Sheer irresponsibility (KOR)

Cho Kuk, a senior presidential secretary for civil affairs, went too far in terms of leading public opinion through Facebook. The 17 posts he has made over the last four days are mostly aimed at inciting anti-Japanese sentiment among citizens and dividing them into friends and foes, as seen in his messages such as “Those who oppose the Supreme Court’s ruling on wartime forced labor are pro-Japanese” or “What counts most in a trade war with Japan is patriotism.” In the face of criticism from even the liberal camp, he went a step further by urging Koreans “not to fear Japan though it is stronger than Korea.”

Cho is a core member of Moon Jae-in’s presidential aides and an intellectual who served as a professor at the Seoul National University Law School. Despite being a heavyweight in the Blue House, he is bent on posting shameful messages on Facebook blindly attacking the media and opposition parties for their different views and resorting to nationalism to stir ordinary citizens in the government’s crusade against Japan.

These attitudes remind us of totalitarianism of the past. Public concern is deepening after rumors spread that he will be appointed justice minister in an imminent reshuffle. A bigger problem is a critical lack of people in the presidential office or ruling party putting the brakes on him. President Moon’s silence on the issue suggests his tacit agreement to Cho’s rampage. If that’s the case, it is better for Cho to make it official and he should be at the forefront of the battle with Japan and the opposition.

Cho has repeatedly reneged on his duty to scrutinize candidates for high offices in the government. As a result, as many as 16 nominees had to take their ministerial-level positions without the legislature’s approval through confirmation hearings — a stark difference from the previous Park Geun-hye administration, which appointed 11 ministers without the legislative endorsement. But Cho made no apology for the unprecedented personnel affairs debacle.

Even in the ruling party and government, there are growing voices criticizing Cho’s behavior, as seen in a piece by a liberal columnist who denounced him for making one nonsensical remark after another. Cho must stop his over-the-top posts on Facebook because it is not what a strategist should do. Otherwise, he will face a harsh confirmation hearing later this month.

조국 수석의 위험하고 무책임한 스마트폰 선동
조국 청와대 민정수석의 '페북 여론몰이'가 도를 넘고 있다. 최근 나흘 동안에만 17건에 달한 그의 게시물을 보면 "대법원 (징용) 판결을 부정하는 한국인은 친일파""(일본과 경제전쟁에서) 중요한 건 '애국'이냐 '이적(利敵)'이냐다"처럼 대부분 감정적 반일을 선동하고, 정부 비판 세력을 친일로 낙인찍으며 국민을 편 가르는 내용이다. 그는 '친일파' 발언이 진보 진영 내에서조차 "너무 나갔다"는 논란을 자초하자 21일엔 한 발 더 나가 "일본에 지레 겁먹고 쫄지 말자"고 막말 선동을 하기에 이르렀다.
조 수석은 청와대 핵심 참모이자 대통령의 최측근이다. 서울대 법대 교수라는 '지성인' 출신이기도 하다. 국가적 위기를 맞아 냉철한 이성으로 대통령을 보좌해야 할 그가 'SNS에 올린 사견'이란 허울 아래 일본의 극우세력도 하기 힘든 얘기를 중학생 수준의 'B급 어법'까지 써가며 마구잡이로 올리고 있다. 야당은 물론 언론조차 정부 정책을 비판하면 무조건 매국이라는 이분법, 온 국민이 '서희와 이순신을 합친' 대통령 아래 일치단결해 일본과 싸워야 한다는 관제 민족주의가 조 수석 강변(強辯)의 핵심이다.
현 여권이 그렇게 혐오해온 전체주의의 '역(逆)부활'이 느껴진다면 지나친 말일까. 이런 독선적 시각에 매몰된 민정수석이 대한민국 법치를 총괄하는 법무부 장관 자리에 직행할 것이란 설이 파다하니 우려는 더 깊어질 수밖에 없다. 더욱 걱정인 건 조 수석이 연일 외교적 갈등과 국론 분열을 증폭시키는 발언을 이어가도 청와대나 집권당인 민주당에서 말리는 이를 찾아볼 수 없다는 것이다. 문재인 대통령이라도 나서서 자제를 권해야 할 상황인데 그런 얘기는 들리지 않으니, 조 수석은 대통령으로부터 암묵적인 '동의'를 받았다 여기고 페북 정치의 강도를 높이고 있는 건 아닌가. 만일 그렇다면 조 수석은 더 이상 페이스북 뒤에 숨어 무책임하게 국민감정을 선동하는 대신 자신의 주장을 정부 입장으로 공식화하고, 대일·대야 투쟁의 선봉에 나서는 게 더 솔직하지 않을까.
조 수석은 본연의 업무인 인사 검증에서 역대 최악의 무능을 기록해 왔다. 그가 재직해온 지난 2년 2개월 동안 검증 실패로 야당의 동의를 얻지 못 해 청문 보고서 채택 없이 임명이 강행된 장관급 인사가 16명에 달한다. 전임 정부 4년 동안 보고서 채택 없이 임명된 인사는 10명이었다. 이로 인해 민정수석이 5번이나 갈린 걸 상기하면 조 수석은 경질돼도 몇번은 경질됐어야 마땅하다. 하지만 조 수석은 역대급 인사참사엔 사과 한마디 한 적이 없었다. 비서의 직분을 망각하고 할 일은 실패한 채 엉뚱한 이벤트엔 대놓고 나선다. 이달 초 논문 표절 의혹 등 자신의 신상 논란을 변명하는 문자 메시지를 여당 의원들에게 보내 "벌써 장관 청문회 준비에 들어갔나"는 비판을 듣는가하면 팩트조차 틀린 채 근거없이 본지의 일본어판 제목을 '매국적'이라 비난해 논란을 빚었다. 일탈을 넘어 직무 유기·남용이라 지적받아 마땅한 일들이다.
조 수석은 진보 진영에서조차 자신에 대한 비판이 증폭되는 현실을 직시해야 한다. 칼럼니스트 김규항은 "조국의 발언은 자유주의의 기본조차 팽개치는 자기 모독의 X소리일 뿐"이라고 했다. 정의당 김종대 의원도 "고민하지 않고 노래 부르고, 페북질하는 건 전략가들이 할 일은 아니다"고 했다. 조 수석은 진정한 소통 대신 불필요한 갈등만 양산하는 페북정치를 당장 접고 주 업무에 충실하기 바란다. 지금 사무실에서 종일 스마트폰 붙들고 손가락 타자할 때가 아니라 이 외교 난국을 어떻게 현명하고 슬기롭게 극복해 나가야 할 지 지적인 힘을 보태야 할 때임을 명심해야 한다.
