China must apologize (kor)

China is suspected of trying to cover up the assault on Korean journalists accompanying President Moon Jae-in during his state visit to Beijing with a slap-on-the-wrist for the assailants. From the preliminary findings from the investigation so far related to Seoul officials, Beijing is concluding that the violence against the Koreans took place out of impulse from a security guard — not in a group — and that the victim, a photojournalist, did not suffer a life-threatening injury. In short, it is poised to brush the matter aside as a light incident.

We cannot accept such a conclusion. The injured journalist was pulled away by 10 or more security guards and kicked mercilessly many times, dealing him a heavy blow in the face that required surgery. We are appalled how that cannot be considered an act of violence. The investigation and punitive actions must be carried out against not only the assailants, but also against the police who had been in charge of the security that day. The victim has yet to recover feeling in his tongue and nose due to serious injury.

We are angered not just by the act of violence. As the Korean Association of Photojournalists said in a statement, China has committed violence against South Korea. We demand China probe the matter thoroughly.

First, it must investigate why Korean journalists were beaten up on two different occasions. Second, the assailants and their supervisors must be punished. Third, the Chinese government must express genuine apology. Fourth, it must offer damage to the victims for their physical and psychological pain. And fifth, Beijing must vow such incidents will never happen again.

Only then we will believe that the Chinese government had dealt with the matter truthfully. The Korean government must keep close watch on its Chinese counterpart to ensure it does so.

중국이 문재인 대통령 방중 기간 벌어진 한국기자 폭행사건을 ‘어물쩍’ 처리하려는 움직임을 보여 걱정이다. 그제 우리 정부 관계자가 전한 중국의 중간수사 결과 내용은 크게 세 가지다. 집단폭행이 아니라 개인에 의한 우발적 폭행, 가해자는 1명, 부상 정도는 중상(重傷, 생명이 위험한 수준)이 아닌 경상(輕傷) 1급(외모 등에 후유증 남는 수준)이란 것이다. 우리는 이 같은 중국의 수사 내용 모두를 납득하기 어렵다.
피해 기자는 당시 중국 경호원 10여 명에게 끌려가 주먹세례를 받고 넘어졌고 이어진 수차례의 발길질에 의해 큰 상처를 입었다. 이런 게 집단폭행이 아니라는 게 놀랍다. 따라서 처벌은 발길질한 이뿐 아니라 주먹을 휘두른 경호원들, 그리고 이날 관리 책임을 맡았던 중국 공안(公安·경찰)에까지 확대돼야 마땅하다. 부상 정도도 코뼈 골절에 이어 안와(눈주위뼈) 골절로 현재 미각과 후각의 90% 이상 손실을 입어, 우리 기준으론 중상이다.
이번 사안의 엄중성은 단순 폭행에 있지 않다. 한국사진기자협회의 성명처럼 “대한민국이 폭행당한 것”이다. 중국은 이번 사태 처리와 관련해 다음 다섯 조치를 취해야 한다. 첫째 진상 규명이다. 어떻게 한국 기자들을 두 차례나 집단폭행하게 됐는지 철저하게 조사해야 한다. 둘째, 가해자 처벌이다. 폭행 가담자는 물론 관리자에게까지 책임을 물어야 한다. 셋째, 사과다. 중국은 정부 차원에서 진정한 사과의 뜻을 표해야 한다.
넷째, 배상이다. 피해자가 입은 육체적, 정신적 피해에 대해 배상해야 한다. 다섯째, 재발 방지 약속이다. 앞으로 유사한 일이 발생하지 않을 것임을 약속해야 한다. 그럴 때 한국은 중국이 성의를 갖고 이번 사건을 처리했다고 믿게 될 것이다. 아울러 우리 정부는 중국이 어물쩍 넘어가지 않도록 두 눈 부릅뜨고 지켜봐야 한다.
