Apology and compensation first

The Ministry of Environment on Tuesday revoked the certifications of 83,000 vehicles of 80 models in 32 variants sold by Audi Volkswagen Korea with falsified emission and noise tests. That is in addition to 126,000 vehicles whose certificates were cancelled for the same reason in November, which brings the total to 209,000 units — 68 percent of Audi and Volkswagen vehicles sold in Korea since 2007.
The company was fined the maximum amount allowed by local law: 17.8 billion won ($16 million). It makes this the government’s heaviest sanction on a single carmaker.

But the German carmaker had it coming. In the United States, when the so-called defeat device scandal was first brought up in September, it acted fast in making recalls and compensation efforts. It spent $14.7 billion to repurchase cars. But in Korea, it remained careless and arrogant. It offered to recall the cars charged by local authorities with emission rigging without admitting its fault.

When the government accused it of fabricating documents for certification, it claimed it was a technical mistake. When sanctions were unavoidable, the carmaker suddenly announced it would voluntarily stop the sale of problematic vehicles in the hopes of lessening the fine. Its dealers carried out a fire sale to offload stock. The carmaker obviously had no respect for Korean consumers or the government.

Korean consumers are enraged. They no longer feel good about driving a clean-fuel car. They can hardly expect to get a good price when they resell their car. They must worry about after-sale services now that the cars they drive are without authorized certification. The company still fails to offer a relief program for Korean customers, leading us to question how it built its global reputation.

The company is mulling legal action and reapplication for certification in order to stay in the market. But first things first. It must apologize and come up with a compensation package or it will never regain the confidence of Korean consumers.

아우디폴크스바겐코리아가 국내에 판매한 32개 차종(80개 모델) 8만3000대에 대해 어제 환경부가 인증취소 처분을 내렸다. 배출가스나 소음 시험서류를 위조해 인증을 받은 것으로 밝혀진 차량들이다. 지난해 11월 배출가스 저감장치 조작으로 인증 취소된 12만6000대를 합치면 지금까지 모두 21만대 가량이 인증취소됐다. 지난 10년간 판매된 폴크스바겐 차량의 68%에 이른다. 과징금도 법정 최고 한도인 178억원을 부과했다. 자동차 회사에 가해진 사상 최대, 최고 수준의 제재다.
이런 결과는 폴크스바겐이 자초했다. 지난해 9월 미국에서 배출가스 조작 스캔들이 터지자 이 회사는 신속한 리콜과 보상에 나섰다. 모두 147억 달러(16조6900억원)을 들여 판매한 차를 되사들이기까지 했다. 반면 한국에선 오만과 무성의로 일관했다. 배기가스 저감장치 조작을 인정하지 않은 채 선심 쓰듯 리콜계획을 내놨다. 인증 성적서를 조작했다는 정부 조사엔 '단순한 기재 오류'라고 발뺌했다. 제재를 피할 수 없게 되자 '자발적 판매중단'에 들어가 과징금을 줄이려는 꼼수를 썼다. 그러면서 막판까지 할인판매로 재고를 처분하는 데에만 열중했다. 정부와 소비자 모두를 '봉'으로 취급했다고 해도 과언이 아니다.
특히 폴크스바겐을 구입한 소비자들의 분노가 크다. 친환경차를 운전한다는 심리적 만족감이 훼손됐고, 중고값이 많이 떨어져 경제적 손실도 입었다. 이번 인증 취소로 애프터서비스에 대한 불안감도 커졌다. 그럼에도 폴크스바겐은 소비자 피해 구제에는 철저한 무관심으로 일관하고 있다. 글로벌 기업의 바람직한 모습은 커녕 기본 자세도 안돼 있다.
폴크스바겐은 이번 조치로 한국시장에서 사실상 퇴출됐다는 평가를 받는다. 그럼에도 회사측은 '한국시장을 포기할 수 없다'며 행정소송과 재인증을 거론하고 있다. 둘 다 법적 판단을 기다릴 일이다. 하지만 그에 우선하는 상식과 순리가 있다. 회사측의 솔직한 사과와 피해 보상이다. 땅에 떨어진 평판과 신뢰를 회복할 다른 방법이 있는지 폴크스바겐은 스스로를 돌아봐야 한다.
