Hopeful signs from North

South and North Korea agreed on three points at the high-level talks at Panmunjom yesterday: to hold reunions of war-separated families at the Mount Kumgang resort from Feb. 20 to 25 as scheduled; to stop slander against each other; and to have additional high-level talks to break the deadlock in inter-Korean relations. The agreements carry great significance as they are the first tangible diplomatic results since the launch of the Park Geun-hye and Kim Jong-un governments. Both sides struck a deal amid practical constraints like the North’s nuclear threats and the upcoming Korea-U.S. military drills. We hope the agreements pave the way for improved Seoul-Pyongyang ties.

When Pyongyang linked the talks to the annual joint drills, the war-separated families had a heart-wrenching moment as they feared that the reunions would be sacrificed to politics. We urge Seoul and Pyongyang to embark on building trust through the reunions on humanitarian grounds.

North Korea first raised the issue of stopping exchanges of verbal attacks. The North’s paranoid response to our military’s attempt to resume its propaganda campaign through loudspeakers after the 2010 sinking of the warship Cheonan showed how much weight the North attaches to the suspension of the campaign. In the arduous process of establishing a new one-man rule in North Korea - as evidenced by Kim’s drastic execution of his uncle Jang Song-thaek late last year - any infiltration of hostile information from the South could lead to an alarming awareness of the North’s instability and vulnerability.

North Korea found fault with our media’s antagonistic attitudes towards the regime as well. As the North criticizes our civilian groups’ voluntary campaigns, our government needs to consult with the North on the issue, but firmly based on the spirit of liberal democracy. Any kind of crackdown could trigger internal discord in the South. We expect Pyongyang to first prove itself by ending its own propaganda war.

Yet the agreements are positive signs for a better future as they could lead to a regularization of high-level talks. Though the high-level talks were made possible by the Blue House and the North’s United Front Department, it would be better if the talks were pursued between our Ministry of Unification and the North’s UFD or between our Ministry of National Defense and the Ministry of the People’s Armed Forces. We hope the agreement opens an opportunity to expand inter-Korean exchanges and cooperation.

남북이 14일의 고위급 접촉에서 3개 사항에 합의했다. 당초 합의된 대로 20~25일 금강산에서 이산가족 상봉행사를 갖기로 하고, 상대방에 대한 비방 중상을 하지 않기로 했다. 남북 관계 발전을 위한 추가적인 고위급 회담도 갖기로 했다. 이번 합의는 박근혜 정부와 김정은 북한 체제가 들어선 이래 첫 가시적 결과물이라는 점에서 의미가 크다. 남측이 요구한 북한 핵문제 해결 진전, 북측이 제기한 한미 연합군사훈련 중지의 제약 속에서 상호간 현실적 접점을 찾은 것으로 보인다. 우리측 김규현 수석대표가 밝힌 대로 새 남북관계의 첫걸음을 뗀 것으로 평가할 만하다. 이산가족 상봉이 예정대로 진행되는 것은 다행스런 일이다. 북한이 12일 고위급 접촉에서 한미 연합훈련을 상봉 행사와 연계했을 때 고령의 이산가족 가슴은 또 한번 찢어져야 했다. 이산가족 상봉은 박근혜 대통령이 신년 기자회견에서 남북관계의 첫 단추로 제시했던 사안이기도 하다. 인도적 행사의 성공적 개최를 통해 남북간 신뢰가 차곡차곡 쌓여나가길 기대한다. 상대방에 대한 비방중상 중지는 북한이 제시한 의제다. 김정은 북한 국방위원회 제 1위원장이 신년사에서 강조한데 이어 국방위원회가 ‘중대 제안’을 통해 거듭 제기했다. 2010년 천안함 폭침 사건 이후 우리 군이 대북 확성기 방송 재개하려 하자 알레르기 반응을 보인데서 북한이 얼마나 비방중상 중지에 무게를 두는지를 알 수 있다. 더구나 지금은 김정은의 유일영도 체계를 확립하는 과정이다. 고모부인 장성택 전 노동당 행정부장의 전격 처형은 김정은 체제의 불안정과 취약성을 드러내주는 계기가 됐다. 시장의 역할 증대, 200만대를 넘는 휴대전화 보급과 외부 사조의 유입은 김정은 체제의 연착륙 저해 요소다. 문제는 비방 중상 중지의 대상과 내용이다. 북한은 이번에 우리 언론의 보도 내용을 문제 삼았다. 북한은 이번 합의를 근거로 민간단체의 활동도 트집잡을 가능성이 없지 않다. 정부는 자유민주주의 체제와 헌법 정신에 입각해 북한과 협의할 필요가 있다. 그렇지 않으면 이 부분은 남남 갈등의 불씨가 될지도 모른다. 북한은 상황을 악화시킬 수 있는 조치를 하지 말고, 관영매체를 통한 대남 선동과 남한 정부 비난을 접어 스스로 진정성을 입증하길 바란다. 고위급 접촉을 이어가기로 한 점은 고무적이다. 남북 고위 채널 협의의 정례화가 기대되는 대목이다. 북한이 비공개 접촉을 원했지만 정부가 공개로 간 것은 남북 관계사에서 새로운 진전이다. 남북관계의 투명성은 국민의 대북정책에 대한 지지를 높여준다. 고위급 접촉의 물꼬는 청와대와 북한 통일전선부가 텃지만 정례화로 갈 때는 사안에 따라 통일부-통전부, 국방부-북한 인민무력부 채널로 가는게 바람직하다. 박근혜 대통령이 지적했듯 형식이 내용을 지배하고, 이것이 신뢰에 기반한 새 남북관계를 상징할 수 있다. 이번 합의가 남북 교류·협력을 확대하는 전기가 되기를 기대한다.
