The importance of secretaries (KOR)

The government has been reiterating that Finance Minister Kim Dong-yeon is the captain of the economic command center. But he may have been just a figurehead, given the treatment he got during a president-chaired meeting on household income affairs at the Blue House. Jang Ha-sung, the president’s policy chief, and Kim reportedly were engaged in a heated debate over factors behind worsening income disparities.

Jang pointed to demographic structural factors — thinning working population and aging society, above all. But the finance minister brought up the side effects of the government-driven spikes in the minimum wage. After the meeting, a presidential spokesman said the administration will continue to hold economy-related meetings led by the policy chief, Jang.

When the comment came under criticism, he said Jang will work together with cabinet ministers to address the problems. The finance minister was more or less demoted to just another one of the cabinet members.

The Moon administration has repeatedly come under fire for overstretching the role of the presidential staff, giving little say to members of the cabinet. But the government’s promise that it would entrust ministers with more power has been an empty slogan. Since the beginning of the year, the deputy prime minister was to make monthly reports for the president. But that does not suggest any weight has been given to the cabinet chief in charge of economic affairs.

The policy chief and senior secretaries are aides to the president. Supervising state agendas and coordinating administrative affairs also would be a part of their work. But the administrative role would weaken if the presidential staff wants to take charge of all affairs. Sakong Il, who was senior secretary for economic affairs under President Chun Doo-hwan, rightly pointed out that it had been a tradition to credit the minister in charge even when a senior presidential secretary stepped in to coordinate affairs or change policies. A secretary’s role should not be any different now than it was then. The administration’s economic team has lost even more face due to the insensible statement from the presidential office.

정부는 그동안 김동연 경제부총리가 경제 정책의 컨트롤타워라고 밝혀 왔다. 하지만 그제 청와대에서 열린 가계소득동향 점검회의에선 다른 모습이 연출됐다. 회의에서 소득 분배가 악화한 원인을 둘러싸고 장하성 청와대 정책실장과 김동연 부총리가 격론을 벌였다고 한다.
정책실장은 노령화 등 인구구조 변화를, 부총리는 최저임금 인상의 부작용을 거론했다. 회의를 마치고 청와대 대변인은 "앞으로 장하성 정책실장이 주도해 경제 전반의 문제의식을 공유하는 회의를 계속 개최하겠다”고 발표했다가 뒷말이 나오자 "오해의 소지가 있는 듯해 '장하성 정책실장이 주도하여'를 '장하성 정책실장과 관련 부처 장관들이 함께'로 수정하겠다"고 번복했다. 정책실장이 회의를 주도한다는 표현을 뺐지만 경제 컨트롤타워라는 경제부총리가 그저 '관련 부처 장관' 중에 하나로 축소됐다.
청와대만 군림하고 내각은 존재감이 없다는 지적은 어제오늘의 일이 아니지만 그제 벌어진 소동은 내각 중심의 국정 운용이 말잔치에 불과함을 잘 보여 준다. 정책은 부처 중심이라는 말만 앞세운다고 장관에게 힘이 실리고 경제 컨트롤타워가 작동하는 건 아니다. '김동연 패싱(건너뛰기)' 논란이 일자 경제부총리의 대통령 월례 보고가 올해부터 시작됐지만 월례 보고에서 굵직한 정책 흐름이 어떻게 달라졌는지 알려진 건 별로 없다.
정책실장이나 수석은 대통령을 가까이서 보좌하는 비서다. 국정 어젠다를 챙기고 부처 업무를 조율하는 것도 물론 그들의 업무다. 하지만 이 정부처럼 청와대 비서들이 전면에 나서면 내각에 힘이 실릴 수가 없다. 5공 시절 4년간 청와대 경제수석을 지낸 사공일 세계경제연구원 이사장은 "청와대 수석이 개입해 부처 업무를 조율하고 정책을 바꾸는 경우에도 언제나 장관이 주도한 것으로 정리하곤 했다"고 말했다. 비서의 자세는 그때나 지금이나 다르지 않다. 안 그래도 힘이 실리지 않는 경제 컨트롤타워가 청와대의 무신경한 발표 탓에 또 생채기가 났다.
