Dark shadows over the Assembly

The 19th National Assembly finally convened yesterday after the previous Assembly ended more than a month ago with physical fights between lawmakers across the aisle. The new Assembly speaker Kang Chang-hee from the ruling Saenuri Party expressed a sliver of hope for a model parliament, saying, “This is the last chance for us to earn the voters’ respect.” In the meantime, Representative Lee Seok-gi, one of the 300 lawmakers, who is infamous for his pro-North Korean stance, came to the opening session late. It could be fortunate, though, that he sang at least some lyrics of our national anthem despite his signature defiance of the song.

But dark shadows hang over the new Assembly with the Lee Myung-bak administration increasingly susceptible to the lame duck phenomenon with only five months left before the December presidential election.

But Lee didn’t mention what the people want to hear - including a straightforward “sorry” for his brother’s receiving bribes in hundreds of millions of won from savings banks - in his speech to celebrate the opening of the Assembly. We believe that a president at the end of his term can recover some of his integrity as head of state by candidly expressing his position on moral issues. But he didn’t. Lee is also expected to disappoint the new Assembly with a long list of corruption among his relatives and confidantes, not to mention a slew of inappropriate appointments mostly based on favoritism.

For the first time in two decades, the Assembly convenes in the same year as the presidential election. However, we vividly remember all the fuss in opening the legislature due to the hegemony fight between political rivals and between ruling and opposition parties in 1992. We hope the Assembly does not show what the people don’t want to see - the visceral fights for political gain irrespective of constituents’ wishes.

We are concerned about representatives’ temptation to gain power at the expense of national interest. Representative Lee Yong-sup of the Democratic United Party came up with short-sighted proposals to close Seoul National University and build a second Blue House in Sejong City in a sly move to divide voters. The DUP’s proposal to elevate the Sejong City to an administrative capital is also a razzle-dazzle to get more votes from Chungcheong people. We hope the new Assembly can smoothly weather all the dark clouds ahead.

보좌관까지 의원들의 집단 패싸움에 뛰어드는 바람에 역대 최악의 국회로 기록된 18대 국회를 뒤로 하고 19대 국회가 어제 개원했다. 국회가 시민을 걱정하는 게 아니라 시민이 거꾸로 국회를 걱정하는 정치는 이제 안 봐도 되는 것일까. 강창희 국회의장은 “국회가 준법의 전당이 되고 국회의원은 시민의 모범이 돼야 한다. 이번이 국민의 사랑을 받을 마지막 기회”라고 절박한 인식을 표현했다. 18대 국회의 수치(羞恥)를 기억하면 19대 국회의원들이 모범은 안 보여도 좋으니, 준법만은 해달라고 당부하고 싶을 정도다. 300명 국회의원의 일원인 이석기 통합진보당 의원은 개원식에 지각했다. 이 때문에 국민의례 때 국기에 대한 경례는 못하고 4절까지 부른 애국가만 일부 따라 불렀다고 하니 그나마 다행이다.
19대 국회는 여전히 불안하다. 임기가 8개월 밖에 안 남은 이명박 대통령이 불안의 그림자를 드리우고 있는데다 4개월 남짓 18대 대통령 선거를 앞두고 ‘집권이 정의’라는 감각에 정치권이 휩싸여 있어 더욱 그렇다.
이명박 대통령은 이날 A4용지 6쪽 분량의 개원 축하 연설에서 사람들이 듣고 싶어하는 얘기를 거의 하지 않았다. 이 대통령은 형인 이상득 전 의원이 저축은행 회장들로부터 수억 원을 받은 혐의로 검찰 수사를 받고 있는데도 ‘송구스럽다’는 말 한마디 하지 않았다. 형이 무죄라고 확신하기 때문인지, 수사 결과를 지켜본 뒤 사과할 생각인 건지, 아니면 ‘형의 일을 아우가 일일이 챙길 수는 없다’는 태도인지 가늠키 어렵다. 임기 말을 맞이한 대통령은 도덕적인 사안일수록 솔직하고 엄정한 입장을 표명함으로써 최소한의 통치적 권위를 회복할 수 있다고 본다. 자연인 이명박에게 실망하는 국민들도 대통령 이명박의 사과와 결의를 듣고 싶을 것이다.
이 대통령은 엄숙한 표정을 지으면서 지난 4년간 자신이 이룬 성취와 대한민국이 당면한 도전, 그것을 헤쳐나갈 방법과 정책들을 역설했다. 그건 그것대로 설득력이 있다. 그런데 이 대통령은 일부 행정부와 산하기관, 공기업들이 부끄럼 없이 달려드는 ‘마지막 보은 인사’ 요구에 몸살을 앓고 있는 건 모르는 모양이다. 낙천, 낙선한 적지 않은 친이명박계 인사들이 취직 막차를 타기 위해 돌진하고 이 과정에서 크고 작은 잡음이 터져 나오고 있다. 이 대통령은 일은 많이 하고 열심히 했지만 회전인사, 보은인사, 측근인사, 친이 인사 때문에 도덕적 권위에 상처를 입었다. 세월이 흘러도 개선될 기미가 별로 안 보이는 대통령의 친인척 비리, 봐주기 인사는 19대 국회에 큰 쟁점이 될 것이다.
개원 하는 해에 대선을 맞는 국회는 20년 만에 처음이다. 1992년 김영삼 후보의 민자당과 김대중 후보의 민주당이 만난 14대 국회는 두 사람의 기세 싸움 때문에 5개월이나 지각 개원 할 정도로 파란의 연속이었다. 19대 국회 역시 대선 정국에 유리한 고지를 차지하기 위한 상대방 상처내기, 진영의 격돌을 피해나가기 쉽지 않을 것이다. 다만 싸울 땐 싸우더라도 국민이 결코 보고 싶지 않은 몸싸움만은 보이지 않기를 바란다.
대선 국회에서 걱정되는 건 표를 얻기 위해서라면 국익은 아무래도 좋다는 집권 지상주의의 유혹이다. 당장 민주당 이용섭 대변인은 서울대를 폐지하고, 제2청와대를 세종시에 설치하겠다는 무책임한 공약을 또 내놨다. 서울대 폐지론은 이미 노무현 정부 때 기득권 때리기의 일환으로 제기됐다가 무리하다고 판단해 거둬들인 것이다. 서울대를 공격하면 비서울대 유권자의 표가 뭉칠 것이라는 식의 무책임한 평등주의는 국가 경쟁력의 하향평준화로 이어질 수밖에 없다. 세종시를 위헌 판결이 난 행정수도로 격상하겠다는 주장 역시 충청권을 겨냥한 알량한 계산법이다. 새누리당이 주요 국책사업을 무조건 다음 정권으로 넘기라고 정부에 주문하는 것도 국가의 영속성, 국익의 일관성을 가볍게 보는 사고방식이다. 집권도 좋지만 나라의 미래를 설계해가는 19대 국회가 되기를 바란다.
