Be flexible with the North

In a meeting with new heads of the ruling and main opposition parties, President Lee Myung-bak said the government does not want to appear hostile to North Korea in the transition period following the unexpected death of long-time leader Kim Jong-il. The government granted a select number of civilians the opportunity to visit Pyongyang to attend Kim’s funeral as well as send out condolence letters. Lee told the Grand National Party’s leader Park Geun-hye and Democratic Unity Party head Won Hye-young that Seoul plans to be flexible in handling North Korean affairs.

The Lee administration has been insisting on an apology from Pyongyang for its attack against a South Korean naval ship and Yeonpyeong Island. But a senior official at the Blue House said the government could change its position depending on how North Korea responds to the international demand for denuclearization. The latest comments from the presidential office suggest a dovish shift in North Korean policy in the wake of Kim’s death.

When North Korea’s founder Kim Il Sung died suddenly in 1994, the government had been vehemently opposed to an expression of condolence or visiting Pyongyang to attend the funeral. The Pyongyang regime took the action personally and held a grudge against Seoul for many years. Even as tens of thousands starved to death, North Korea refused any help from the Kim Young-sam government. Inter-Korean relations only revived when President Kim Dae-jung took office. This different reaction to Kim Jong-il’s death implies that the Seoul government does not want ties with Pyongyang to worsen.

It remains unclear what changes the untested young heir will bring to the foreign and inter-Korean front. But Seoul does not want to waste any chance at a possible positive change with new leadership in Pyongyang by demonstrating flexibility and performing a reconciliatory gesture. “We want to reset inter-Korean relations with the occasion of Kim’s death,” the senior Blue House official said.

The political community should also get on board with the government position and wait patiently for a definite direction. In the special meeting on inter-Korean relations at the National Assembly, lawmakers were engrossed in the intelligence failure concerning how Kim died. It is meaningless to raise conspiracy theories and questions over a country when mourning for state leader. The government must be discreet at sensitive times like these.

이명박 대통령은 22일 박근혜 한나라당 비상대책위원장과 원혜영 민주통합당 공동대표 등을 만난 자리에서 “북한을 적대시하지 않는다는 것을 북한에 보이려는 것”이라고 말했다. 조의를 표시하고 일부 조문단의 방북을 허용하며 조전 발송을 모두 허용하는 조치에 대한 설명이다. 이 대통령은 “이후 대북관계에 대해선 얼마든지 유연하게 할 수 있는 여지가 있다”고도 했다. 이에 대해 청와대 고위관계자는 천안함·연평도 사건 사과 문제에 대해서도 “북한이 비핵화에 어떤 입장을 정하고 나오느냐에 따라 우리 입장을 정할 수 있는 폭이 넓어졌다”고 말해 정부가 김정일 국방위원장 사망을 계기로 유연한 대북정책을 펼 준비를 하고 있음을 밝혔다.
1994년 김일성 사망 당시 국내에선 ‘조문 파동’이 일었다. 이는 북한에 대단히 부정적인 메시지로 받아들여졌고 이후 몇 년 동안 남북관계에서 넘기 어려운 걸림돌이었다. 북한은 대기근으로 수십만 명이 굶어 죽는데도 당시 김영삼 대통령 정부에 대해 악감정을 감추지 않았고 결국 남북관계는 김대중 대통령 정부가 들어서고 나서야 개선될 수 있었다. 이대통령의 정책 선회는 이 같은 경험을 심사숙고 해 내린 결정일 것이다.
김정일 사후 북한의 지도부가 기존의 대외·대남 정책 기조를 바꿀 것인지 아직 알기 어렵다. 그런데도 정부가 북한에 대해 유연한 대처를 강조하는 것은 북한에 대해 긍정적 변화를 촉구하려는 목적이다. “갈등 일변도였던 남북관계를 리셋(Reset, 재설정)하는 기회로 삼겠다”는 청와대 고위관계자의 설명처럼 우리 먼저 변화 의지를 보여줌으로써 북한도 호응하고 나설 것을 기대하고 있는 것이다.
이왕 남북관계를 새롭게 설정하기로 방향을 정했다면 보다 적극적인 메시지를 전하는 것이 좋을 듯하다. 미국은 이미 북한에 대해 대규모 ‘영양지원’ 의사를 약속한 바 있다. 우리도 상당한 규모의 식량지원 의사를 밝힐 필요가 있다고 본다. 천안함·연평도 사건 이후 정부는 대북지원 문제를 두 사건에 대한 사과와 사실상 연계시켜 왔다. 논란이 있지만 대체로 여론도 정부 입장을 지지하는 편이었다. 그러나 김정일 사망을 계기로 여론도 변화하는 분위기다. 정부가 선택할 수 있는 정책 수단의 폭이 넓어지고 있는 것이다. 식량지원 이외에도 정부가 검토할 수 있는 방안이 여럿이 있을 수 있다. 정부가 바라는 대로 북한의 비핵화를 진전시키려면 가능한 정책 수단을 모두 점검할 필요가 있다.
정치권도 국면을 크게 보고 바람직한 남북관계 재설정을 위해 신중한 자세를 보여줄 것을 촉구한다. 어제 열린 국회 남북관계특별위원회에서 일부 의원들은 김정일 사망 시점에 대한 의혹을 확대하는데 매달렸다. 국상(國喪)을 치르는 북한을 상대로 근거조차 빈약한 의혹을 제기하는 게 남북관계에 무슨 도움이 되겠는가. 의원 한 명, 한 명이 헌법기관인 국회의원이라면 이처럼 가볍게 처신해선 안 된다.
