Elected officials thinking of raises

Elected government officials in Gyeonggi are considering raising their salaries even though their local governments are seriously in debt.

According to a source in the province, eight out of 31 city and county councils in the province are reviewing bills to raise local lawmakers’ salaries.

Yangpyeong county is one such place, even though the county government is 44.2 billion won in debt, which translates to a debt of 483,000 won per person.

In 2007, Yangpyeong councilors increased their salaries to 39.6 million won ($34,859) from 26.4 million won, while the county government was already reeling from a debt crisis, having the lowest financial independence rate in the province, 18.7 percent.

“Considering the financial situation in the county government, the amount of the current salary for councilors isn’t that insufficient,” a Yangpyeong county official told JoongAng Ilbo.

In Korea, councilors’ salaries are paid by their local governments from taxpayer’s money. Most local councils in Gyeonggi province raised their salaries more than 10 percent in 2007.

After public criticism of the salary hikes, the Ministry of Public Administration and Security established a ceiling for salary levels for councilors in 2008. In 2009, councils that were paying too much cut wages, or merely froze them.

In Hwaseong, the city council raised their salaries by 93 percent from 2006 to 2008. The council recently decided to raise the salaries again. Currently, Hwaseong’s councilors are paid an average of 41 million won, which is the ninth highest in the province.

The city government is struggling under heavy debts. Last year it had to cut its own budget and in early 2010 the city had trouble paying salaries. Some Hwaseong government officials told the JoongAng Ilbo that the government’s current debts amount to 60 percent of this year’s budget.

“Citizens won’t accept the unethical act of raising city councilors’ salaries when the city government is downsizing bonuses for city government officials and the budget for education and welfare,” a Hwaseong city government official told the JoongAng Ilbo.

Suwon local councilors have frozen their wages since 2009, but their salaries are still 15 percent higher than the ministry’s ceiling. Some people in Suwon have demanded the councillors’ salaries be cut, but the local council hasn’t held any meetings to discuss the demand.

In Anyang, the city council was also supposed to reduce their salaries, which are higher than the ministry’s rule. But the council decided to freeze them from 2008 until 2011.

“Sitting on a local council is not a profession, but a volunteer job as a representative of local residents,” said Im Seung-bin, professor of public administration at Myongji University. “Raising or reducing their salaries should be decided as a reflection of the financial situation of the local government.”

빚 442억 양평, 곳간 빈 화성… 의회는 “의원 월급 올려달라”

2007년 10월 경기도 양평군의회는 2008년도 의정활동비를 2640만원에서 3960만원으로 대폭 인상했다. 당시 양평군의 재정자립도는 18.7%로 경기지역 31개 시·군 중 최하위였다. 이 시기에 대부분의 지방의회가 두 자릿수 인상률로 의정비를 올렸다. 비난 여론이 커지자 행정안전부가 의정비 가이드라인을 법령으로 못 박았다. 기준액을 초과한 지방의회들은 이듬해(2009년)부터 의정비를 내리거나 동결했다. 한동안 동결 기조를 유지했던 경기지역 일부 지방의회가 다시 의정비 인상 카드를 꺼냈다.

　하지만 빚더미에 올라 있는 데다 공무원 월급 주기도 빡빡할 정도로 살림살이가 쪼들리는 지자체가 지방의회 의정비를 올리는 건 부적절하다는 목소리가 높다. 의정활동비는 해당 지자체가 부담한다.

　양평군의 부채는 442억원(예산 대비 8.92%, 지난해 말 기준)에 달한다. 주민 1인당 48만3000원꼴이다. 경기 북부 12개 시·군 중 셋째로 높다. 양평군 관계자는 “재정상황을 고려했을 때 지금 의정비도 적지 않다”고 말했다.

　지난해 초 공무원 월급을 줄 돈조차 없었던 화성시의회도 의정비 인상으로 가닥을 잡았다. 화성시의회 의정비는 4104만원으로 도내 9위 수준이다. 2006년(2120만원)부터 2008년까지 3년간 의정비 인상률은 93%에 달했다. 2008년 이후는 의정비를 동결했지만 화성시 재정상황은 갈수록 열악해지고 있다. 올해 지출 예산은 지난해보다 1548억원 줄었다. 실질 부채비율이 예산의 60%에 이른다는 주장도 나온다. 화성시의 한 공무원은 “재정위기를 벗어나려고 공무원 성과급과 교육·복지예산도 줄이는 마당에 의원들 월급을 올리자는 후안무치를 시민들이 납득하겠느냐”고 말했다.

　이렇게 열악한 지방 재정상황을 고려하지 않고 내년도 의정비 인상을 검토 중인 경기도의 기초의회는 8곳에 이른다. 의정비를 동결하기로 한 곳은 15곳이다. 그러나 이 역시 의정비 삭감을 피하려는 꼼수로 보는 시각도 있다. 3년째 의정비를 동결한 수원시는 동결 전인 2009년 의정비가 4570만원으로 기준액보다 15% 높았다. 삭감해야 한다는 시민들의 요구가 많았지만 의정비심의위원회가 열리지 않아 여론은 반영되지 않았다. 의정비를 동결하면 심의 절차를 생략한다는 조례 때문이다. 안양시의회도 3년 전 의정비를 기준액보다 높게 책정해 삭감 대상이었지만 3년간 동결을 선택해 의정비심의위를 비켜갔다.

　명지대 임승빈(행정학) 교수는 “지방의원은 직업인이 아닌 주민 대표라는 봉사직”이라며 “지자체의 재정상황 등에 맞춰 인상과 삭감이 결정돼야지 무조건 일반 임금 수준으로 높여야 한다는 논리는 설득력이 없다”고 말했다.
