Expectations for the DP

The National Assembly is finally expected to return to business. The main opposition Democratic Party, which has been boycotting and protesting in the streets following the ratification of the free trade agreement with the United States, agreed with the Grand National Party to open an special session on Monday. We hope the DP will exercise leadership in helping to deal with pending issues including next year’s budget bill and the bills related to the implementation of the FTA. It should also refrain from making unrealistic demands about the FTA.

The DP is under pressure to recreate itself to regain public credibility after failing to produce a successful candidate for the Seoul mayoral by-election. It must start by returning to its legislative duties with sincerity. The party must also clean up its in-house feud over joining hands with splinter opposition camps for next year’s legislative elections. The party holds a convention over the weekend. It will pose the question of merging with labor groups and liberal forces loyal to former President Roh Moo-hyun. But the convention may turn dirty. At a recent senior-level meeting there was finger-pointing and yelling over the appointment of new leadership of the proposed merged party.

Representative Sohn Hak-kyu, DP chairman, has agreed to most of the pro-Roh camp’s demands. Representative Park Jie-won, former DP floor leader, demanded that party members should have the vote in appointing the new leadership. When Roh loyalists opposed the idea, Sohn allowed it, giving delegates 30 percent of the vote and bestowing 70 percent to party members and the public. Park claimed that Sohn had betrayed the party. Without some compromise, the merger plan could have a difficult time passing at the convention.

If opponents to the merger use physical force to stop the move, the convention may turn messy. Park said he could not guarantee the actions from representatives, local party heads and lawmakers opposed to the DP’s dissolution. With a violent melee, the DP may lose public credibility for good and would have to join the GNP at the ledge. We hope for a compromise over the weekend for the sake of our legislative future.


한나라당과 임시국회 열기로 한 건 잘 한 일…국민 신뢰 받으려면 당내 갈등부터 해소해야…손학규·박지원 측은 공존의 정치력 발휘해야
한·미 FTA(자유무역협정)를 무력화하기 위해 장외투쟁을 하던 민주당이 한나라당과의 협상에서 임시국회를 12일부터 연다는 데 합의했다. 9일로 회기가 끝나는 정기국회가 많은 숙제를 남기게 된 만큼 민주당이 국회 정상화에 동의한 건 잘한 일이다. 이젠 임시국회를 차질 없이 진행해 내년도 예산안과 한·미 FTA 피해보전대책법안은 등 산적한 민생현안을 처리하는 데 민주당이 앞장 서 주길 기대한다. FTA와 관련해 무리한 요구로 국회 의사일정을 지연하는 등 갈 길이 바쁜 국회의 발목을 잡는 일은 하지 말아야 한다.
10·26 서울시장 보궐선거에서 후보도 내지 못한 민주당이 국민의 신뢰를 얻으려면 새로운 상(像)을 보여줘야 한다. 국회로 복귀해 민생을 제대로 챙기는 진정성 있는 활동을 해야 한다는 얘기다. 이를 위해서는 당내 문제부터 해결하는 게 중요하다. 야권통합을 둘러싸고 겪고 있는 극심한 내홍(內訌)을 깔끔하게 정리하지 않으면 안 되는 것이다.
민주당은 임시국회에 앞서 11일 전당대회를 연다. 노무현 전 대통령 지지 세력이 주축인 ‘혁신과 통합’(이하 혁통), 그리고 한국노총 등과 통합하는 문제에 대해 대의원들의 뜻을 묻는 자리다. 그런데 이날 무슨 일이 벌어질지 예측하기 어려운 상황이다. 통합신당의 지도부 선출과 관련한 당내 갈등이 심해지면서 분위기가 흉흉해 지고 있기 때문이다. 어제 열린 지역위원장 회의에서도 고성(高聲)과 삿대질, 멱살잡이 등 꼴불견이 여러 번 노출됐다.
손학규 대표 등 통합을 주도적으로 추진해 온 측은 그간 협상과정에서 ‘혁통’의 입장을 상당부분 수용했다. “통합신당의 지도부는 당원이 선출해야 한다”는 박지원 전 원내대표 측의 ‘당원 주권론’을 ‘혁통’이 받아들일 수 없다고 하자 지도부 선출권을 가진 선거인단을 ‘대의원 30%, 당원·시민 70%’로 정했다. 그러자 박 전 원내대표는 “손 대표가 지도부 선출방식과 관련해 사전에 합의하겠다고 해놓고 아무런 상의도 하지 않은 채 ‘혁통’ 측과 밀실에서 마음대로 정했다”며 반발했다. 그러면서 손 대표 측이 밀어붙이는 통합안을 수용할 수 없다고 했다. “손 대표와 결별한다”고도 했다. 때문에 양측이 타협을 하지 않는 한 전당대회에서 통합안이 만장일치로 통과되기는 어려울 걸로 보인다.
문제는 불상사가 생길 수도 있다는 점이다. 통합안을 반대하는 측이 물리력으로 표결을 저지하려 할 경우 충돌이 일어나 전당대회가 난장판이 될 수도 있는 것이다. 박 전 원내대표가 8일 “민주당 깃발을 내리는 데 반대하는 많은 대의원과 원외 지역위원장, 국회의원들이 있기 때문에 그 분들이 어떤 행동을 하는 것을 제가 조정할 능력이 없다”고 한 건 불미스러운 일이 벌어질 경우 ‘내 책임’이 아니다는 주장을 하기 위해서다.
전당대회가 엉망진창이 될 경우를 상상해 보라. 국민이 민주당을 신뢰하겠는가. 수권능력을 인정하겠는가. 한나라당뿐 아니라 민주당도 생사(生死)의 기로에 서 있다고 할 수 있다. 손 대표와 박 전 원내대표는 극적인 정치력을 발휘해 당도 살리고, 자신들도 사는 길을 모색하기 바란다.
