Stop abusing industrial facility

The inter-Korean industrial joint venture in Kaesong is on the verge of a collapse for the first time in nearly a decade. The government proposed bilateral talks with Pyongyang to solve the impasse at the Kaesong Industrial Complex, where operations have been suspended since early this month. It warned of a “grave measure” if Pyongyang did not give an answer by Friday morning. It was the first time Seoul gave such a blunt ultimatum to Pyongyang.

The government has been attempting dialogue on the eating and health conditions of around 170 South Korean employees remaining in the complex. Since Pyongyang closed the gates to the industrial city near the border on April 3, transport of food and necessities has been cut off. The South Korean workforce was reduced to 170 from 700 and they are now surviving on meager stocks left in the deserted complex. They will run out of stocks by the end of the month.

The government emphasized that it must take immediate and strong action to protect its citizens. On April 11, Unification Minister Ryoo Kihl-jae officially requested a dialogue to solve the matter, but North Korean authorities snubbed the gesture as a “trick” and turned down the offer for talks. Business representatives also requested visits to the site but were turned away. The government attempted communication through the managing chief of the industrial zone but was shunned.

Seoul reiterated that it has not changed its position that the Kaesong industrial complex must be sustained and developed in a stable manner. Food and medical supplies are basic needs for residents and therefore should not be subject to bargaining, it said. “It is a sincere proposal for the two Koreas to build a common path to peace and co-prosperity,” the government said in hopes that Pyongyang won’t misunderstand and distort its statement.

North Korea must not victimize South Korean workers in the complex for its political purposes. If Pyongyang does not respond, Seoul will have to pull out all remaining workers from the complex. The workers have stayed there to protect their facilities. North Korea’s barring entry of food, fuel and medical supplies is a violation of human rights. It is unthinkable for a decent state.

North Korea must stop abusing the Kaesong complex, which is the last working business connection between the two Koreas. The joint-venture is vital not only for inter-Korean relations but also for North Korea’s international status and credibility. Pyongyang must immediately reopen the complex.

통행과 생산이 중단된 채 표류하고 있는 개성공단 위기가 폐쇄의 기로에 섰다. 정부는 어제 북한에 개성공단 사태 해결을 위한 남북 당국간 실무회담 개최를 제의했다. 이와 함께 오늘 오전까지 북한이 답을 하지 않을 경우 “중대한 조치”를 취할 것이라고 덧붙였다. 남북대화 역사상 남측이 북측에 이번처럼 짧은 시한을 두고 입장을 밝히도록 요구한 것은 이번이 처음이다.
정부의 최후 통첩성 대화 제의는 공단에 남아 있는 우리 근로자 170여명의 식량부족과 건강문제 등을 해결하기 위해 여러 차례 북측과 접촉을 시도했지만 북측이 들은 척도 하지 않는 상황 때문이라고 한다. 지난 3일부터 시작된 남측 근로자 통행 제한 조치 이후 개성에는 그들이 사용하는 기초 생필품 공급마저 끊겼다. 이로 인해 700여명이던 체류 근로자들이 170여명까지 줄었고 이들은 근근이 연명하는 수준이라고 한다. 그마저도 이달 말이면 비축된 식량마저 모두 없어지는 형편이라는 것이다.
이 때문에 정부는 이들에 대한 지원이 ‘인도적 차원의 문제’임을 강조하며 지난 11일 유길재 통일부 장관이 대화 제의를 했으나 북한은 조국평화통일위원회와 중앙특구개발지도총국이 나서서 “공단 대화 제의는 요설”이라고 비난하고 나섰다. 개성공단 기업인들도 여러 차례 공단 방문을 요청했지만 거부됐다. 그 뒤에도 정부는 개성에 주재한 개성공업지구 관리위원장을 통해 대화를 시도했지만 북측은 철저히 외면했다고 한다. 결국 정부는 “중대한 조치”를 언급하는 특단의 조치를 할 수밖에 없는 상황이라고 판단한 것이다.
정부는 최후 통첩성 제의를 하면서도 “개성공단이 안정적으로 유지·발전돼야 한다는 확고한 입장에는 변함이 없다”고 강조했다. 또 “식자재와 의료품 반입은 당연히 체류를 보장받을 수 있는 조건으로 협상이나 흥정의 대상이 아니다”라면서 “남북이 함께 평화·번영으로 가는 미래로 가자는 진심 어린 제의”라고 설명했다. 북한이 이번 대화제의에 대해 오해하거나 트집잡지 못하도록 하기 위한 노력이다.
북한은 지금처럼 공단에 체류하는 남측 근로자들에게 고통을 주는 행위를 중단해야 한다. 2~3일만 지나면 우리 정부로선 공단 체류 근로자들에게 불가피하게 철수 명령을 내릴 수밖에 없다. 언제든 귀환을 허용한다지만 유치한 말장난일 뿐이다. 공장설비 등을 지키기 위해 울며 겨자 먹기로 남아 있을 수밖에 없는 남측 근로자들에게 식량과 연료, 감기약조차 전달하지 못하게 하는 건 매우 비인도적인 처사가 아닐 수 없다. 시정잡배라면 모를까 정부의 정책으로 그렇게 할 순 없는 일이다.
나아가 북한은 ‘남북관계의 마지막 보루’인 개성공단을 두고 이번처럼 정치적 목적으로 흔들기를 해선 안 된다. 남북관계의 발전을 위해서는 물론이고 북한 스스로 국가로서 체면과 신용을 지키기 위해서도 그렇다. 북한은 시급히 개성공단 통행과 운영을 정상화하라.
