Scrap a general strike

The standoff between the union of the Korea Railroad Corporation and the government is taking a dangerous turn. After the Korean Confederation of Trade Unions decided to stage a general strike Saturday to support the walkout by the railroad union, the confrontation between labor and government is likely to escalate into a full-blown battle.

The KCTU declared it will mobilize all affiliates under its umbrella to enter a general strike to demonstrate its fury against the government after police raided the headquarters of the KCTU, of which the railway union is a member, to arrest the union leaders. The confederation also threatened to form an alliance with all citizens in favor of the resignation of President Park Geun-hye through a chain of candlelit protests. The KCTU made clear its intention to link its solidarity strike to a full-fledged movement to pressure the president to resign.

We are dumbfounded by the umbrella confederation’s determination to expand the scope of strikes as it will only make the situation worse by elevating the railway strike into an anti-government protest. That raises the strong suspicion that the walkout by the railway union was in fact a proxy strike on behalf of the KCTU with impure political motives, including the brazen denial of the results of last December’s democratically-held presidential election and, by extension, a movement calling for the resignation of the president. If the umbrella group presses ahead with a general strike despite deepening worries by citizens, it will surely lead to a catastrophic end. The government has already declared the railway union’s strike illegitimate. If the KCTU jumps on the political bandwagon, buoyed by support from the opposition and other liberal forces, it will most likely escalate into an uncontrollable situation.

We urge the KCTU to withdraw immediately its unreasonable decision to stage a general strike and instead help settle the railway union’s unauthorized actions. The KCTU’s role is to minimize the damage of its subsidiary unions and maximize the interests of member unions, not to take the lead in an unlawful strike at the expense of totally unrelated unions.

The Korea Employers Federation has said it will hold unrelated unions accountable for any losses from their participation in the general strike, not to mention a strict application of “No Work, No Pay.” The Hyundai Motor union, a subsidiary of the KCTU, has announced that only union leaders will join in the general strike. That amounts to a de facto rejection of it. We hope the KCTU regains its sense quickly and scraps its reckless plan to stage a general strike.

철도노조의 파업이 장기화되는 가운데 민주노총이 오는 28일 총파업을 벌이기로 함에 따라 노(勞)ㆍ정(政)대결이 전면전으로 비화할 우려가 커지고 있다. 민노총은 지난 22일 경찰의 민노총 본부 진입을 계기로 “28일 총파업에 들어가기 위해 모든 조직을 총결집하고, 정권의 심장부에 분노를 보여줄 것“이라고 선언했다. 민노총은 특히 “매일 촛불집회를 열어 대통령 퇴진에 동의 하는 시민과 연대하겠다”고 밝혔다. 철도노조의 파업을 지원하기 위한 연대파업과 대통령 퇴진 운동을 연계하겠다는 의도를 드러낸 셈이다. 이같은 민노총의 총파업 결의는 철도노조 파업의 해결에 전혀 도움이 되지 않을 뿐만 아니라 오히려 철도파업을 정치문제로 변질시켜 사태를 악화시키는 처사가 아닐 수 없다. 즉 그동안 민영화 논란에서 비롯된 철도노조의 파업이 실은 대선불복과 정권퇴진 등 정치적 의도에서 비롯된 민노총의 대리파업이 아니냐는 의구심을 불러일으키는 것이다. 만일 이같은 우려에도 불구하고 민노총이 총파업을 강행한다면 철도파업의 수습은 고사하고, 노(勞)ㆍ정(政) 간의 정면충돌과 그에 따른 파국적 상황이 벌어질 가능성이 크다. 정부는 철도파업을 이미 불법으로 규정하고 강경대응에 나서고 있는데, 민노총까지 가세해 또다른 불법ㆍ정치 파업을 벌인다면 사태는 걷잡을 수 없는 대결로 치달을 수 밖에 없기 때문이다. 우리는 민노총이 먼저 총파업 결의를 철회하고, 상급단체로서 철도파업 해결에 나설 것을 촉구한다. 산하노조의 피해를 최소화하고 소속 조합원의 이익을 극대화하는 것이 상급단체의 역할이라면 멀쩡한 다른 노조까지 끌어들여 불법파업에 앞장세워서는 곤란하다. 한국경영자총협회는 벌써 여타 노조가 총파업에 가담할 경우 무노동ㆍ무임금 적용은 물론 그로인한 손실에 대해 민ㆍ형사상 책임을 묻겠다고 공언했다. 또 민노총 산하 현대자동차 노조는 간부들만 총파업에 참여하기로 해 사실상 총파업에 적극적인 참여를 거부했다. 민노총은 냉정을 되찾아 명분도 없고 실익도 없는 불법 총파업 계획을 중단하기 바란다.
