Citizens’ cooperation is key

Power authorities are on thin ice in the scorching heat wave. The state-run power company issued warnings about potential supply shortages after reserves fell below 3 million kilowatts for the first time since the blackout last September. Desperate measures to keep power flowing have led authorities to reactivate the aged Gori 1 nuclear reactor to bolster supply. More than 10 neighborhoods in Seoul suffered blackouts on Sunday night due to electricity overload as homes kept air-conditioners and fans running after dark.

As the mercury won’t likely go down until the weekend, the battle against power shortages is likely to drag on throughout the week. For now, there is little to do but to plead for public support in using less electricity. Concerted civilian efforts do make a difference. During the June 21 drill to prepare against electricity outages, power consumption fell by 5 million kilowatts during the test due to public participation. Even small changes in our habits can reduce demand by 1 million kilowatts, according to an official at the Ministry of Knowledge Economy.

Japan is the exemplary case of civilian conservation as it battles with a power crisis. Japan feared dire shortages with just two nuclear reactors running after last year’s earthquake and the ensued tsunami. Experts predicted electricity would be short by an average of 15 percent in each region, but July data showed that electricity consumption fell by 20 percent from 2010, a year before the earthquake. The Japanese have voluntarily picked up the habit of keeping lights and air-conditioners off and using energy-conserving home appliances.

Large apartment complexes across Korea this month have been pleading for residents to turn off air-conditioners. But many still ignore the warning. Civilian and consumer groups have been leading the public campaign to save energy, but community and neighborhood groups should initiate concerted community plans to save energy together.

Power shortages are no longer a temporary problem for the country. The risk will linger on until a new thermoelectric power plant opens in the latter half of next year. Authorities must draw up short-term and long-term plans to deal with the issue and tend to details such as replacing old transformers. But even with government efforts, Korea’s per-capita energy consumption is the highest among OECD countries. So, civilian involvement is crucial, too.

폭염 전력사정 악화와 정전사태
전력 공급 늘리기론 해결 안 돼
시민 자발적 절약운동 확산돼야

요즘 폭염과 열대야의 기세는 사나운데 전력사정은 살얼음판이다. 6일엔 한때 예비전력이 300만킬로와트(㎾) 아래로 떨어지면서 지난해 9.15정전 사태 이후 처음으로 전력수급경보 ‘주의’까지 갔고, 고리원전 1호기를 전격 재가동해 공급 늘리기에 나섰다. 5일 밤엔 서울에서만 주거지역 10여 곳에서 정전사태가 일어났다. 이날 정전은 전력 부족이 아니라 가정 전력소비가 폭증하면서 변압기 과부하로 일어난 것으로 나타났다.
이런 폭염은 이번 주말까지 계속될 전망이어서 정전사태와 전력부족은 계속될 것으로 보인다. 이에 지금 우리가 기댈 수 있는 것은 시민들이 자발적으로 절전에 참여하는 공동체의식을 발휘하는 것이다. 시민들의 절전운동은 생각보다 효과가 크다. 지난 6월21일 정전대비위기대응훈련 당시 시민참여로만 20분간 용량 기준으로 500만㎾가 줄었다. 또 플러그 뽑기, 절전 가전 이용하기 등 생활절전 습관만으로도 원전 1기의 발전량인 100만㎾를 줄일 수 있다는 게 지식경제부 담당자의 말이다.
시민들의 자발적 절전운동으로 전력 위기를 극복한 사례는 일본에서 찾을 수 있다. 일본은 지난해 대지진 이후 50기의 원자로 중 2기만 가동하면서 상당한 전기부족을 예상했다. 지역에 따라 15%의 전력이 부족할 것으로 전망했지만 7월 전기사용량을 보니 대지진 전 해인 2010보다 20%정도 줄어든 것으로 나타났다. 평일 휴무와 같은 비상 절전 대책 없이 시민들 스스로가 에어컨 안 켜기, 전등 끄기, 절전용 가전제품 이용하기 등의 절전운동을 벌인 효과다. 그런가 하면 시민들의 지나친 절전 참여로 하루에 수백 명의 열사병 환자가 발생하자 오히려 정부가 나서서 전력에 여유가 있으니 ‘건강을 해치지 않는 절전’을 하라며 에어컨을 켜라고 장려할 정도다.
우리나라에서도 이달 들어 아파트 단지마다 전력부족과 과부하 위험을 알리며 에어컨 끄기를 호소하는 안내방송이 이어지고 있다. 물론 많은 시민들이 동참하고 있으나 외면하는 시민들 또한 적지 않다. 현재 절전 캠페인은 주로 소비자단체와 시민단체 등이 앞장서고 있으나 이젠 이런 대대적 캠페인보다 지역 부녀회나 자치모임 등을 통해 지역밀착형으로 절전 방법을 공유하고 계획을 세우고 실천하는 ‘작은 공동체 참여운동’이 벌어져야 할 때가 됐다.
전력난은 단지 이번 폭염에 일회성으로 지나가는 문제가 아니다. 내년 하반기 300㎾급 복합화력발전소가 문을 열기 전까지 이런 위험상황은 계속 될 전망이다. 물론 정부와 관계기관도 전력대란을 막을 단기·중기·장기 계획을 차근차근 진행해야 하고, 노후된 변압기 교체 등 세심하게 관리해 불의의 정전사태로 인한 고통은 막아야 한다. 하지만 우리 국민 1인당 전력 사용 증가율이 경제협력개발기구(OECD) 회원국 중 가장 높다는 점에서 공급 늘리기만으론 해결할 수 없는 실정이다. 결국 전력부족 사태 해결의 열쇠는 시민들의 손에 달렸다는 자각이 필요하다.
