Relatives of the 29 people who died in a blaze at a multistory fitness center in the North Chungcheong city of Jecheon on Thursday are questioning why authorities could not break the glass panels on the second floor of the building in the first hour of the rescue, where at least 20 women were stuck inside and likely suffocated.

목요일 충북 제천의 복합 스포츠센터 화재에 숨진 29명의 유가족들은 왜 소방당국이 구조에 나선 처음 1시간 동안 2층의 유리판을 깨지 않았는지 항의하고 있다. 2층에서 최소 여성 20명이 갇혀서 질식사한 것 같다.


“I could reach my mother-in-law by phone, who was stuck inside the building until 5:20 p.m., which means there were people inside the building who were alive for at least one hour and 27 minutes,” said a man surnamed Park. “In all that time, why didn’t the fire department think of breaking the glass panels on the second floor of the building?”

박모씨는 “오후 5시20분까지 건물 안에 갇힌 장모님과 전화통화를 할 수 있었다. 그 시간에 소방당국은 왜 건물 2층의 유리판을 깰 생각을 하지 않았을까?”라고 말했다.


The blaze, which was first reported to the fire department around 3:53 p.m. and put out some three hours later, killed 29 and injured 31 as of press time Friday. Firefighters got to the scene at 4 p.m.

소방서에 오후 3시53분에 처음 화재 신고가 접수됐고 약 세시간 후쯤 진화됐으나, 금요일 마감시간 현재까지 이 화재로 29명이 사망하고 31명이 부상을 입었다. 소방관들은 오후 4시에 현장에 도착했다.


“My wife called me around 4 p.m. and said, ‘I am in the sauna on the second floor and I can’t see anything and I can’t breathe because of the gas, they have to break into the building by breaking the glass panel from the outside,’” said a man surnamed Yoon. “So I called the fire department at 4:07 p.m. and told them there are lots of women in the sauna on the second floor who are stuck inside and cannot escape because of the fire and the gas. You have to break the glass from the outside.”

윤모씨는 “내 아내가 오후 4시쯤 나에게 전화해서 ‘나는 2층 사우나실에 있는데 아무것도 볼 수 없고 가스 때문에 숨을 쉴 수 없다. 밖에서 유리판을 깨고 건물 안으로 들어와야 한다’고 말했다”고 말했다. “그래서 나는 오후 4시7분쯤 소방서에 전화해서 2층 사우나실에 많은 여성들이 갇혀 있고 화염과 유독가스 때문에 탈출할 수 없다. 당신들이 밖에서 유리를 깨야 한다.”


The building did not have many windows that opened, but instead had glass panels. “The toxic gas and smoke from the fire on the first floor of the building traveled up to the sauna on the second and third floor, and probably remained trapped inside due to glass panels,” said a firefighter. The first time a firefighter broke a glass panel was around 6 p.m., according to some relatives.

이 건물에는 열리는 유리창은 많지 않다. 대신 유리판이 많다. 한 소방관은 “건물 1층 화재에서 발생한 유독가스와 여기가 2층과 3층 사우나로 유입됐고, 아마도 유리판 때문에 실내에 갇혀 있었던 같다”고 말했다. 일부 유족들은 소방관이 유리판을 처음 깬 시간은 오후 6시쯤이었다.
