Passing South Korea? (KOR)

“President Moon Jae-in has said that valuable agreements between South and North Korea should not be shaken or broken when the administration changes. Keeping promises with North Korea while considering promises with Japan breakable is a contradictory stance.”

A journalist I met in Tokyo on Nov. 24 showed this editorial from the Tokyo Shimbun. The Tokyo Shimbun is known as a liberal newspaper in Japan. It has maintained a tone that Japan should get along with South Korea. But it wrote a critical editorial on the dissolution of the Reconciliation and Healing Foundation and expressed concern about the Korean government not keeping its promise. It mentioned President Moon’s attitude of valuing North Korea and his diplomatic efforts to ease sanctions on the North on overseas trips. The journalist who showed me the editorial said that with the ruling on compensation for the forced labor and dissolution of the foundation, he was worried that an increasing number of Japanese people think it is hard to understand South Korea.

That afternoon, I met a South Korean professor at a university in Tokyo. He is a North Korea expert. He said that more students signed up for his class on North Korea this semester, and other universities are opening similar classes. “In the rapidly changing international situation, people increasingly think North Korea will become an important region for Japan. Both sides hope to directly negotiate, and it is already in progress.”

The South Korea I faced in Tokyo in late autumn was lonely. The coldness between Seoul and Tokyo was more intense than ever. Moreover, Japan is moving towards North Korea. Until now, Japan’s contact with North Korea was based on Article 3 of the Korea-Japan Basic Treaty: that the Republic of Korea is the only legitimate government on the Korean Peninsula. So Japan could only contact North Korea when inter-Korean relations were smooth. Nowadays, as the South Korean government guarantees North Korea, Japan has nothing to fear. Also, abduction is a theme that North Korea and Japan need to deal with. There is no place for South Korea when North Korea and Japan talk over abduction, a human rights issue. Japan could work with the United States to increase pressure on the North over human rights issue.

The problem is that Seoul is neglecting it. Professor Park Jeong-jin of Tsudajuku University said, “Persuasion is needed to work with Japan on North Korea policy, but Seoul seems uninterested. It would be a mistake if North Korea and Japan go against South Korea’s intention.” He added that disliking Japan and looking at North Korea-Japan relations straight are separate issues. Depending on Tokyo-Pyongyang relations, the possibility of “passing South Korea,” and not “passing Japan,” cannot be ruled out.

“문재인 대통령은 ‘남북의 귀중한 합의가 정권교체 때마다 흔들리거나 깨져서는 안된다’고 말한 바 있다. 북한과의 약속은 지키면서 일본과의 약속은 어겨도 좋다고 생각한다면 분명히 모순된 자세다.”
지난 24일 도쿄에서 마주한 언론인은 이날 자 도쿄신문 사설을 내밀었다. 도쿄신문은 일본내 손꼽히는 진보지다. 한국과 잘 지내자는 논조를 유지해 왔다. 그런 신문이 화해ㆍ치유재단의 해산에 비판적인 사설을 썼다. 우리 정부가 약속을 지키지 않은 데 우려를 나타냈다. 방문하는 나라에서마다 “북한 제재를 풀어달라”며 ‘학부모식’ 외교를 펼치는 문 대통령의 북한중시 태도를 대비해 가면서다. 사설을 보여준 언론인은 “강제징용 배상 판결과 재단 해산이 맞물리며 ‘한국을 이해하기 어렵다’는 반응이 확대되고 있어 걱정”이라고 말했다.
같은날 오후 도쿄 유명 대학의 한국인 교수를 만났다. 북한 전문가다. 그는 “이번 학기 북한 강의 수강자가 늘었다. 몇몇 대학에선 관련 클래스가 신설됐다”고 말했다. “급변하는 국제정세 속에서 북한이 일본에 중요한 지역이 될 것이란 분위기가 확산되고 있다. 양측은 직접 교섭을 희망하고, 실제 진행중이라고 한다”는 설명과 함께다.
늦가을 도쿄에서 맞딱뜨린 한국은 쓸쓸했다. 한·일 관계의 냉랭함은 그 어느때보다도 강했다. 여기에 더해 우리 정부가 올인하다시피 하는 북한을 향한 일본의 움직임이 빨라지고 있었다. 지금껏 일본의 대북 접촉은 한ㆍ일 기본조약 3조 ‘대한민국이 한반도의 유일한 합법 정부'에 의거했다. 그래서 남북이 화해무드일 때 북·일은 교섭했다. 지금은 우리 정부가 북한을 보증해 주는 시절 아닌가. 일본은 눈치 볼 게 없다. 게다가 북ㆍ일은 독자 전개가 가능한 ‘납치’의 테마가 있다. 인권문제이기도 한 납치를 두고 양측이 대화하면 우리의 틈은 없다. 일본이 미국과 손잡고 북한 인권을 문제 삼아 대북 압박을 극대화할 수도 있다.
문제는 우리 정부가 이를 방관하고 있다는 거다. 쓰타주쿠대 박정진 교수는 “대북 정책에서 일본과 공조하려면 설득이 필요한데 우리 정부가 관심을 보이지 않는 듯하다. 북·일이 우리의 의도와 달리 가거나 교섭 자체가 중단되면 큰 실책”이라며 “이를 ‘재팬 패싱’이라며 좋아할 수도 있지만 일본을 싫어하는 것과 북ㆍ일 관계를 직시하는 건 별개”라고 말했다. 북ㆍ일 관계의 여하에 따라 ‘재팬 패싱’이 아닌 ‘한국 패싱’이 발생할 가능성도 결코 배제할 수 없다.
