The Blue House Four must answer (KOR)

Liberty Korea Party lawmaker Choo Kyung-ho coined a new term, the “Blue House Four”. He was referring to President Moon Jae-in’s Policy Chief Jang Ha-sung, Economic Advisor Kim Hyun-chul, Senior Secretary for Job Creation Jung Tae-ho and Senior Secretary for Social Affairs Kim Su-hyun. They are the Blue House staff in charge of economic affairs and are leading the income-driven growth policy in an anti-business and anti-market direction.

The income-driven growth policy aims to raise the minimum wage, implement a 52-hour workweek, expand the employment of civil servants and make more irregular employees regular.

As the policy is justified and reasonable, the “Blue House Four” should not have negative connotations. When the minimum wage goes up, the incomes of low-income earners increase, which expands household spending and leads to increased production and investment by businesses. Once a 52-hour workweek is implemented, more employees are needed, and hopefully companies will hire more. Expanding the number of civil servants offers opportunities to young people. Upgrading irregular jobs into regular employment ensures a stable living for workers.

It would be nice if the policy would generate immediate outcomes, but the reality is not matching expectations. Since the income-driven growth policy was adopted, the employment situation has deteriorated and the economy is losing steam. While major economies such as the United States, Japan and Germany have improving job markets, unemployment in Korea has been above 1 million for nine consecutive months. About 300,000 people were newly hired per month on average last year, but the number dropped to 100,000 this year, and in the past three months it has shrunk to several thousands to tens of thousands.

So it seems that Chu attacked openly because he didn’t want the policy to go on. In a personal statement on October 12, when the September employment statistics were released, he vented that the Blue House was ordering public agencies to create two-month short-term positions. He claimed that the Blue House was encouraging temporary employment when it had pledged to create quality jobs.

Even the best of intentions could fail when they clash with reality. In the age of low growth, at about 2 percent, policies that do not contribute to the health of companies and the market may bring an employment disaster and further contribute to slowing growth. Chu has called for the Blue House Four to be replaced, changes in economic policy and drastic regulatory reform and restructuring. It is now the Blue House Four’s turn to answer.

추경호 자유한국당 국회의원이 ‘청와대 4인방’이라는 신조어를 만들어냈다. 장하성 정책실장, 김현철 경제보좌관, 정태호 일자리수석, 김수현 사회수석을 이르는 말이다. 반(反)기업ㆍ반시장 정책 기조로 추진되고 있는 ‘소득주도 성장’을 이끄는 청와대의 경제참모들이다. 소득주도 성장 정책은 최저임금의 과감한 인상과 획일적인 주 52시간제, 공무원 채용 확대, 비정규직의 정규직화를 통해 양질의 일자리를 늘린다는 목표를 추구하고 있다.
정책의 당위론만 봐서는 ‘4인방’이라는 부정적 뉘앙스의 손가락질을 받을 이유가 없다. 이들은 일단 최저임금을 많이 올려주면 국민 소득이 밑바닥부터 늘어나면서 가계 소비가 늘고, 이것이 기업의 생산ㆍ투자로 이어져 경제의 선순환이 일어날 것이라고 보고 있다. 또 주 52시간제가 일제히 시행되면 더 많은 인력이 필요해져 기업은 고용을 확대할 수밖에 없다고 기대한다. 공무원 증원 역시 당장 취업에 어려움을 겪는 청년을 고용 상태로 바꿀 수 있으며, 정규직화 또한 비정규직 근로자에게 안정적인 삶을 보장해 줄 수 있다는 것이다.
도깨비방망이 같은 이 아름다운 정책이 즉각 결실을 맺으면 얼마나 좋을까. 현실은 거꾸로다. 소득주도 성장 정책 도입 이후 시간이 흐를수록 일자리 사정이 악화하고 경제는 활력을 잃고 있다. ‘일손 부족 사태’가 벌어진 미국ㆍ일본ㆍ독일 등 주요국과 반대로 한국에선 올 들어 9개월 연속 실업자 100만 명 돌파 행진이다. 지난해 월평균 30만 명을 넘던 신규 취업자는 올 들어 10만 명 아래로 곤두박질치더니 최근 3개월에는 수천~수만 명 수준으로 쪼그라들었다.
추 의원이 4인방이라고 직격탄을 날린 것은 이 같은 정책 폭주를 더 이상 지켜볼 수 없다고 판단한 것으로 보인다. 추 의원은 ‘9월 고용통계’가 발표된 12일 개인 입장문을 통해 “대통령이 ‘좋은 일자리 만드는 것은 결국 기업’이라고 하더니 갑자기 청와대가 나서서 모든 공공기관에 2개월짜리 단기 일자리를 만들라고 지시를 내리고 있다”고 분개했다. 양질의 일자리를 만들겠다던 청와대가 앞장서 알바 고용을 독려하는 것은 어처구니없다는 얘기다.
아무리 뜻이 좋아도 현실과 충돌하면 실패할 수밖에 없다. 2%대 저성장 시대에 기업ㆍ시장의 체력에 맞지 않는 정책은 고용 참사ㆍ저성장 가속이라는 시장의 역습만 불러올 뿐이다. 추 의원은 “4인방의 즉각적인 교체와 함께 과감한 규제개혁, 강력한 구조조정 등을 통한 경제정책의 대전환”을 촉구했다. ‘청와대 4인방’이 답할 차례다.
