Trump ditches denuclearization (KOR)

U.S. President Donald Trump has left for summer vacation in Bedminster, New Jersey, on Aug. 2, but he may not be feeling very relaxed. It is not because of the sluggish progress of North Korea’s denuclearization. The midterm elections are coming on Nov. 6, but positive economic reports are not reflected in his approval rating. It would be a nightmare to lose the Congress to the Democratic Party in the midterm election. An election defeat could put him on a highway to impeachment, not to mention imperiling his 2020 re-election bid.

A survey from The Economist on Aug. 1 showed a clear disconnect between Trump’s economic policy and his overall approval rating. Forty-five percent of the respondents said that they approve of Trump’s economic policy, 4 percent more than those who said they don’t support it.

On July 27, U.S. gross domestic product growth for the second quarter was 4.1 percent. The market predicts that the growth rate in the third quarter will exceed 5 percent. For the world’s biggest economy, 4 to 5 percent growth is remarkable. On the day that the numbers were announced, Trump appeared on the “The Sean Hannity Show” and said that if the trade deficit was cut in half, the economy could grow by 8 or 9 percent.

But the same poll showed that Trump’s overall approval rating was 43 percent, while his disapproval rate was 53 percent. This is the first time that the presidential approval rating has come short of his economic approval rating in 20 years, or since President Bill Clinton was investigated for the Monica Lewinsky scandal in 1998.

Trump blamed the investigation into potential collusion with Russia in the election for the approval rating. He demanded that Attorney General Jeff Sessions “stop this rigged witch hunt right now” on Aug. 1. From the morning until late at night, he tweeted eight times about it. Newt Gingrich, who advises Trump on political matters, appeared on Fox News and said that Trump “has every right to be deeply, deeply frustrated at the failure of his attorney general to exercise leadership.”

It is only natural that Trump is focused on the probe that could determine his fate. At the first National Security Council meeting that Trump called after the June 12 Singapore summit on July 27, only Russia’s election intervention was discussed. North Korean affairs were not mentioned. Not a step has been taken on denuclearization aside from the partial return of remains of U.S. soldiers from the Korean War.

Korean Foreign Minister Kang Kyung-wha, director of the National Security Office Chung Eui-yong and National Intelligence Service director Suh Hoon visited the United States, but the Trump administration maintained sanctions on the North. Despite the urgency of the issue, the United States seems to now be controlling issues with the midterm elections in mind.

2일 뉴저지 베드민스터로 여름휴가를 떠나는 도널드 트럼프 미국 대통령의 미음이 편하지 않다. 지지부진한 북한 비핵화 때문이 아니다. 11월 6일 중간선거를 95일 앞두고 자신의 경제 성적표가 지지율로 좀처럼 연결되지 않고 있기 때문이다. 중간선거에서 연방 상ㆍ하원을 민주당에 내주는 건 트럼프에겐 악몽이다. 2020년 재선 도전은 커녕 탄핵을 향한 고속도로를 달리는 격이 된다.
1일 이코노미스트 조사에서 트럼프 대통령의 경제정책에 지지율과 전체 지지율의 역주행은 뚜렷했다. 경제분야 국정수행 지지율은 45%로 ‘지지 않는다’(41%)보다 4%포인트 앞섰다. 지난달 27일 2분기 국내총생산(GDP) 성장률이 잠재성장률의 두 배인 4.1%로 나타난 덕분이다. 시장에선 올해 3분기 성장률은 5%를 넘어설 것이란 전망까지 나온다. 세계 최대 경제대국 미국의 4~5% 성장은 꿈의 성장치다. 트럼프 대통령은 발표 당일 숀 해너티 토크쇼에 출연해 “대외 무역적자를 반으로 줄이면 성장률이 8~9%에 이를 것”이라며 군불을 땠다.
하지만 같은 조사에서 트럼프 대통령의 전체 지지율은 43%로 지지하지 않는다(53%)보다 10%포인트 낮았다. 경제 성과에 대한 평가와 별개로 대통령의 지지율이 떨어지는 역조 현상은 1998년 모니카 르윈스키와 스캔들로 특검 수사를 받던 빌 클린턴 대통령 이후 20년 만이다.
이런 현상이 지속되자 트럼프 대통령도 원인을 뮬러 특검으로 돌렸다. 노골적으로 대한 반감을 드러내다 못해 1일 “조작된 마녀사냥을 당장 중단해야 한다”며 제프 세션스 법무장관에게 특검 해임을 요구했다. 이날 아침부터 밤 늦게까지 8개 관련 트윗을 연달아 올렸다. 트럼프 대통령의 정치 조언자인 뉴트 깅그리치 전 하원의장도 폭스뉴스에 출연해 “특검 해임의 절대 권한을 가진 법무장관이 뱀소굴을 청소하는 데 강인함을 보이지 않는 데 대통령은 좌절감을 표시할 권리가 있다”고 공세를 폈다.
대통령이 자신의 안위가 걸린 특검에 정신이 쏠린 건 당연한 일이다. 하지만 지난달 27일, 6ㆍ12 싱가포르 정상회담 이후 트럼프 대통령이 처음 소집한 고위급 국가안보회의(NSC)에서 북한 문제는 테이블에 올리지도 않은 채 러시아의 선거 개입 문제만 논의하다 서둘러 끝낸 건 심상치 않다. 한국전 미군 유해 일부 송환 외에 비핵화는 신고의 문턱에서 한발짝도 나가지 못하는 상황인데도 열의가 식은 것처럼 보여서다. 강경화 외교부 장관, 정의용 국가안보실장, 서훈 국정원장까지 한국 외교ㆍ안보라인이 미국으로 총출동했지만 미 행정부는 ‘제재 유지’외에 별다른 반응을 보이지 않은 것도 그렇다. 우리는 급한 데 미국은 중간선거용 이슈관리 국면으로 접어들었다는 의심마저 든다.
