김 장관에 대한 경호가 강화됐다(본지 8월 10일자 1면). 지난달 21일엔 중국 단둥에서 북한을 상대로 선교 활동을 해오던 G씨(46)가 택시를 기다리던 중 갑자기 숨져 북한 공작원에 의한 독침 테러 가능성이 제기되고 있다(본지 9월 9일자 1면). 이에 따라 북한이 눈엣가시로 여겨온 남측 인사들을 상대로 동시다발 테러에 나선 것 아니냐는 분석이 나온다.

　국정원은 북한의 대남 공작기구가 탈북 형태로 공작원을 직접 파견하던 것과 달리 이미 한국 사회에 정착한 A씨를 활용한 점에 주목하고 있다. 지난해 4월 적발된 황장엽 전 노동당 비서(지난해 10월 사망)에 대한 살해 시도의 경우 정찰총국 소속 공작원 2명이 탈북자로 위장해 남파됐다. 한 관계자는 “탈북자로 위장해 남파할 경우 2만여 명의 국내 정착 탈북자와 대질시키는 등의 신문 과정을 통해 신분이 드러날 수 있다”며 “그러나 10년 가까이 생활해 국내 사정에 밝은 탈북자를 다시 입북시켜 임무를 부여하는 방식을 쓸 경우 파악이 쉽지 않다”고 말했다. A씨처럼 장기간 행적이 묘연한 탈북자들이 적지 않다는 점도 문제다. 북한군 장교 출신인 S씨와 무역회사 간부 출신 K씨 등은 해외로 출국한 뒤 수년째 소식이 없다. 한 탈북자는 “고위층 집안 출신 J씨는 다시 북한으로 돌아가 ‘남조선 체제 비판’ 강연에 동원됐다는 얘기를 들었다”고 말했다.
