Pension pyramid could collapse (KOR)

The first generation receives monthly payments with contributions from the second generation. The second generation is promised to get the same monthly payment with contributions from the third generation, and so on. When the pyramid of contributors ends someday, the system also will end. German economist and bestselling writer Hanno Beck compared the national pension system to a state-led pyramid scheme.

If the collected money is not invested well or more is spent than is raised, or the number of contributors decrease, the pyramid will collapse. This is the situation that Korea’s national pension is in. Structurally, people pay less and receive more, while the number of pension recipients also increases and the number of young contributors decrease.

The National Pension Service (NPS) invested 113 trillion won ($92.9 billion) — or, 16.3 percent of the operating fund — in domestic stocks as of the end of May. The percentage of investment in domestic stocks is higher than other countries’ national pension funds. Nevertheless, it serves as a relief pitcher when the stock market gets shaky. There is still more room to grow for the NPS’s 18 percent investment goal for this year.

The national pension is also pushed when a company with owner risk or other unfavorable factors needs to be punished. The justification is to exercise shareholders’ right to maximize its operational profit. It could even take social responsibility. As Japan’s export restrictions led to escalated anti-Japanese sentiment in Korea, the NPS’s 1.23 trillion-won investment on war criminal companies, including Mitsubishi, became controversial. As a result, a bill to restrict investing on companies associated with crimes was also proposed.

The NPS decides investments based on the benchmark index of profit assessment standards by the Fund Management Committee. However, investment could be swayed by justifications other than the rate of return. It is because of the people who want to use the national pension as if it is their own money. The fund is not blind money. It is the retirement fund for the citizens, who are the owners of the money.

‘두 번째 세대가 낸 회비로 첫 번째 세대에 월급을 지급한다. 두 번째 세대에도 월급 지급을 약속한다. 다만 그 돈은 그다음, 즉 세 번째 세대가 낸 회비에서 나온다. 이런 식으로 계속 진행된다. 그러다가 회비 납부자의 피라미드가 어느 순간 끝나면 이 시스템 역시 끝나버린다.’ 독일 경제학자이자 베스트셀러 작가인 하노 벡은 국민연금을 국가가 주도하는 ‘피라미드 시스템(다단계 판매)’에 비유했다.
모은 돈을 제대로 못 굴리거나 더 많이 쓰고, 돈을 낼 납부자가 줄어들면 피라미드는 무너질 수밖에 없다. 한국의 국민연금이 딱 이런 지경이다. 소득대비 보험료율은 ‘마의 9%’에 갇혀 있다. ‘덜 내고 더 받는’ 구조다. 연금 수령자는 늘지만 보험금을 낼 젊은이는 줄고 있다.
국민연금은 5월 말 기준 운용자금의 16.3%인 113조원을 국내주식에 투자했다. 자국 주식 투자 비중이 다른 나라 연기금보다 높다. 그럼에도 증시가 흔들리면 구원투수로 등판한다. 올해 투자 목표치(18%)까지 여력이 있다며 국민연금에 SOS를 칠 태세다.
오너 리스크 등으로 마음에 안 드는 기업을 혼내주려 할 때 국민연금의 등을 떠밀기도 한다. 명분은 운용 수익 극대화를 위한 주주권 행사다. 사회적 책임까지 제대로 떠안을 위기다. 일본의 수출 규제로 반일 감정이 고조되자 미쓰비시 등 전범 기업에 대한 투자(작년 말 기준 1조2300억원)가 도마 위에 올랐다. 전범 기업 투자 제한 법안도 발의됐다.
국민연금은 기금 운용의 중립성을 위해 기금운용위원회의 수익률 평가 기준(벤치마크 지수)에 따라 투자를 결정한다. 하지만 수익률보다 이런저런 명분에 투자가 휩쓸릴 위기에 처했다. 국민연금이 제 돈인 양 호가호위하고 싶은 이들 때문이다. 국민연금은 눈먼 돈이 아니다. 그 주인인 국민의 노후자금이다.
