No need to be reckless (KOR)

The Financial Supervisory Service (FSS) is being questioned over its neutrality when conducting investigations. It has embarked on a probe into the management at KEB Hana Bank and its parent Hana Financial Group ahead of a routine inspection — and only one month after it finished an investigation into the bank’s recruiting practices. Some suspect the government’s financial watchdog may be mounting pressure after the financial group defied the government’s opposition and kept Chairman Kim Jung-tai in office for a third term despite allegations about him being connected to former President Park Geun-hye’s friend Choi Soon-sil. The FSS claims the inspection is just a part of a routine procedure and denied any other motive.

The FSS has invited suspicion because of its questionable and unreliable activity. Under the one-year-old administration, it is already on its third chief. It suffers from a moral problem over its own recruitment irregularities and insider cryptocurrency trading. The watchdog is handling multiple major issues at the same time — alleged accounting fraud at Samsung BioLogics, the fallout from the fat-finger error at Samsung Securities, a probe into irregular hiring at financial institutions and overall reforms in the financial sector. But few have much confidence in its ability. It drew scorn from the deputy prime minister in charge of economic affairs as well as the Financial Services Commission chair for leaking information about its probe into Samsung BioLogics before a final review.

FSS’s new chief Yoon Suk-heun admitted that it failed to uphold its independent role amidst external pressure and an internal identity crisis. He vowed to restore dignity and confidence. A financial regulator must have independence and credibility to watch over the financial sector. But its powers must not be used recklessly. It cannot secure faith and respect from the financial sector if it is suspected of taming chaebol and bullying to increase its pride.

금융감독원이 하나은행과 하나금융지주의 경영실태 평가에 들어가기로 하자 이런저런 말들이 나오고 있다. 한달여 일 전 채용 비리 특별검사를 끝낸 금융사를, 통상적인 정기 검사 주기 2년을 서너 달이나 앞당겨 다시 들여다보기 때문이다. 일각에서는 김정태 하나금융 회장의 3연임 문제와 관련된 앙금이 작용한 것 아니냐는 해석도 나온다. 금감원은 자체 업무 계획에 따라 정기검사 일정이 앞당겨지게 됐을 뿐, '보복성 검사'라는 시선은 오해와 억측이라고 일축하고 있다.
금감원은 지금 신뢰회복이라는 시급한 과제를 안고 있다. 전임 수장의 잇따른 낙마로 기관에 대한 신뢰는 땅에 떨어진 상태다. 내부적으로는 채용 비리, 내부 정보를 이용한 직원의 암호 화폐 투자 의혹 같은 기강 문제를 드러냈다. 밖으로는 삼성바이오로직스 분식 의혹, 삼성증권 배당사고 제재, 금융권 채용 비리 처리, 금융 개혁 등의 현안이 기다리고 있다. 특히 삼성바이오로직스와 관련해서는 분식 여부가 확정되기도 전에 사전 통지 내용을 외부에 알려 경제부총리와 금융위원장의 공개 비판까지 초래했다.
신임 윤석헌 원장은 취임사에서 "금감원이 외부의 다양한 요구에 흔들리고 내부의 정체성 혼란이 더해지면서 독립적 역할을 수행하는 데 미흡했다"고 반성했다. 공자의 '정명(正名)론'을 거론하며 신뢰 회복을 강조한 것도 이 때문이다. 윤 원장이 강조한 독립성과 신뢰성은 금융감독 기관으로서는 아무리 강조해도 지나침이 없는 가치다. 하지만 현실에서 이를 관철하기 위해서는 완급을 조절하는 유연성이 중요하다. '오얏 나무 아래 갓끈을 고치는' 것 같은 작은 오해의 소지마저 경계해야 한다. 정부의 '재벌 압박' 코드에 맞춘 감독이라거나, 상처받은 조직의 자존심을 세우기 위한 '군기 잡기' 감독이라는 소리가 나와서야 금융감독 기관으로서 신뢰와 독립을 되찾기는 힘들다.
