Not safe to be a woman (KOR)

An 80-second closed-circuit television (CCTV) clip showing a man following a woman to her apartment and attempting a break-in went viral on social media and led eventually to his arrest. In the footage taken in an alley in Sillim-dong, Seoul, the man trailed the victim on her way home around 6.20 a.m. Tuesday. The video shows that as soon as she went into her flat, the man tried to force the door. The consequences could have been terrible if the woman had been just seconds late in closing and locking her door.

There were calls for stronger protection of women after the brutal attacks on women in Gangnam Station three years ago and Jeju Island a year ago. But our society remains unsafe for women if they cannot be entirely safe — even behind doors in their own homes.

The police were not reliable this time. The woman being pursued immediately called the police and asked the officers to check the CCVT. But she ventually had to secure the CCTV footage herself as the police did little until 12 hours after her report. The man was arrested for trying to break in to her apartment a day after the incident, but that was only after the suspect turned himself in because his face was exposed on social media.

Women’s groups have become outraged with law enforcement. On her social media page, Rep. Shim Sang-jung of the Justice Party claimed that all citizens suffer because women must live in anxiety as potential victims and males are suspected as a potential offenders as the law enforcement authorities don’t do their fair share. Before the police complain of a lack of legal grounds for investigations and arrests. The police must do better safeguarding public safety. Otherwise, women in this land would have to continue to live in fear.

"여성을 위한 공권력은 어디에 있나"
트위터에 올라온 CCTV 영상 하나가 지난 며칠간 엄청난 공분과 공포를 불러일으켰다. 지난달 28일 공개된 '신림동 강간범 영상 공개합니다'라는 제목이 붙은 1분 24초짜리 영상이다. 영상엔 귀가하는 여성을 몰래 뒤쫓던 남성이 스토킹하던 이 여성이 집에 들어가자마자 바로 현관문을 밀치며 집에 침입하려는 모습이 담겨 있다. 이후 공개된 또 다른 CCTV에선 간발의 차이로 침입에 실패한 뒤에도 자리를 뜨지 않고 10여 분 동안이나 서성이며 휴대전화 손전등을 켜 도어록 비밀번호를 풀려고 시도하는 모습도 담겼다. 이른 새벽 일면식도 없는 여성을 스토킹하는 것으로도 모자라 혼자 사는 원룸에 강제로 침입하려 한 정황으로 볼 때 이 여성이 1초만 늦게 문을 닫았더라면 무슨 일이 벌어졌을지 생각만 해도 공포스럽다.
3년 전 강남역 살인사건이나 지난해 제주 혼행족 여성 살인사건 등 여성을 대상으로 한 범죄가 벌어질 때마다 '여성이 안전한 사회'를 만들어달라는 요구가 들끓었으나 현실은 이처럼 달라진 게 없다.
자기 집에 들어갈 때조차 불안에 떨어야 하는 안전하지 않은 사회도 문제지만 이번 사건에서 드러난 경찰의 안이한 대응은 더욱 큰 문제다. 피해 여성은 곧바로 112에 신고하고 출동한 경찰에 CCTV 확인을 요청했다. 하지만 피해 여성이 직접 CCTV를 확보하고 12시간 가까이 지나 다시 신고할 때까지 경찰은 아무런 조치도 취하지 않았다. 사건 발생 하루 뒤인 지난달 29일 가해 남성을 주거침입 혐의로 긴급체포했으나 이 역시 SNS에 얼굴이 노출된 이 남성이 자수 의사를 밝힌 후였다.
이러니 "여성을 위한 공권력은 어디에 있느냐"는 분노가 터져 나온다. 심상정 의원은 SNS에 '공권력이 제 역할을 못 하니 여성은 잠재적 피해자가 되어 불안하고 남성은 잠재적 가해자 취급을 받는 등 전체 시민이 피해를 본다'고 적었다. 경찰은 법적 미비 같은 한가한 소리를 하기에 앞서 선제적으로 시민 안전을 지키는 제 역할부터 충실히 했으면 한다. 그래야 불안해서 못 살겠다는 여성들의 목소리가 잦아들지 않겠는가.
