Out of touch with reality (KOR)

The Year of the Golden Pig, which promises prosperity and wealth, has dawned. But sadly, Korea’s economic outlook can hardly match the year of abundance. The self-employed and small business owners who were devastated by the 16.4 percent jump in the minimum wage must also get ready for another 10.9 percent wage hike starting this month.

Despite protests, the government endorsed a revision to the minimum wage act on the last day of 2018. Statistics show that although the nominal increase is 10.9 percent, the actual payout will surge by 33 percent when counting weekly break allowances in the base wage as a result of the revised act. We cannot know the exact ramifications on the fragile job and consumption front.

Macroeconomic prospects are equally dim. The estimated growth, which was downgraded to 2.7 percent for 2018 from 3.0 percent in 2017, is expected to stop at around 2.5 percent this year. Mainstay industries have lost competitiveness, spreading lethargy across investment, production and employment. External conditions have worsened with slowing in global economy and trade frictions between the world’s two largest economies. The downsides outweigh the upsides.

Policymakers remain oblivious and relaxed. During a year-end lunch with ruling party leaders, President Moon Jae-in complained that economic achievements have been misrepresented to the public due to society’s paranoia about economic failures. Ruling Democratic Party Chairman Lee Hae-chan said that despite criticism from the media, the data shows that economic fundamentals are improving. The self-congratulatory mood of the inner circle contrasts with reality. Jobs and income disparities are at crisis levels. Business and consumer sentiments are both pessimistic. If they had eyed the data well, they could not have been so self-indulgent.

In his New Year’s message, Moon said he would work harder to improve the livelihoods of all. Ideology won’t help him fulfill that promise: what the president and his aides need is a better awareness of reality and practical policies.

대통령의 '경제실패 프레임' 탓…현장의 위기감 안 보이나
풍요와 복을 상징한다는 황금돼지해가 열렸지만, 새해 우리 경제 전망은 밝지 않다. 지난해 최저임금 폭주 충격을 온몸으로 받아냈던 자영업자들 앞에는 또다시 두 자릿수로 인상된 최저임금이 기다리고 있다. 정부는 2018년 마지막 날, 숱한 우려 속에서도 주휴 수당을 명시한 최저임금법 시행령을 의결했다. 명목상 인상률은 10.9%지만, 주휴 수당이 강제되면 사실상 33% 급등이라는 통계도 있다. 고용과 소비 현장에서 또 어떤 충격이 올지 가늠조차 힘들다는 목소리가 높다.
거시경제 전망도 어둡다. 지난해 3%대 목표에서 2.7%(추정치)로 낮춰진 경제성장률은 올해 2.5% 내외로 떨어질 전망이다. 주력 산업이 경쟁력을 잃어가는 가운데 투자·생산·고용은 침체 늪에서 허덕이고 있다. 세계 경제 성장세 둔화, 미·중 무역 갈등 등 외부 환경마저 나빠지고 있다. 대내외 여건에 온통 빨간 불이 켜진, 그야말로 '백척간두' 상황이다.
경제 현장의 우려는 거의 공포 수준인데도 청와대와 여당의 자세는 안이하기만 하다. 여당 지도부와 송년 오찬에서 문재인 대통령은 "우리 사회에 경제 실패 프레임이 워낙 강력해서 성과가 국민에게 제대로 전달되지 않는다"고 말했다. 이해찬 더불어민주당 대표도 "언론에서 비판하고 있지만, 지표상으로 우리 경제 체질이 나아지고 있다"고 자평했다. 아무리 여권끼리 모인 자리라고 하지만, 국민이 느끼는 경제 현실과는 너무나 동떨어진 인식이다. 현장에서 벌어지는 고용 참사와 소득 불평등 심화, 투자·소비 심리 위축을 조금이라도 살펴봤다면 이런 자화자찬성 발언이 가능했을지 의심스럽다.
문 대통령은 신년 메시지에서 "한분 한분의 삶이 나아지도록 노력하겠다"고 말했다. 이념이 이를 가능하게 하지는 않을 것이다. 정확한 현실인식과 이에 기반한 실용적이고 현실적인 정책이 필요할 뿐이다.
