Daegu local office to use pension funds for election

DAEGU - The cash-strapped Seo District Office in western Daegu has decided to use money allocated for the pensions of its retired officials to cover the expense of holding a by-election on Oct. 26, which is necessary to replace its district head who resigned suddenly last month.

The office said it would withhold a required payment of 720 million won ($617,040) from the Government Employees’ Pension Service and use the money to pay for the election. Local district offices must make four pension payments per year, and if the Seo office does not pay within the year, it will face financial penalties.

After the election, the district must also cover the campaign expenses of some candidates, and the office estimated that it would have to spend an additional 338 million won to meet this requirement.

Seo Jung-hyeon, the 60-year-old former district head, resigned on Sept. 14 and is currently being investigated by prosecutors on suspicion of receiving a bribe from an employee in exchange for a promotion. At the time of his resignation, Seo said the district’s financial woes helped to motivate his decision to leave his post.

“As a district office head who is not a member of a political party, I felt difficulties such as in raising money for the budget. I will run for next year’s general election to make Seo District a better place than now,” he explained.

Currently, the district office is heavily dependent on the central government and funds only 21.1 percent of its budget from local revenue, the third-lowest financial autonomy rate for local districts in Daegu.

To hold the upcoming by-election, the office said it needed about 1 billion won, but it only had about 220 million won left in its emergency budget when Seo left.

“The budget for the by-election is as much as the annual emergency budget of the office,” said Lee Tae-hun, the district’s vice head.

Lee visited the Daegu Metropolitan City Government on Sept. 20 to ask for financial help, but the city, which is also experiencing financial difficulties, rejected the request.

Local residents have voiced criticism over what they called the former head’s reckless resignation, which requires the expensive by-election in which 186,708 people are eligible to vote.

서중현 전 구청장대구 서구청은 이달 말까지 공무원연금공단에 내야 하는 올해 4분기 연금 부담금 7억2000만원을 못 낼 위기다. 연금 부담금은 퇴직 공무원에게 지급할 연금의 적립금 중 구청 부담금(직원이 절반 부담)이다. 지방자치단체가 연금 부담금을 연체하는 것은 이례적이다. 연말까지 납부하지 못하면 가산금을 물어야 한다. 최악의 경우 구민의 세금이 더 들어가고, 서구청 공무원들이 피해를 볼 수 있게 된다.

　서구청이 공무원 연금 부담금도 못 낼 정도로 돈 가뭄이 심각해진 이유는 뭘까. 서구가 살림살이가 넉넉한 지자체는 아니다. 서구의 재정자립도(올해 본예산 기준)는 21.1%다. 대구의 8개 구·군 가운데 동구(18.7%)·남구(19.1%)에 이어 셋째로 낮다. 옛 도심 지역이어서 주거 환경이 좋지 않은 곳이 많다. 그렇다고 공무원 연금 부담금조차 못 낼 정도는 아니었다. 원인은 다른 곳에 있었다.

　서중현(60) 구청장의 갑작스러운 사퇴 때문이다. 서 전 구청장은 지난달 14일 “무소속 단체장으로서 예산 확보의 어려움 등 한계를 느껴 사퇴한다”며 “내년 총선에 출마해 서구를 살기 좋은 곳으로 만들겠다”고 말했다.

　 그가 떠나자 구청에 비상이 걸렸다. 26일 치러지는 보궐선거의 선거관리경비 10억여원을 마련할 길이 없었기 때문이다. 돈을 구하지 못한 서구청은 이달 말까지 공무원연금공단에 내야 하는 올해 4분기 연금 부담금 7억2000만원을 당겨 쓰기로 했다.

　서구선거관리위원회가 추산한 선거업무 비용(공통경비)과 선거 후 후보자에게 지급하는 비용(보전비용)은 모두 10억4931만원이다. 이 중 유권자 18만6708명이 선거를 치르는 데 필요한 투표용지·투표 안내문 제작비 등의 공통경비(7억1131만원) 마련이 시급했다. 구청이 쓸 수 있는 돈은 예비비 2억2000만원밖에 없었다. 이태훈 부구청장은 지난달 20일 대구시청을 찾아 지원을 요청했지만 대구시도 여유가 없기는 마찬가지였다. 서구청은 고심 끝에 공무원 연금 부담금을 지난달 말 서구선관위에 송금했다. 앞으로 선거 후 후보들에게 지급해야 할 보전비용 3억3800만원(추정)도 추가로 선관위에 내야 한다.

이태훈 부구청장은 “선거관리경비가 서구청의 1년 예비비와 맞먹을 정도로 큰돈”이라고 말했다.

　계획에도 없던 구 예산 10억원을 낭비하게 됐다는 사실을 안 서구 구민들은 서 전 구청장의 사퇴를 비판하는 목소리를 높였다. 서구의회는 “보궐선거의 부담만 지운 채 사퇴한 것은 주민을 기만한 행위”라며 “책임을 지고 선거비용 전액을 부담하라”고 주장했다. 서 전 구청장은 재임 중 인사 비리 혐의로 현재 검찰의 수사를 받고 있다.

　그는 1988년 13대 총선에 출마한 이후 국회의원·구청장 선거에 여덟 번 출마해 낙선했다. 2007년 시의원 선거에 도전해 당선됐다. 이때 8전9기의 ‘오뚝이 정치인’이란 별명을 얻었다. 1년 뒤 시의원을 그만두고 서구청장 보궐선거에 나서 무소속으로 당선됐고, 지난해 6월 구청장선거에서 무소속으로 재선됐다.

◆공무원 연금 부담금=공무원연금법에 따라 국가 또는 지방자치단체가 공무원연금공단에 납부하는 돈을 말한다. 공무원이 매달 납부하는 금액(기여금)만큼 부담한다. 공무원의 퇴직·사망과 공무로 인한 부상·질병이 발생할 때 본인이나 유족에게 연금을 지급하기 위한 적립금이다. 매년 4분기로 나눠 1, 4, 7, 10월 말까지 납부해야 한다. 납기를 넘길 경우 시중은행 금리의 최고 수준을 적용해 가산금을 물린다.
