The Thaad dilemma
The Terminal High Altitude Area Defense (Thaad) missile system is officially an issue./ 고고도미사일방어(사드) 미사일 시스템이 공식적으로 거론되고 있다/ After President Park Geun-hye mentioned a plan to consider its deployment at her Jan. 13 press conference to meet growing security challenges, Defense Minister Han Min-koo followed suit by underscoring the need to study the deployment of the system to protect Korea against incoming missiles./ 1월 13일 신년기자회견에서 박근혜 대통령이 점증하는 안보 위협에 대응하기 위해 사드 배치계획은 언급한 이후 한민구 국방부 장관도 날아오는 미사일에 대항해 한국을 보호하기 위해 사드 시스템을 배치할 필요가 있다는 점을 강조함으로써 같은 의도를 내 보였다/Active consideration of its deployment is guaranteed to spark a sensitive reaction from China./ 사드 시스템 배치를 적극적으로 꺼냄으로써 중국이 민감하게 반응하고 있다/ If the system is deployed in South Korea with its X-Band Radar’s 660-kilometers (410 miles) range, the United States can have an access to sensitive military movements in Northeast China./ 만약 660킬로미터까지 탐지할 수 있는 X밴드 레이더를 가지고 있는 사드 시스템이 한국에 배치되면 중국 동북지역의 민감한 군사적 움직임을 미국은 탐지해 낼 수 있다/ Diplomatic experts believe Seoul has repeatedly mentioned a possible need for the deployment to pressure Beijing to play an active role in addressing the North Korean nuclear issue./ 외교 전문가들은 한국 정부가 반복적으로 사드 시스템의 배치 가능성을 언급하고 있는 것은 북핵문제를 해결하기 위해서 중국이 적극적으로 행동해 달라고 압박하기 위한 것이라고 보고 있다/ Though China will certainly feel pressure, our government must deal with the Thaad deployment from the perspective of our national security irrespective of Beijing’s jitters./ 중국이 분명 압박을 받게 되겠지만, 우리 정부는 중국을 초조하게 만드는 것과 상관없이 국가 안보 관점에서 사드 시스템 배치 문제를 다루어야 한다/ The Korean government faces a totally new circumstance in which we cannot delay discussions on the deployment any more after Pyongyang conducted its fourth nuclear test and third flight test of submarine-launched ballistic missiles (SLBM)./한국 정부는 북한의 4차 핵실험과 잠수함 발사 탄도미사일의 3차 수중사출 실험 등으로 더 이상 논의를 미룰 수 없는 상황에 직면하고 있다/ Given the North’s alarming speed in developing nuclear weapons and the SLBMs, we cannot simply wait for the development of the Korean Air and Missile Defense (KAMD) System, which was an earlier plan that China would have been far more comfortable with./ 북한의 핵개발과 SLBM의 개발 속도가 예상보다 빠르다는 점을 감안하면 마냥 중국이 좀 더 편안하게 생각하는 계획이었던 한국형 미사일방어 체계 개발만 기다릴 수는 없는 노릇이다/ But the Thaad deployment could require a massive investment by us./ 그러나 사드 시스템을 배치하기 위해서는 막대한 투자가 이루어져야 한다/ Not to mention the cost of 3 trillion won ($2.49 billion) per artillery battery, the system calls for significant additional expenditures for maintenance and repairs./ 1개 포대당 3조원의 비용이 들어가는 것은 말할 것도 없고 유지보수 비용도 상당하다/ In addition, opponents contend that the system would not be effective in intercepting high-altitudes missiles on the Korean Peninsula due to the relatively short distance they would fly./ 게다가 반대자들은 사드 시스템이 비행할 수 있는 거리가 너무 짧아서 한반도로 고고도로 날아오는 미사일을 요격하기에는 무리라고 주장한다/ Moreover, the deployment could serve as a major stumbling block in paving the way for reunification over the long haul by fueling unnecessary competition between Washington and Beijing in Northeast Asia./ 더구나, 사드 시스템을 배치할 경우 동북아시아에서 미국과 중국의 불필요한 경쟁을 유발하여 장기적 통일 논의에 주요한 장애가 될 수도 있다/ Our government should look into all these aspects before making a final decision on the deployment./ 우리 정부는 사드 시스템 배치 결정을 내리기 전에 이러한 점을 모두 감안해야 한다/ At the same time, the government must make efforts to persuade China about the need for the Thaad system along with multilateral diplomacy with our neighbors so that North Korea can recognize that it could risk a regime change if it does not scrap its nuclear ambitions./ 동시에, 우리 정부는 다각적인 외교 노력을 통해 사드 시스템의 필요성에 관해 우리 이웃인 중국을 설득하는 노력을 해야 하며 만약 북한이 핵 야욕을 버리지 않는다면 체제유지가 위험할 수도 있다는 점을 북한이 인식할 수 있도록 해야 할 것이다/주요 어휘
