Mayoral hopefuls spar over weirs

The race for Seoul mayor is just getting underway, but candidates have already begun sparring over a controversial proposal to remove the two weirs on the Han River that provide drinking water for the capital city.

At a meeting with environmentalists on Friday, Park Won-soon, the liberal activist and front-runner, sparked outcry from the conservative Grand National Party after he indicated his support for the removal of the small overflow dams that help raise water levels and provide drinking water.

“As the weirs make the Han River into a lake, it will help to remove the weirs to restore the river’s natural flow,” Park said.

Environmentalists say that the two weirs, which were built in the 1980s and are located underneath Jamsil Bridge and Gimpo Bridge, block the river’s natural flow, cause the river to grow bigger and cause water pollution.

The proposal has been a source of controversy for the Lee Myung-bak administration, which has pushed ahead with plans to construct 16 additional weirs in the Han River as part of the government’s four-river restoration project to facilitate the passage of cruise ships.

The GNP fired back at Park after his comments were carried by media outlets. Representative Na Kyung-won, the GNP’s mayoral nominee for the Oct. 26 by-election, said on Sunday at an event near the river that she was against Park’s idea.

“If we remove the weirs, we have to find an alternative source for drinking water,” she said.

Lee Seog-yeon, an independent conservative candidate, also said on Sunday that he opposed the weirs’ removal. “Once the weir is touched, it will lead to massive construction,” Lee said.

Faced with the conservative outcry, Park appeared to backpedal from his earlier comments yesterday, telling reporters that he didn’t take any position on the issue.

“I just listened to experts’ opinions,” Park said. “I didn’t make any pledge on the issue, and I didn’t take any position. I don’t understand why everybody is responding so sensitively.”

Song Ho-chang, Park’s spokesman, added, “Park will make his position clear after hearing people’s opinions on the issue.”

Representative Park Young-sun of the Democratic Party, who was made the party’s nominee on Sunday, defended Park from the GNP barrage.

“I understood that he just thought about it as a matter of environmental protection,” Park said. But she added, “Removing the weirs or not is a matter that should be determined after seeking sufficient advice from experts, not decided instantly.”

Na said in a telephone interview with the JoongAng Ilbo yesterday that she does not even want to talk about the proposal to remove the weirs.

“I think this is the time to discuss how to improve the lives of citizens, not whether to remove the weirs, which would cost millions of won,” Na said.

10·26 서울시장 보궐선거를 앞두고 첫 정책 이슈가 떴다. 한강 수중보(洑)에 대한 입장이 여야 후보들 사이에 미묘하게 엇갈리고 있는 것이다.

　수중보를 ‘정치적 수면’ 위로 끌어올린 후보는 야권의 시민사회진영 후보인 박원순 변호사다. 그는 23일 암사동 생태습지 현장을 방문한 자리에서 “환경 복원을 위해 보를 없애야 한다”는 환경단체 관계자들의 제안을 받았다. 이에 대해 박 변호사는 “보를 없앨 경우 다른 문제는 없느냐”고 묻기는 했지만, “보는 한강을 일종의 호수로 만드는 것인 만큼 없애는 게 강의 자연스러운 흐름에 도움이 될 수도 있을 것”이라고 했다. 보 철거를 검토해볼 수도 있다는 입장이었다.

　 이 같은 발언이 알려지자 여권 후보들은 일제히 반대 목소리를 냈다. 한나라당 나경원 최고위원은 25일 한강공원에서 열린 행사에 참석해 “보를 철거하면 식수를 공급하는 취수원을 옮겨야 한다”면서 보 철거에 대한 반대입장을 뚜렷이 했다. 보수 성향 시민단체를 대표해 출마의사를 밝힌 이석연 변호사도 이날 신도림역 인근 도림천을 찾아 “보 철거에 반대한다”고 밝혔다. “(이번 선거에 나온) 후보가 공약해 2년 반 임기 중에 보를 손대면 그게 (대규모) 토목공사가 되는 것”이라고도 했다.

　 논란이 커지자 박 변호사는 26일 기자들을 만나 “보 철거 문제에 대해 어떤 입장을 정한 적도, 공약을 내세운 적도 없고 현장에 가서 전문가 의견을 들었을 뿐인데 왜 이리 민감하게 반응하는지 모르겠다”며 “의견을 두루 듣고 신중하게 결정할 것”이라고 말했다.

　 박 변호사 측 송호창 대변인은 “(박 변호사가 23일) 당시 환경단체 설명을 듣고 검토할 수 있다는 취지에서 말한 것일 뿐”이라며 “의견을 충분히 들은 뒤 보에 대한 입장을 정리하겠다”고 말했다.

　 이에 대해 민주당 박영선 후보는 이날 라디오방송에 출연해 “한강 수중보가 환경적인 측면에서 중요한 문제이긴 하지만 이번 보궐선거의 방점은 (그것보다는) 복지 전쟁에 찍혀 있는 것 아니냐”며 “반(反)복지와 가짜복지 세력에 대한 심판이 더욱 시급하며, 그런 점에서 박 변호사와는 조금 생각의 차이가 있다”고 밝혔다.

　 나 최고위원도 기자와 통화에서 “지금은 수천억원이 들어가는 한강 보 철거 얘기를 할 때가 아니라 시민들의 생활을 어떻게 하면 이른 시간 내에 조금이라도 낫게 해줄 것인지를 토론할 때”라며 보 철거 검토 가능성을 일축했다.

◆보(洑)=원래는 논에 물을 대기 위해 하천에 둑을 쌓아 만든 저수시설을 뜻한다. 강의 수위 조절을 위해 댐처럼 물을 담아둘 수도 있고 물을 방출할 수도 있도록 만들어진 시설이다. 물고기들이 강의 상·하류로 이동할 수 있는 통로를 설치하기도 한다.
