Police chief permits lethal force on gangs

Outraged by weak police response to a massive gang battle in Incheon on Friday night, the nation’s top police official yesterday declared war on organized crime rings and permitted police to use lethal force if necessary.

“Until the end of the year, police will carry out a war on gangs,” Cho Hyun-oh, commissioner of the National Police Agency, told reporters yesterday. “If necessary to suppress gangsters, I will allow them to use any kind of weapons and equipment.”

Cho wondered why police had not used their guns on Friday. “I don’t understand why police officers, who had guns, couldn’t suppress 130 gangsters. Why didn’t they use gunfire as a last resort if gangsters resisted them?”

The commissioner dismissed concerns that the use of lethal force could raise risks of human rights abuses.

“We don’t see controlling gangsters as violating human rights,” Cho said, “because we have grounds to punish them if they frighten people in public places, such as public baths.”

Friday’s violent brawl involved 130 members of local organized crime rings in front of Gacheon University Gil Hospital in Incheon. Some 70 police officers arrived at the scene but delayed dispersing them for two hours until a gangster was stabbed.

In addition to the timid response, police were criticized for not informing their superiors. The commissioner said he was unaware of the incident until he heard about it from the media.

Asked whether police officers were intimidated by the large number of gangsters, Cho said, “We don’t need that kind of police officer. They should have used their weapons against the gangsters who were clashing with each other in a public place, which is illegal.”

Two people who were inside the hospital told the JoongAng Ilbo yesterday that gangsters from the two rival organized crime rings had an argument around 10 p.m. At 11 p.m., gangsters visited mourning altars in the hospital to tell people to “stay inside the hospital,” closing off all emergency exits in the hospital.

The witnesses said that police officers stayed inside their patrol cars, only warning the assembled gangsters on their loudspeakers, until the stabbing happened at around 11:50 p.m.

Mourners at the hospital complained that the gangsters didn’t respond to police warnings and that they felt the police were ineffective.

According to the National Police Agency, there are 5,451 gangsters from 220 factions nationwide that are officially monitored, and the number of gangsters has been climbing.

Police statistics showed that Gyeonggi had the most gangsters, 898 from 29 groups, followed by 498 in Seoul and 297 in Gangwon. Incheon has 278 gangsters from 13 factions.

“The reason why the number of gangsters in Korea is rising is that young people are lured by movies or dramas that glamorize the life of gangsters,” said Representative Kim Tae-won of the Grand National Party. “Recently, gangsters who divert their money illegally are evading law enforcement by merging Kosdaq-listed companies or running casinos.”

Cho said that he would launch a full-scale investigation into organized crime’s illegal income.

“We will strictly scrutinize the sources of livelihood of the 5,451 gangsters,” Cho said. “We will crack down on their businesses, prohibiting their possible connections with night clubs and construction companies.”

　조현오 경찰청장은 25일 기자간담회에서 “최소한 올해 말까지 ‘조폭과의 전쟁’을 선포한다”며 “총기는 물론 모든 장비와 방법을 동원해 조폭을 제압하겠다”고 말했다. 조 청장은 최근 인천의 한 장례식장에서 일어난 조폭들 간의 칼부림 사건에 대해 경찰이 제대로 대응하지 못한 것을 놓고 “현장 경찰관들이 왜 위축되고 주눅이 들었나. 무기력한 모습을 보이면 경찰이기를 포기한 사람이고 조직 내에 있을 필요가 없다”고 질타했다. 그는 “비난을 받더라도 조폭에 대해서는 인권 의식을 갖지 않겠다”고도 했다.

　서울 영등포구의 한 병원에 사고로 숨진 시신을 몰아주고 한 구당 30만원가량을 받은 경찰관들에 대해서는 “함바(건설현장 식당) 비리 이후 자정노력을 해왔는데 이런 일이 터져 안타깝다”며 “장례식장 연계 비리뿐 아니라 모든 잔존 비리를 뿌리 뽑겠다”고 말했다. 조 청장은 특히 각 지방경찰청별로 얼마나 자정노력을 하는지를 평가해 총경·경정 승진자 수를 조절하겠다고 밝혔다. 이번에 물의를 빚은 인천경찰청과 서울경찰청은 승진자를 줄이겠다고도 했다.

　◆일부선 조현오 총선 출마설도=조 청장의 발언이 알려지자 일선 경찰관들은 불만을 터뜨렸다. 자신은 책임을 지지 않고 아랫사람에게 책임을 전가한다는 것이다. 서울 소재 한 경찰서의 간부는 “무슨 일이 터지면 그제야 뒷북을 친다”며 “총만 쏴서 조폭이 잡히면 왜 진작에 제압하지 못했겠느냐”고 말했다. 또 다른 경찰서 관계자는 “모든 걸 인사(人事)로 해결하려는 경향이 있다”며 “지방청의 자정노력이 만족스럽지 않다고 개별 경찰관의 승진을 줄이겠다는 것이 말이 되느냐”고 비판했다.

　실제로 조 청장은 이날 장례식장 뒷돈 비리에 대한 지휘·감독 책임을 물어 서울 영등포·구로경찰서장, 서울경찰청 청문감사관을 전격 경질했다. 조폭 칼부림이 일어난 인천 남동경찰서장은 이미 직위해제 됐고, 인천경찰청 수사과장도 교체됐으며 인천경찰청장도 견책·감봉 등의 징계가 예정돼 있다. 경찰청 본청 수사 라인도 감찰 대상에 올라 있다. 조 청장은 서울경찰청장 재직 시절 해고와 파면을 남발한다는 의미의 ‘해파리’라는 별명으로 불리기도 했다.

　조 청장의 이런 행보가 내년 총선 출마설과 관련이 있다는 견해도 있다. 경찰의 한 관계자는 “조 청장의 총선 출마설이 끊임없이 거론되면서 모든 것을 출마설과 연관 지어 해석하는 분위기가 생겼다”고 전했다.
