A serious breach (KOR)

Arrest warrants were filed for seven students who broke into the residence of U.S. Ambassador Harry Harris. On Friday, they climbed over the wall of the residence where the Harris family lives to protest U.S. demands for higher cost-sharing by South Korea for U.S. troops in the South. The family was not at home at the time, and police detained 19 protesters 70 minutes after they entered the compound.

Such slack security on Korea’s part was shameful. Police did not act even when scenes of students climbing the wall were caught by media cameras. The students’ group was pro-North Korea and anti-U.S. It attempted to break into the U.S. Embassy in January and June to protest the U.S. demand for higher defense cost-sharing and a Seoul visit by U.S. President Donald Trump. Police gave the lame excuse that they worried about injuries if they forcibly removed their ladders. They said they had to wait for female officers to arrive to handle the female protesters. It was only four years ago that U.S. Ambassador Mark Lippert came under a vicious daylight attack. Police negligence stokes concerns about further dents in the relationship between Seoul and Washington.

Harris tweeted, “Cats are OK. Thanks.” The police plans to beef up security with an extra unit around the ambassador’s residence.

The U.S. State Department issued an immediate statement, urging extra protection for foreign envoys. It pointed out that two break-ins were attempted at the U.S. ambassador’s residence over the last 14 months. It followed up with a press release announcing that Seoul and Washington will hold three days of discussions on the Special Measures Agreement in Hawaii from Tuesday. Seoul had hope to keep the issue low-key.

The students’ group — the Korean Progressive University Student Union — was unabashed about protesting the U.S. demand for raising defense costs and demanded immediate release of the students. The provocative act against our key ally is unacceptable, as was negligence by the police.

동맹국 대사관 못 지킨 경찰의 국익 훼손
주한 미국 대사관저에 난입한 대학생 7명에 대한 구속영장이 어제 법원에 청구됐다. 이들은 지난 18일 미 대사관저 담을 넘어 해리 해리스 대사 가족이 생활하는 건물 현관 앞에서 주한 미군 방위비 분담금 인상을 규탄하는 시위를 했다. 대사와 가족은 관저를 비운 상태였고, 경찰은 뒤늦게 대사관저에 들어가 학생들을 포위한 뒤 70분 만에 19명을 연행했다.
경찰의 미 대사관 경비 실패는 어이없음을 넘어 분노를 자아낸다. 대학생들이 대사관 담벼락에 사다리를 대놓고 가방을 맨 채 담을 넘는 모습이 언론 카메라에도 고스란히 찍히는 동안 경찰은 사실상 무방비 상태였다. 집회를 주도한 한국대학생진보연합(대진연)이 친북ㆍ반미 성향의 과격 단체라는 점에서도 경찰은 할 말이 없는 처지다. 대진연은 지난 1월과 6월에도 방위비 분담금 인상과 트럼프 대통령에 반대하며 대사관 진입 시도와 시위를 했다. 이들의 성향과 동향에 조금만 주의를 기울였어도 난입을 사전에 차단할 수 있었다. 경찰은 “사다리를 치웠을 때 발생할 수 있는 부상을 걱정했다”,“여학생 신체 접촉이 어려워 여경을 기다렸다”는 등의 한심한 변명을 했다고 한다. 부산 미 문화원 방화(1982년), 마크 리퍼트 미국 대사 피습(2015년) 등 ‘유구한’ 반미 시위 사건의 양태와 돌발 상황을 경험한 한국 경찰이 할 소리인가. 경찰 안팎에서 “정부가 반미 시위를 사실상 방치한 것”이란 말이 나오는 것도 무리는 아니다.
해리스 대사는 “경비에 힘써 준 한국 경찰에 감사한다. 고양이는 무사하다”면서 진화에 나섰지만, 일부 시민은 이를 한국에 대한 조롱으로 읽고 있다. 경찰은 “이번 사건 불법행위를 엄정하게 수사할 예정”이라고 밝히고 미 대사관저 경비에 경찰관 1개 중대를 추가 배치하고 사다리나 밧줄을 이용한 침입을 차단하는 방안을 마련하기로 했다. ‘소 잃고 외양간 고친다’는 식상한 탄식밖에 안 나온다.
미 국무부가 이례적으로 강한 어조로 유감을 표명하는 점도 우려스럽다. 미국의 소리(VOA) 방송은 어제 “한국이 모든 주한 외교 공관을 보호하기 위한 노력을 강화할 것을 촉구(urge)한다”는 국무부 입장을 보도했다. “14개월 만에 대사관 관저에 불법 침입한 두 번째 사태라는 데 강하게 우려한다”는 논평도 나왔다. 지난해 9월 40대 조선족 여성이 오후 10시쯤 대사관저에 무단 침입하는 사건까지 싸잡아 불만을 드러낸 것이다. 유감 논평을 낸 이후에는 오는 22~24일 하와이에서 열리는 방위비 분담 특별협정(SMA) 협상 일정을 발표하는 보도자료를 내고 한국이 분담금을 인상해야 하는 명분을 조목조목 따졌다. 이번 사건이 언급되지는 않았지만, 이번 협상에 최대한 로키(low-key)로 임하려던 한국으로선 난처해졌다는 게 외교가의 분석이다. 대사관 난입 사건이 국익 차원에서도 뼈아픈 일이 될 수 있다는 얘기다.
이런 상황에서 대진연 소속 학생들은 “미국이 방위비 분담금을 올해의 5배로 제시한 것을 미 대사에게 직접 항의하기 위해 대사관저에 들어갔다”며 학생 전원을 석방하라고 주장하고 있다. 동맹국에 명백한 불법 행위를 하고도 명분만 내세우며 반발하는 것이다. 이런 주장은 자칫 우리 사회의 좌우 이념 대립과 맞물려 갈등을 증폭시킬 우려도 배제할 수 없는 상황이다. ‘해야 할 일’을 제대로 안 한 경찰 때문에 국민 걱정만 늘었다.
