Seven out of 10 Koreans surveyed want power to come primarily from nuclear reactors. A group of scholars on nuclear reactors and energy policies unveiled a latest poll finding that showed 69.3 percent backing reactors operating at current levels or at an increased rate.
Korea Research conducted the poll at the request of three organizations — the Korean Nuclear Society, an inter-university council on rationalizing energy policy and the Korea Science and Technology Forum — of 1,000 males and females aged 19 or over for two days from Aug. 6.

The approval ratio evened out regardless of ideological preference. Among those who claim themselves of a liberal propensity, 60.5 percent supported nuclear power. More than half — 54.9 percent — also believed reactors should be increased or kept at current level at the least. The approval ratio was higher at 72.9 among moderates and 85.7 percent among conservatives.

The survey shows more than half of the sampled citizens disapprove of the government’s policy of weaning the country off nuclear power, whether they are liberal or conservative. The reason was that reactors are cheap and help electricity bills at affordable level (73.2 percent). The majority (over 70 percent) were still fretful over the management of radioactive wastes and the safety risks from nuclear reactors.

The answer suggests the majority of Koreans want nuclear reactors running if their safety is assured. And 55.5 percent already think Korean nuclear reactors are safe. Yet the government stays blindly faithful to the president’s campaign promise to become free of nuclear reactors. More than half — 50.1 percent — said they were unhappy about the government’s energy policy.

The government should pay heed to the public’s voice and reconsider its phase-out policy. It should not shame the government by reversing its policy as the United States, Japan and Britain all revised their plans and are now renewing construction of nuclear reactors.

이념 성향 관계없이 원전 찬성 비율이 높다

원자력 발전에 대한 국민 인식 조사 결과 응답자 10명 중 7명은 원자력 발전에 찬성하는 것으로 나타났다. 앞으로 원자력 발전을 늘리거나 유지해야 한다는 응답도 69.3%에 달했다. 한국원자력학회, 에너지정책 합리화를 추구하는 교수협의회, 과학기술포럼이 어제 공동 기자회견을 열고 발표한 ‘2018 원자력 발전에 대한 인식 조사’ 결과다.
세 단체의 의뢰를 받아 여론조사 전문업체인 한국 리서치가 이달 6~7일 이틀간 전국 만 19세 이상 남녀 1000명을 대상으로 조사했다. 95% 신뢰 수준에서 최대 허용 표집오차는 ±3.1%다.
이번 조사에서 특히 눈에 띄는 건 이념 성향별 응답이다. 자신이 진보 성향이라고 밝힌 응답자 중 60.5%가 원전에 찬성한다고 답했다. 중도나 보수 성향 응답자의 원전 찬성 비율은 각각 72.9%, 85.7%였다. 진보 성향 응답자 중 향후 원전 비중을 늘리거나 유지해야 한다고 답한 비율은 54.9%나 됐다.
조사 결과가 말하는 건 이념 성향과 무관하게 응답자의 절반 이상이 원전에 찬성하고, 원전 비중을 유지하거나 늘려야 한다고 생각한다는 점이다. 응답자는 이미 원전의 발전 단가가 저렴해 전기료를 낮추는 데 도움이 된다고 보았다(동의 73.2%). 다만 방사성 폐기물의 안전한 관리와 중대 사고가 일어날 수 있다고 응답한 비율도 70%를 넘었다.
이는 안전성만 확보하면 원전 확대가 필요하다는 의미인데 한국의 원전이 안전하다고 응답한 비율도 55.5%다. 그런데도 현 정부는 탈(脫)원전 정책을 고집하고 있다. 정부의 이런 고집에 대한 응답자의 평가는 박하다. 50.1%가 현 정부의 에너지 정책에 대해 ‘못하고 있다’고 답했다.
정부는 민심을 받들어 탈원전 정책을 재검토해야 한다. 한때 탈원전을 추진했던 미국·일본·영국 등도 궤도를 수정해 원전을 확대하고 있지 않은가.
