The rot at our nuclear reactors

The prosecution set up an investigative team at its eastern Busan branch to embark on a probe into supplies of substandard components for nuclear reactors that led to the shutdown of four. The crackdown and clean-up of nuclear reactor control systems is a must for national power security.

The Supreme Prosecutors’ Office organized an investigative team of 12 members to inquire into fabricated test certificates of faulty components at two Sinrogi reactors and another two at Sinwolseong, and irregularities in supply contracts and appointments. The team raided offices of the parts suppliers and the institution that conducted the quality tests. The prosecution issued a statement saying it will investigate extensively for any criminal activities as long as the statute of limitations permits.

The nuclear reactor industry has been plagued with one scandal after another. The eastern branch of the Busan prosecution arrested 22 executives and employees of the Korea Hydro and Power Corporation last July on charges of receiving kickbacks in return for awarding supply contracts. Operations at two Yeonggwang reactors were halted last year upon discovering faulty fuse switches had been supplied with forged warranties in November. The substandard control cables found in the Gori and Wolseong compounds are key parts that send warning signals about accidents like radioactive leakage. If they go wrong, we could have had a disastrous catastrophe similar to the release of radioactive materials at the Fukushima Daiichi nuclear reactors in Japan. It is shocking that the staff at a nuclear facility tampered with key components in a way that could have jeopardized many lives.

People can live with a little inconvenience from a power shortage but not with the fear of nuclear disaster. Authorities must root out structural corruption in the nuclear reactor industry. The government and the Korea Hydro and Power Corporation promised reform several times in the past - so often that it began to sound like a broken record. But they failed to stop the corruption and the resulting scandals. If the corrupt networks and old boys club among the nuclear authority, manufacturers and testing institutions are not dissolved once and for all, there will be no end to safety concerns about our nuclear reactors. The prosecution must get to the bottom and punish once and for all those who put the public safety at enormous risk.

검찰이 원자력발전소(원전) 비리 수사단을 부산지검 동부지청에 설치하고 본격적인 수사에 착수했다. 부정과 비리가 원전의 안전성까지 뒤흔들고 있는 상황에서 당연한 조치라고 할 수 있다. 이제 원전 관리 시스템을 정화(淨化)하는 일은 반드시 해결해야 할 국가적 과제가 되고 있다.
어제 대검은 과거 원전 수사를 담당했던 검사 7명과 수사관 12명으로 원전비리 수사단을 구성토록 했다. 특히 고발된 신고리 1~4호기와 신월성 1·2호기 부품 시험성적 위조뿐 아니라 부품 납품비리, 인사비리 등 의혹 전반을 파헤친다는 방침이다. 수사단은 수사 착수와 함께 원전 부품 납품업체와 성능 검증업체 등을 압수수색하는 등 발 빠르게 움직였다. “공소시효가 남아 있는 한 모든 범죄를 수사 대상에 포함시킬 것”이란 검찰 설명도 수사에 임하는 의지가 예사롭지 않음을 보여주고 있다.
문제는 원전 비리가 불거진 게 처음이 아니라는 데 있다. 부산지검 동부지청은 지난해 7월 원전 운영기관인 한국수력원자력(한수원) 간부와 직원 22명을 납품 비리로 무더기로 구속한 바 있다. 부품업체 등으로부터 금품을 받은 혐의였다. 같은 해 11월에는 시험성적이 위조된 퓨즈와 스위치 등이 사용된 사실이 드러나 영광 5·6호기 가동이 중단되기도 했다. 이번에 성적 위조 사실이 드러난 제어케이블은 방사능물질 차단에 쓰이는 핵심 부품이다. 이것이 잘못되면 일본 후쿠시마 원전과 같은 사고로 이어질 수도 있다. 이런 중요한 부품을 갖고 장난을 쳐 국민이 불안에 떨어야 한다는 게 말이 되는가.
전력 부족에 따른 더위와 불편은 견딜 수 있지만 사고의 공포를 등에 지고 살 수는 없다. 관건은 ‘원전 마피아’의 구조적 비리에 메스를 대는 것이다. 정부와 한수원이 지금까지 수 차례 개선 대책을 발표했지만 상황은 달라지지 않았다. 한수원과 납품업체, 성능 검증업체 등의 공생·유착 관계를 깨지 못하는 한 비리는 계속될 수밖에 없다. 검찰은 모든 의혹을 파헤쳐 국민 생명을 담보로 배를 채운 이들을 전원 법정에 세워야 할 것이다.
