Keeping dialogue alive (kor)

U.S. President Donald Trump has put North Korea back on a list of state sponsors of terrorism. Trump made the decision after taking into account the assassination of Kim Jong-nam, half-brother of North Korean dictator Kim Jong-un, in a Malaysian airport in February and the recent death of Otto Warmbier, a U.S. college student who had been imprisoned in the North for 17 months. The fact that Chinese President Xi Jinping’s envoy to Pyongyang, Song Tao, head of the International Liaison Department of the Communist Party of China, came home empty-handed also could have affected Trump’s decision. Trump said that the Department of Treasury will announce additional sanctions on North Korea today.

Some security analysts expect the effect of the new sanctions to fall short of our expectations. As U.S. Secretary of State Rex Tillerson suggests, however, the sanctions will likely be aimed at China, the North’s largest trading partner, to deter its companies from doing business with North Korea. We cannot rule out the possibility of the Treasury Department imposing a secondary boycott on Chinese firms’ normal transactions with their U.S. counterparts if they turn out to have business dealings with North Korea. When coupled with the stigma of a rogue state, Trump’s action will further deepen the North’s isolation.

The developments bode ill for the Korean Peninsula. The U.S. decision will most likely lead to deactivation of the existing communication channels between Washington and Pyongyang even though tensions eased a bit after North Korea halted nuclear and missile provocations for over two months. But North Korea could once again resort to provocations, including a testing of ICBMs capable of reaching the continental United States.

The Moon Jae-in administration is facing a dilemma. Our government expressed hopes for a peaceful resolution of the North Korean nuclear threat through the international community’s joint efforts. Washington’s re-designation of North Korea as a state sponsor of terrorism is meant to bring it to the negotiating table through pressure.

Our government must work hard to bring North Korea to the bargaining table even while building pressure on it by cooperating with the international society. Though it is tough, it must not give up on dialogue with Pyongyang.

대북 압박 동참 속에서도 대화의 불씨는 살려야
도널드 트럼프 미국 대통령이 그제 북한을 “살인적 정권”이라 규정하며 테러지원국으로 재지정했다. 지난 2월 말레이시아에서 김정남을 살해한 게 북한 소행으로 드러나고, 6월엔 북한에 억류됐다 식물인간으로 돌아와 끝내 숨진 오토 웜비어 사망 등이 결정적 영향을 미친 것으로 보인다. 시진핑 중국 국가주석의 대북 특사 쑹타오가 빈손 귀국한 것 역시 발표에 영향을 준 것으로 여겨진다. 트럼프 대통령은 “재무부가 21일 북한에 대해 매우 거대한 추가 제재를 발표할 것”이며 “2주가 지나면 제재는 최고 수준이 될 것”이라고 공언했다.
일각에선 북한이 이미 큰 제재를 받고 있어 효과는 크지 않을 것이라 예상한다. 그러나 렉스 틸러슨 미 국무장관이 “제3자가 북한과 특정 행위를 하지 못하도록 지장을 주거나 단념시키는 것이 이번 조치의 실질적 효과”라고 밝혔 듯이 북한 자체보다는 북한의 생명줄인 중국을 겨냥한 측면이 크며, 이로 인한 대북 압박 효과는 상당할 것으로 보인다. 미 재무부의 추가 조치가 북한과 거래하는 중국 기업의 대미 정상적 거래까지 차단하는, 이른바 세컨더리 보이콧 수준에 이를 가능성 또한 배제할 수 없다는 말도 나온다. ‘불량 국가’라는 낙인을 찍는 상징 효과도 커 북한의 고립화는 더욱 심화될 것이다.
한반도엔 길고도 추운 겨울을 예고하는 상황 변화다. 최근 미국이 북한과 대화 의지를 보이고 북한도 60일 넘게 도발하지 않아 북·미 대화 성사에 따른 긴장 완화를 기대했는데 이번 조치로 당분간 평양과 워싱턴 간의 대화 채널이 가동되지 않을 것으로 전망되기 때문이다. 더 큰 압박을 받게 된 북한이 도발에 나설 가능성 또한 커졌다고 할 수 있다. 지난 3월 미국의 테러지원국 재지정 움직임에 대해 “가혹한 대가를 통절하게 느끼게 해줄 것”이라며 격렬하게 반발했던 북한이 대륙간탄도미사일(ICBM) 발사실험 등 미국 본토 위협에 나서는 모험을 시도할지 모른다는 전망까지 나오고 있다.
남북관계를 개선해 한반도 긴장 지수를 낮추려 노력해온 우리 정부도 난감한 입장이 됐다. 문재인 대통령 방중을 통해 한·중 관계를 회복하고 내년 2월 평창 겨울올림픽에 북한 선수단을 참가시켜 분위기 반전을 꾀하려던 계획이 차질을 빚을 게 분명해 보이기 때문이다. 정부는 일단 미국의 조치가 “강력한 제재와 압박을 통해 북한을 비핵화의 길로 이끌어낸다는 국제사회의 공동 노력의 일환으로, 북핵 문제의 평화적 해결에 기여할 것으로 기대한다”는 논평을 내놓았다. 적절한 평가다. 북한을 테러지원국으로 재지정한 게 북한을 대화 테이블로 불러내기 위한 압박이지 대화 자체를 포기하는 것은 아니기 때문이다. 틸러슨 장관도 “여전히 외교를 희망한다”고 말하고 있다.
정부는 미·중을 포함한 국제사회와의 공조로 대박 압박의 고삐를 늦추지 않으면서도 북한을 대화의 장으로 끌어내기 위한 모든 노력을 경주해야 할 것이다. 어렵고 힘들지만 북핵 문제의 평화적 해결을 위한 대화의 불씨는 살려야 한다.
