Schisms on sanctions (KOR)

South Korea-U.S. relations are getting shaky. After Foreign Minister Kang Kyung-wha hinted at the possibility of easing our sanctions on North Korea at the National Assembly, U.S. President Donald Trump said on Wednesday, “South Korea will not lift sanctions on Pyongyang without U.S. approval.” The Blue House explained that his remarks meant the two allies are closely cooperating with each other.

But security experts don’t think so. They say Trump’s remarks could reflect Washington’s concerns about a growing rift between the two allies over the path toward denuclearization of North Korea. What worries us most is Trump’s tough rhetoric. He reiterated that Seoul will not lift sanctions on Pyongyang without U.S. approval. His choice of the word — approval — could sound very offensive as it suggests the United States denies us our sovereignty.

A bigger problem comes with Washington’s disgruntlement about the possibility of Seoul going soft on the sanctions front. Trump is convinced that international sanctions brought North Korea into denuclearization talks. He also believes sanctions are Uncle Sam’s leverage for denuclearization. But Kang’s remarks can be seen as an attempt by Seoul to break away from the international sanctions.

To make matters worse, U.S. Secretary of State Mike Pompeo allegedly expressed his dissatisfaction about a recent military agreement between President Moon Jae-in and North Korean leader Kim Jong-un. Washington thinks that Seoul is rushing to improve inter-Korean relations without sufficient consultation with it. Such a gap in views is not new. The United States was irritated at the cases of North Korean coal being smuggled into South Korea, the opening of an inter-Korean liaison office in North Korea, and South Korea’s plan to renovate the old railway system in the North.

Some security analysts regard Trump’s rhetoric as a “warning” to South Korea to not act on its own on sanctions. The State Department’s emphasis on sanctions also sends the message that Seoul should not improve relations with Pyongyang before denuclearization.

Trump owes a lot to Moon for his first summit with Kim and possibly another one soon. But Washington and Pyongyang are still divided over what should come first: concrete actions by Pyongyang to denuclearize or Washington’s corresponding measures. The government must act very carefully.

한·미 간 대북 제재 이견 노출 우려된다
한·미 관계가 불안하게 삐거덕거리고 있다. 도널드 트럼프 미 대통령은 그제 "한국은 미국의 승인(approval) 없이는 아무것도 하지 않을 것"이라고 말했다. 강경화 외교부 장관이 우리의 대북 독자제재인 ‘5·24 조치’ 해제 가능성을 시사하는 것과 같은 뉘앙스의 발언을 한 데 대한 입장 표명이었다. 그러자 청와대가 어제 트럼프 대통령의 언급은 “한·미가 긴밀하게 협의하고 있다는 의미”라고 설명했다. 서둘러 진화에 나선 모양새다.

그러나 북한 비핵화와 한반도 평화 프로세스 구축 문제를 놓고 그동안 한·미 간에 쌓이고 쌓인 이견의 일부분이 마침내 그 일면을 드러낸 것 아니냐는 우려를 갖게 한다. 우선 트럼프 대통령의 거칠고 강경한 발언이 마음에 걸린다. 그는 ‘미국 승인 없이 한국이 아무 일도 못한다’는 말을 두 번이나 반복했다. 특히 ‘승인’이란 말은 우리 주권을 무시하는 것 같아 꽤 듣기 거북하다. 그가 정제되지 않은 표현을 자주 쓰긴 하지만 자칫 ‘주권적 간섭’으로 오인될 수 있어 뒷맛이 영 개운치 않다.
더 큰 문제는 트럼프 대통령이 직설적 화법을 쏟아낸 배경이다. 그만큼 불만이 크다는 방증으로 읽히기 때문이다. 한국이 대북 제재에 구멍을 낼 수 있다는 미국의 염려가 담긴 것으로 여겨진다. 트럼프 대통령은 북한을 비핵화 협상 테이블로 불러낸 일등 공신이 제재라고 굳게 믿는다. 그리고 비핵화의 구체적인 이행 조치를 이끌어낼 앞으로의 지렛대 또한 제재 유지라고 생각한다. 한데 강 장관 발언은 한국이 앞장서 국제사회의 대북 제재 전선을 허무는 것으로 비칠 수 있는 것이다.
여기에 마이크 폼페이오 미 국무장관이 남북 군사합의서에 강한 불만을 드러낸 사실이 전해지면서 충격을 더하고 있다. 한국이 추진 중인 남북관계 개선 노력이 미국과의 충분한 공조 없이 이뤄지고 있는 것으로 보이기 때문이다. 한·미 간 불협화음이 이번이 처음은 아니다. 북한산 석탄이 한국으로 밀반입된 사건, 개성 연락사무소 가동 문제, 남북 철도 연결 사업 등을 둘러싸고 한·미 간 서로 다른 입장이 지속적으로 노정되며 그동안 조마조마한 심정으로 한·미 관계를 보는 시간이 많았다.
이런 상황이기에 일각에선 이번 트럼프 대통령 발언을 한국에 대한 공개 경고장으로 해석하기도 한다. ‘승인’이란 거친 표현을 써가며 한국의 일방적인 대북 제재 완화 움직임에 브레이크를 걸려 했다는 이야기다. 미 국무부가 “제재 완화는 비핵화 뒤를 따라야 한다”는 트럼프 대통령 발언과 폼페이오 장관이 대북 제재 압박에 힘을 보탠 캐나다 외교장관에게 감사 표시를 했다는 걸 재차 밝힌 점도 남북관계 진전이 비핵화 속도를 앞서선 안 된다는 메시지를 보낸 것으로 이해된다.
문재인 대통령은 인내의 중재 외교로 북·미 대화의 불씨를 살리는 데 성공했다. 그 성과로 현재 2차 북·미 정상회담 개최가 북·미 간에 논의 중이다. 미국의 선 비핵화 이행 요구와 북한의 미국에 대한 상응 조치 요구가 맞서고 있다. 이같이 민감한 상황에서 나온 강 장관의 사려 깊지 못한 발언은 자칫 한국이 북한에 쏠렸다는 오해를 부르고 문 대통령의 중재외교 점수를 다 까먹을 수 있다. 보다 신중해야 한다. 그렇지 않아도 북·중·러 3국이 최근 외교회담을 갖고 대북 제재 완화에 힘을 모으기로 한 상황이다. 우리로선 미국과의 긴밀한 공조가 그 어느 때보다 절실한 시점이다.
