In a speech at the National Assembly on Monday, President Park Geun-hye made the bombshell announcement that her government plans to amend our Constitution and get rid of the five-year, single term presidency./ 월요일 국회 연설에서 박근혜 대통령은 정부는 5년 단임제를 포기하고 개헌하겠다는 폭탄발언을 했다
That is big news, but the public is taking it with a giant grain of salt./ 분명 빅뉴스지만 국민은 액면 그대로 받아들이지 않고 있다
Most people interpret it as a ruse for the president to detract attention from a snowballing political scandal./ 대다수 국민은 박 대통령이 눈덩이처럼 부풀러 오르는 정치 스캔들로부터 시선을 다른 데로 돌리기 위한 계략으로 보고 있다
First of all, Park did not made any remarks about the ever-deepening allegations of influence-peddling, corruption and power abuse swirling around Choi Soon-sil, a core member of the president’s inner circle, and Woo Byung-woo, senior presidential secretary for civil affairs./ 무엇보다 박 대통령은 최순실과 청와대 핵심 참모진, 우병우 민정수석의 부패와 권력남용, 불법적인 영향력 행사와 관련된 깊어만 가는 의혹에 관해서는 일체 언급을 하지 않았다
The prosecution launched an investigation into mounting suspicions about the mysterious establishment of the Mi-R Foundation and the K-Sports Foundation, both of which involve Choi./ 검찰은 최순실이 관련된 것으로 보이는 미르 재단과 K 스포츠재단 설립에 관한 커져가는 의혹에 대한 수사에 착수했다
Prosecutors only kicked off the probe after both Choi and her daughter — also under scrutiny for favors she allegedly received from Ewha Womans University — disappeared./ 그러나 검찰은 최순실과 이른바 이화여대로부터 특혜를 받은 것으로 조사 중인 최순실의 딸이 잠적한 후에 조사를 시작했다
Secretary Woo triggered outrage from the ruling Saenuri Party as well as the opposition Minjoo Party of Korea by refusing to appear as a witness at the National Assembly’s regular audit of the government./ 우병우 민정수석은 국회 국정감사 증인 출석을 거부하여 야당인 민주당은 물론이고 여당인 새누리당으로부터도 공분을 쌌다
There are few, if any, members of the public who believe Woo could act like that without the president’s encouragement./ 대통령의 주문 없이 우 수석이 그렇게 행동했다고 보는 국민은 그리 많지 않다
Under such circumstances, Park raised the volatile issue of constitutional reform before calling for legislative support for next year’s budget and other urgent bills./ 이러한 상황에서 박 대통령이 내년도 예산과 다른 긴급 예산안에 대한 국회의 지원을 요청하기에 앞서 개헌문제를 뜬금없이 제기했다
That’s why the public increasingly believes that the president is trying to divert public attention from the snowballing suspicions engulfing her confidantes./ 그러나 국민들은 눈덩이처럼 커지는 최순실과 관련된 의혹으로부터 국민의 관심을 돌리려 한다고 점점 더 믿게 된다
The opposition camp immediately attacked her by demanding that Park first apologize for such a blatantly obvious political maneuver./ 야당은 즉각 박 대통령이 뻔뻔스럽고 명백한 정치적인 책략에 대해 사과부터 하라고 비난했다
Amending the Constitution threatens to become, in the words of the president herself, a black hole sucking the oxygen out of discussions of all other national issues./ 대통령의 말에서도 알 수 있듯이 개헌은 모든 다른 국가적인 문제에 관한 논의를 순식간에 잡아먹는 블랙홀과 같은 위험이 될 수 있다
It was Park who put the brakes on the political debate over constitutional revision./ 그래서 박 대통령도 개헌에 관한 정치권에서의 논의에 제동을 걸어왔다
She criticized President Roh Moo-hyun when he raised the issue, calling him a “very bad president.”/ 박 대통령은 노무현 대통령이 개헌문제를 들고 나왔을 때 “참 나쁜 대통령”이라며 비판했다
Politicians can change their positions./ 정치인은 입장을 바꿀 수도 있다
But the changes should be accompanied by efforts to clear public distrust about the changes./ 하지만 입장을 변경할 경우 국민의 불신을 해소할 수 있는 노력도 병행해야 한다
The president should have candidly explained what really happened to Choi and Woo./ 박 대통령은 최순실과 우병우에게 진정 어떤 일이 있었는지 솔직하게 설명해야 한다
Monday’s address at the legislature was a good opportunity for the commander in chief to clear all the lingering doubts, but she chose to speak only about what she wanted to./ 월요일 국회 연설은 질질 끌고 있는 모든 의혹에 관해서 설명할 수 있는 국정 최고 책임자로서 좋은 기회였지만 박 대통령은 할 말만 했다
A constitutional amendment is one thing, scandals are another./ 개헌문제와 스캔들은 별개의 문제다
If the president is suspected to be using the amendment to cover up misconduct by her aides and friends, constitutional revision becomes harder./ 만약 박 대통령이 청와대 참모진과 친구들의 부당행위를 덮기 위해서 개헌을 하려 한다면 개헌은 더욱 어려울 것이다
If she really wants the public to believe in her sincerity in pushing for an amendment, she must first clear all the noise./ 만약 박 대통령이 진정으로 개헌을 위한 충정과 진정성을 국민에게 보려주려면 모든 잡음을 먼저 깔끔하게 처리해야 한다
That’s the way to address our national divisions and eventually revising our Constitution./ 그렇게 해야 국가 분열을 막고 개헌을 할 수 있는 길이 열릴 것이다
